108065County Executive - Pursuant to Section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with STEM Alliance of Larchmont-Mamaroneck.

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously approved.  
108064County Executive - Amend an agreement with STEM Alliance of  
Larchmont-Mamaroneck (“STEM”) in order to extend the term of the  
agreement through12/31/24, increase the not-to-exceed amount by  
$375,000, bringing the total amount not to exceed payable pursuant to  
the agreement and First Amendment to $1,125,000, and to revise  
Schedule “A” to reflect the work to be performed by STEM during the  
Renewal Term.

108473County Executive - Pursuant to Section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with CDD Strategies, LLC, for which CDD will work as an  
adviser to the County in negotiating with prospective educational entities,  
for the period 3/30/24 - 6/30/24.

unanimously approved.  
108692County Executive - Enter into an agreement with Joy Riot, LLC,  
pursuant to which Joy Riot, LLC will provide comprehensive rebranding  
services for the County for a term commencing retroactive to 3/20/24 -  
10/31/24, for a total amount not-to exceed $82,050, payable in seven (7)  
installments.

107946County Executive / Board of Legislators - Enter into an agreement with  
the Hispanic Resource Center of Larchmont/Mamaroneck, Inc., d/b/a  
Community Resource Center, for which HRC will provide its Build Our  
Future and Voz y Vida programs, for a term commencing 1/1/24 -  
12/31/24, in an amount not to exceed $163,000.

108265County Executive / Board of Legislators - Enter into an agreement with  
Y-COP of Mount Vernon, Inc. (“Y-COP”), pursuant to which Y-COP will  
provide an outdoor summer camp and after-school programs, including  
transportation services, to children ages 5-13 years old residing in Mount  
Vernon, NY and surrounding communities, for an amount not to exceed  
$65,000, for a term commencing 1/1/24 - 12/31/24.

108267County Attorney - Settle the claim of Nationwide Insurance Company  
a/s/o John Sobrino v. County of Westchester and Xavier Warren in the  
amount of $38,500.

unanimously approved.  
108464County Attorney - Amend a grant agreement previously executed by the  
County and the New York State Office of Indigent Legal Services for the  
Third Counsel at First Appearance grant in the amount of $723,326 to  
improve the quality of indigent legal services provided by the County, in  
order to extend the termination date from 12/31/23 to 6/30/24.

unanimously approved.

108468County Attorney - 1) Amend a grant agreement with New York State  
Office of Indigent Legal Services for Distribution 10 in the amount of  
$2,793,498 to improve the quality of indigent legal services provided by  
the County, in order to extend the termination date from 12/31/23 to  
12/31/24, and 2) amend an agreement with The Legal Aid Society of  
Westchester County for Distribution 10, in order to extend the termination  
date from 12/31/23 to 12/31/24.

10. 108595Planning - Pursuant to Section 3(a)(xxi) of the Westchester County  
Procurement Policy and Procedures, to exempt from procurement an  
agreement with Housing Action Council, Inc.

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously approved.  
11. 108596Planning - Enter into an agreement with the Housing Action Council, Inc.,  
(“HAC”), for which HAC will assist up to six not-for-profit organizations,  
houses of worship, municipalities, local and countywide housing boards  
or committees, with matters related to the development, preservation, and  
improvement of fair and affordable housing and programs to explore the  
feasibility of, or further the development of, six developments, for an  
amount not to exceed $138,689, for a term commencing retroactive to  
1/1/24 - 12/31/24.

12. 108182Social Services - Enter into an agreement (DSS7012-24) with  
Laboratory Corporation of America Holdings (“LabCorp”), to provide  
genetic marker test services and supportive testimony as ordered by the  
Family Court in disputed paternity proceedings for the term from 1/1/24 -  
12/31/24, for a total amount not-to-exceed $15,000 and subject to  
appropriation on a per test basis at the rate of: $42.00 per person tested  
(includes the cost of expert witness testimony) Using LabCorp Patient  
Service Centers for collections within Westchester County; $52.00 per  
person tested (includes the cost of expert witness testimony) If collections  
are required at the Family Courthouses within Westchester County.

13. 108469College - Enter into an affiliation agreement with Armonk Senior Care,  
LLC dba the Bristal at Armonk, for supervised laboratory/clinical  
education for the Certified Nursing Assistant program and the Licensed  
Practical Nurse program, for a term commencing on or about 5/1/24 and  
continuing in full force and effect unless terminated by either party upon  
written notice.

