the County and the New York State Office of Indigent Legal Services for  
Distribution 6 in the amount of $2,793,498 to improve the quality of  
indigent legal services provided by the County, in order to extend the  
termination date from 12/31/23 to 12/31/24; and 2) amend an agreement  
with The Legal Aid Society of Westchester County in connection with a  
grant for Distribution 16 from the New York State Office of Indigent Legal  
Services for the improvement of the quality of indigent legal services, in  
order to extend the termination date from 12/31/23 to 12/31/24.

package in the amount of $1,000,000 in Commercial General Liability  
coverage ($2,000,000 aggregate and $1,000,000 per occurrence) which  
is subject to a $10,000 deductible, at a cost not to exceed $122,425, for  
the policy period commencing 5/1/24 - 5/1/25, which will cover the dates  
and polling sites of the primary and general elections currently identified  
as follows: 1) primary election on 6/25/24, with early voting 6/15 - 6/24/24;  
and 2) general election on 11/5/24, with early voting 10/26 - 11/3/24,  
municipal elections in 2025, any additional or alternative election dates as  
may become required, and including the day before, and the day after  
each election to allow for set up and removal at each polling site, from

Children’s Village, Inc., to provide transitional living services for homeless  
youth and youth aging out of foster care aged 17-21 to assist them in  
achieving self-sufficiency and thereby, avoid long term dependency on  
supportive services from the County of Westchester, for the period from  
7/1/24 - 6/30/25, in an amount not to exceed $199,180.

Providence House, Inc., to furnish services to provide and operate a  
facility at 89 Sickles Avenue in New Rochelle that will provide temporary  
assistance shelter for single, homeless females who are 18 to 40 years  
old and who are pregnant and/or with a child who is 0 to 9 years old, and  
to provide, or make referrals to, related services for such persons, for an  
amount not-to-exceed $836,739, for the period from 4/1/24 - 3/31/25, with  
the County having the option, in its sole discretion, to extend the term for  
up to four (4) additional one (1) year periods thereafter on the same terms  
as the Initial Term, except that the following respective not-to-exceed  
amounts will apply to each Option Term: 1.) Option Term #1 (4/1/25 -  
3/31/26) $860,002; 2.) Option Term #2 (4/1/26 - 3/31/27) $883,925; 3.)  
Option Term #3 (4/1/27 - 3/31/28) $908,529; and 4.) Option Term #4  
(4/1/28 - 3/31/29) $933,832.

agencies, to provide a pilot youth employment program for economically  
disadvantaged youth pursuant to the 2024 Youth Employment Program,

LOFT: The Lesbian and Gay Community Services Center, Inc., to provide

(“LGBTQ+”) Westchester County seniors who are 60 years or older under  
Title III-B of the Older Americans Act, in an amount not-to-exceed  
$32,373, with the term of the agreement to commence retroactively on  
1/1/24 - 12/31/24.

Health to accept funding for the new Lead Rental Registry Program

16. 108416 Health - Enter into an Interim Order with the State of New York  
Department of Environmental Conservation ('NYSDEC'), whereby the  
WCDH will be authorized to continue implementation of the existing  
Petroleum Bulk Storage ('PBS') program originally delegated by NYSDEC  
to WCDH in 1998 and currently delegated by an Order, dated 10/3/17;  
and that the term of this Interim Order will be from the date it is executed  
by the Division Director of the Remediation Bureau of the DEC to the date  
the NYSDEC publishes a final decision in the Environmental Notice  
Bulletin approving the WCDH’s new PBS program.

Hauling Inc., to provide regulated infectious medical, pharmaceutical  
(non-controlled substances) and hazardous waste removal and disposal  
services from (“WCDH”) clinic sites and other sites in the County, for the  
period from 5/1/24 - 4/30/26, in the amount not-to-exceed $20,000 to be  
paid at the reimbursement rates as specified in Schedule “A”.

18. 108258 Probation - Pursuant to Section 3(a)(xxi) of the Westchester County  
Procurement Policy and Procedures, to exempt from procurement an  
agreement with CHOICE of New Rochelle, Inc. (“CHOICE”), for which  
CHOICE will provide pre-trial programs to evaluate criminal defendants  
(“Defendant(s)”) for potential pre-trial release from custody and work to  
ensure defendants’ return for future court appearances through  
CHOICE’s structured follow-up during the pre-trial monitored release  
period, electronic monitoring pursuant to court order, and to conduct  
outreach to newly incarcerated defendants at the County Jail to inform  
them about the bail set by the court and options for posted bail, for a term  
commencing retroactively on 7/1/23 - 6/30/25, for an amount not to  
exceed $2,022,404.92.

White Plains, NY, effective as of the date of execution of the assignment,  
and 2) further amended to provide for additional architectural and  
engineering services in connection with Westchester County Parking

Phase II of this project, for a fee of $252,030, increasing the total

provide additional design services during construction and construction  
administration services associated with this project and that for the

Wastewater Discharge Permit, which would allow them to discharge  
sanitary wastewater from their premises into the County Trunk Sewer  
System for a term of up to three (3) years for an annual permit fee of  
$260.33, subject to annual adjustment based upon the parcel’s full  
equalized value as determined by the tax assessor of the Town of  
Cortlandt, plus excess usage fees.
