113647Board of Legislators - Agreement with The Matthew Wallace  
Foundation, Inc. to provide cultural services and food pantry services to  
those in need, for a term commencing 1/1/2026- 12/31/2026 in an  
amount not to exceed $74,600.

unanimously approved.  
113652County Executive/Office of Economic Development - Pursuant to  
Section 3(a)(xxi) of the Westchester County Procurement Policy and  
Procedures, to exempt from procurement an agreement with The  
Westchester County Association Inc.

unanimously approved.  
113651County Executive/Office of Economic Development - Agreement with  
The Westchester County Association Inc. for outreach and recruitment  
services to approximately 50 unemployed and underemployed  
participants seeking healthcare jobs under the “Healthcare Talent  
Pipeline Program,” for a term from 2/1/2026 - 1/31/2027 in an amount  
not to exceed $50,000.

113631Finance - Agreement with The Segal Group, Inc. for employee health  
insurance plan consulting services commencing on 5/1/2026 - 4/30/2027  
in an amount not to exceed $234,000, with the County having the option  
to renew and extend the Agreement for two additional one-year terms.

unanimously approved.  
113632Human Resources - Agreement with the Institute for Forensic  
Psychology, P.C. to provide psychological evaluation services for each  
public safety officer candidate who wishes to appeal a disqualification  
notice for not meeting the psychological requirements for the period from  
7/1/2026 - 6/30/2029 at no cost to the County.

113628Information Technology / Public Safety - Amend an agreement  
(IT-1725, as amended) with Intergraph Corporation dba Hexagon Safety  
& Infrastructure, for services to implement its ‘HxGN OnCall Records  
Subsystem’, by adding two additional months of ‘Resident Site  
Administrator’ services, at no cost to the County.

113635Planning - Amending a prior resolution approved on 3/19/2026, which  
authorized the County of Westchester to enter into a 10th Amendment to  
an agreement with Housing Action Council, Inc. to: (i) reflect the fact that  
the Tenth Amendment is exempt from procurement pursuant to Section  
3(a)(xvi) of the Westchester County Procurement Policy and Procedures;  
and (ii) revise the funding source reflected in the budget box from Tax  
Dollars to Federal Aid.

113706Planning - Amend an agreement with the Town of Greenburgh to  
construct new ADA-compliant sidewalks along the south side of Dobbs  
Ferry Road, by increasing the not to exceed amount by an additional  
$200,000, for an aggregate not to exceed amount of $400,000.

unanimously approved.  
113624Social Services - Retroactively enter into an agreement with the New  
York State Office of Children and Family Services to accept a grant in the  
amount of $320,000 for continued resources and support needed to  
operationalize the services provided by the County’s Mobile Stabilization  
and Mediation Unit for the term 10/1/2025 - 3/31/2026.

unanimously approved.

College - Exercise the third option to renew an agreement with Aron  
Security Inc. dba Arrow Security, for the provision of security services at  
the College for one additional year from 9/1/2026- 8/31/2027 and  
increase the amount of the contract by $3,124,967.20 to pay for services  
rendered for a total aggregate amount not to exceed $13,098,762.68.

11. 113645DPW/Transportation -Pursuant to section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Avports LLC.

12. 113646DPW/Transportation - Amend an agreement with Avports, LLC to  
provide management and operation services at Westchester County  
Airport, in order to extend the term for two years from 6/1/2026-  
5/31/2028.

13. 113648DPW/Transportation - Enter into a license agreement with the United  
States Air Force Auxiliary New York Wing Civil Air Patrol for the use of a  
portion of Building 2 at Westchester County Airport for a term from  
5/1/2026 - 4/30/2031.

14. 113198DPW/Transportation - Agreement (RFP-25-932) with Vendrite Vending  
Corporation, Mount Vernon, NY, to provide Countywide Vending Machine  
Services, Various Locations, Westchester County, New York for a five  
year period in exchange for a set revenue share of 33.7%.

unanimously approved.  
15. 113501DPW/Transportation - Contract No. 22-500 New Storage Building,  
Kensico Dam Plaza, Valhalla, New York. Award to the Low Bidder,  
Pierotti Corp., Harrison, NY in the amount of $8,238,800 and approval of  
3 listed subcontractors. (4 bids).

DPW/Transportation - Contract No. 25-217 Countywide Installation of  
Data, Telephone and Branch Circuitry, Various Locations Westchester  
County, New York. Award to the Low Bidder, ABE Fran LLC dba All Bright  
Electric, West Nyack, NY in the amount of $4,430,125. (Sole Bidder).

unanimously approved.  
17. 113537DPW/Transportation - (i) Exercise the two year renewal option for  
Contract No. 23-205 with Picco Construction LLC., Mamaroneck, NY for  
the Service Contract for Snow and Ice Removal, 100 East First Street,  
Mount Vernon, New York by extending the termination date to 10/28/2028  
and (ii) increasing the amount of the Agreement by $92,700 for services  
provided during the extended period for an aggregate total not to exceed  
amount of $232,200.

unanimously approved.  
18. 113540DPW/Transportation - (i) Exercise the two year renewal option for  
Contract No. 23-206 with Errico Landscaping Corp., Hartsdale, NY for the  
Service Contract for Snow and Ice Removal, 750 Washington Street,  
Peekskill, New York and extending the termination date of the agreement  
to 10/28/2028; and (ii) increasing the amount of the Agreement by  
$51,250 to cover services during the extended period for an aggregate  
total amount not to exceed $128,125.

19. 113638DPW/Transportation - Enter into Agreement No. 26-908, with  
Greenman-Pedersen, Inc., of Melville, NY for Engineering Services in  
connection with the Replacement of Park Avenue Bridge over Beaver  
Swamp Brook (BIN 3348010) Town of Harrison and City of Rye, New  
York in an amount not to exceed $812,000. Approval of three listed  
subconsultants.

New Rochelle, NY, for Biological Nitrogen Removal Media Replacement

Recovery Facility, Mamaroneck, New York. Approval of General Control  
Systems, Inc., Albany, NY, National Construction Rentals, Inc., Bayonne,  
NJ, and Security Fence Systems, Inc., Bronx, NY as subcontractors.

23. 113644DPW/Transportation - Contract No. 22-515, with Petrillo Contracting,  
Inc., Mount Vernon, NY for Resurfacing and Related Improvements to  
Westchester Avenue, C.R. #112 From Bowman Avenue to Oak Street A  
Distance of 0.60 Miles Village of Port Chester, New York. Approval of  
R&J Tree Service, Inc. (MBE) Brewster, NY as a subcontractor.

unanimously approved.