14. 108188Corrections - Enter into an agreement with Anthony Vadala, d/b/a A.V.J.  
Limousine to provide transportation services for injured correctional  
officers for medical evaluations for the Westchester County Department  
of Correction, for the period from 1/1/24 - 12/31/24, at a cost not to  
exceed $58,000.

unanimously approved.  
15. 108261Probation - Retroactively enter into an agreement with Choice of New  
Rochelle, Inc. (“CHOICE”), for which CHOICE will provide pre-trial  
programs to evaluate criminal defendants for potential pre-trial release  
from prison to ensure defendants’ return for future court appearances  
through CHOICE’s structured follow-up during the pre-trial release period,  
for a term commencing on 7/1/23 - 6/30/25, for an amount not to exceed  
$2,022,404.92 ($658,689.92 for 2023/24, and $1,363,715 for 2024/25)

16. 108585Probation - Pursuant to Section 3(a)(xxi) of the Westchester County  
Procurement Policy and Procedures, to exempt from procurement an  
agreement with GSC Consulting Services, LLC for the (i) provision of a  
Job Analysis Report in final form, which will serve as the basis for  
developing Pre-Employment/Post-Offer Agility Tests as a disability  
prevention tool, (ii) provision of a Job Analysis Physician Summary  
Report in final form, which will be used by physicians treating an  
employee for a work-related injury, and (iii) the development of validated  
pre-employment/post-offer agility, post injury fitness for duty test and  
medical pre-employment testing protocols, for a term from 1/1/24 -  
12/31/24, in an amount not-to-exceed $15,000.

17. 108161Parks - Enter into a license agreement with Daniel Morales, Senior  
Maintenance Mechanic II (Farmer) at Hilltop Hanover Farm and  
Environmental Center for the County-owned residence at 1270 Hanover  
Street, Yorktown Heights, New York 10598, in accordance with the  
formula for the licensing of County residences from 5/1/24 - 5/31/26, for a  
monthly license fee of $1,450.

unanimously approved.  
18. 108364Parks - Enter into a license agreement with MCImetro ACCESS  
TRANSMISSION SERVICES LLC, d/b/a Verizon Access Transmission  
Services, LLC, 600 Hidden Ridge Drive, Irving, TX 75038, to maintain and  
operate two (2) fiber optic conduits consisting of four (4) 1 1/4”Quad-Duct  
of approximately 1,345 linear feet under the Bronx River Parkway in the  
vicinity of Virginia Road in North White Plains, for a five (5) year term,  
commencing on 3/30/24 - 3/29/29, for a total license fee of $70,908.

19. 108200DPW/Transportation - Contract No. 15-560-Rev., with S&L Plumbing &  
Heating Corp., White Plains, NY, for Steam System Upgrades,  
Michaelian Office Building, White Plains, New York. Acceptance of  
completed work and approval of Final Contract Amount of $1,318,429.

20. 108202DPW/Transportation - Contract No. 18-515 with Milcon Construction  
Corp., West Babylon, NY, for Roof Replacement Program, Mamaroneck  
Water Resource Recovery Facility, Peekskill Water Resource Recovery  
Facility, Mamaroneck and Peekskill, New York. Acceptance of completed  
work and approval of Final Contract Amount of $2,119,932.64.

21. 108215DPW/Transportation - Contract No. 24-200 for Janitorial Services at  
District Office, 131 Warburton Avenue, Yonkers, New York. Award to the  
Low Bidder, Divine Professional Cleaning Services, Inc. (MBE), Bronx,  
NY, in the amount of $329,151.20. (4 bids)

unanimously approved.  
22. 108520DPW/Transportation - Contract No. 15-532 with Abbott & Price,Inc., for  
Infrastructure Improvements, Tibbetts Brook Park, Yonkers, New York.  
Approval of Change Order No. 2 in the amount of $600,000, increasing  
the total contract amount to $5,393,317 and to extend the term through  
10/1/24.

unanimously approved.  
23. 108530DPW/Transportation - Contract No. 21-528 with Mace Contracting  
Corporation (MBE), for Steam System Upgrades, Phase II, Michaelian  
Office Building, White Plains, New York. Approval of Change Order No. 1  
in order to extend the term of through 9/1/24.

24. 108544DPW/Transportation - Contract No. 22-508 with Sun-Dance Energy  
Contractors, Inc. d/b/a Markley Mechanical for Basement Mechanical  
Room Rehabilitation, Norwood E. Jackson Correctional Center, Old Jail  
Medical Unit, Grasslands Campus, Valhalla, New York. Approval of  
Technical Building Services, Ballston Spa, NY and DL Flowtech, Inc.,  
Hopewell Junction, NY, as subcontractors.

No. 22-511-Rev.
