Mr. Wishnie said, "The Board of Acquisition and Contract permits in-person access to  
the meeting and virtually through Webex.  
For the record, has the Secretary gone to the reception area to invite any members of  
the public who wish to attend today’s meeting in person to come to this conference  
room?”  
Mr. Sculky replied, "Yes, I have."  
Mr. Wishnie continued, " I understand that the Budget Director wishes to make three  
motions.”  
Mr. Soule stated, "I move to add item 31, Authority for the County of Westchester to  
enter into an agreement with Westchester Community Opportunity Program, Inc.,  
pursuant to which it will provide housing-related services, including food services,  
needed to assist victims of a recent fire, including services that are necessary while the  
persons are in temporary housing provided by the County, for the period from  
December 8, 2025 through January 7, 2026, for an amount not-to-exceed $114,803.00."  
Mr. Wishnie seconded the motion and it was unanimously approved.  
Mr. Soule then stated, " I move to add item 32, Authority for the County of Westchester  
to enter into a lease agreement with the Mount Vernon City School District, pursuant to  
which it will lease to the County the property known as the Holmes School, at 195 North  
Columbus Avenue in Mount Vernon, for use as temporary housing for victims of a  
recent fire, for the period from December 6, 2025 through January 2, 2026, for no  
monetary compensation, except for the payment of security and maintenance costs, in  
an amount not-to-exceed $97,239.87."  
Mr. Wishnie seconded the motion and it was unanimously approved.  
Mr. Soule continued, "I move to add item 33, Authority to enter into an agreement with  
the Metropolitan Transportation Authority regarding the County’s use of its ‘OMNY’ fare  
payment system for the Bee-Line Bus System, for an initial term of five (5) years, on  
specified payment terms and other terms."  
Mr. Wishnie seconded the motion and it was unanimously approved.

an agreement with Human Resources Research Organization.

112686Human Resources - Enter into an agreement with Human Resources  
Research Organization (“HumRRO”), pursuant to which HumRRO shall  
provide physical test administration services for correction officer  
selection, for a term commencing on 1/1/26 - 12/31/27, for an amount  
not-to-exceed $70,044.

112693County Attorney - Amend an agreement with McCarthy Fingar LLP  
(“McCarthy Fingar”), pursuant to which it retained McCarthy Fingar, at  
County expense, to serve in an “of counsel” capacity to the County  
Attorney, as needed, in connection with a matter concerning a will and an  
indenture, which specifically affect the County park known as Merestead,  
by increasing the authorized not-to-exceed amount of the agreement by  
$1,761.05, from a total amount not-to-exceed $376,000, to a new total  
amount not-to-exceed $377,761.05.

County Procurement Policy and Procedures, to exempt from procurement  
an agreement with CivicPlus LLC.

unanimously approved.  
112724County Attorney - Enter into an agreement with CivicPlus LLC  
(“CivicPlus”) pursuant to which CivicPlus will provide codification and  
supplementation services to update the Laws of Westchester County and  
maintain the Laws on the internet, for the period commencing 1/1/26 -  
12/31/30, for a total aggregate amount not to exceed $30,363.35.

unanimously approved.

112742County Attorney - Settle the lawsuit of Savian Denzel Kirton v. John  
Doe, Sergeant, Emergency Response Team, et al. by payment from the  
County of Westchester to Savian Denzel Kirton, in an amount not to  
exceed $55,000.

unanimously approved.

Information Technology - Amend License Agreement No. IT-1606 with  
New York SMSA Limited Partnership d/b/a Verizon Wireless, a New York  
limited partnership, by Cellco Partnership, its general partner, for the  
installation, maintenance and operation of transmitting and receiving  
antennae, radio equipment and appurtenant infrastructure and equipment  
at the county radio communication tower, an equipment shelter and  
related facilities in the fence-enclosed compound located within the  
confines of the County Penitentiary and Jail grounds at the Grasslands  
Reservation in Valhalla, New York, for a term to commence retroactively  
on 11/1/17 for a five (5) year term to 10/31/22, with two (2) automatic five  
(5) year renewals unless terminated sooner pursuant to the agreement, to  
permit Verizon to modify its Equipment at the Site to twelve antennas and  
other related equipment.

Westchester County Procurement Policy and Procedures, to exempt from  
procurement an agreement with Cablevision Lightpath, LLC.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
112741Information Technology - Amend an agreement with Cablevision  
Lightpath, LLC (“Lightpath”), pursuant to which Lightpath was to provide  
telecommunications services to the County, for the period from 1/1/16 -  
12/31/25, for an amount not to exceed $40,191,031, with the County  
having the option to renew the agreement for one (1) additional five (5)  
year term on the same terms and conditions, by, 1.) extending its term by  
five (5) years, to a new termination date of 12/31/30; 2.) increasing its  
not-to-exceed amount by $28,529,307.95, to a new not-to-exceed  
amount of $68,720,338.95; 3.) modifying, effective 1/1/26, its existing  
pricing, service terms, and volume discounts; 4.) modifying, effective  
1/1/26, its scope of services to make available additional  
telecommunications services on specified terms, and remove, and end  
the availability of, certain other telecommunications services; and 5.)  
modifying its terms to, a.) provide that the County has the right, during the  
period from 1/1/26 - 12/31/30 to have Lightpath perform, at no cost to the  
County, ‘new builds’ at twelve (12) additional locations, subject to  
Lightpath’s review and written approval; and b.) provide the County with  
the option, to be exercised in the County’s sole discretion, to extend the  
term of the agreement by up to (2) additional five (5) year periods on the  
same terms as the upcoming term.

unanimously approved.  
10. 112714Planning - Enter into an agreement with WPS Contracting Group, LLC  
and Luisa V. Moran (the “Property Owner”), pursuant to which the  
Contractor will make repairs to the single-family home located at 365  
Willett Avenue in Port Chester, NY through the Lead Safe Westchester  
(the “LSW”) Program. This agreement will be in an amount not to exceed  
$50,555, for a term commencing on 1/15/26 - 6/30/26.

unanimously approved.  
11. 112718Planning - Enter into an agreement with AltaVista Lead Improvement,  
Inc., and Ramesh Deivasigamani, pursuant to which the Contractor will  
make repairs to the single-family home located at 209 Rockledge Avenue,  
Unit A, in Buchanan, NY through the Lead Safe Westchester Program.  
This agreement will be in an amount not to exceed $45,500, for the term  
commencing on 1/15/26 - 6/30/26.

unanimously approved.  
12. 112433Social Services - Enter into a total of five (5) agreements with the five (5)  
agencies listed, as for the purpose of operating, as specified below, youth  
employment programs for economically disadvantaged youth ages 16-24  
under the Workforce Innovation and Opportunity Act of 2016, PL  
113-128, and its implementing regulations (“WIOA”), for the period from  
7/1/25 -6/30/26, for a total aggregate amount not-to-exceed $1,125,000,  
in the individual not-to-exceed amounts listed, with the County retaining  
the option, in its sole discretion, to extend the term of each agreement for  
up to three (3) additional one-year periods, under the listed terms and  
conditions.

13. 112656Social Services - Amend an agreement with West-H.E.L.P., Inc. for  
services to provide and operate a family shelter at 240 Franklin Avenue,  
Mount Vernon, New York, as a ‘Tier II Shelter for Families’, and,  
therefore, amend the agreement by, 1.) extending its term by one year, to  
a new termination date of 12/31/26; 2.) increasing its not-to-exceed  
amount by $3,761,475.68, in order to pay for services during the second  
option term; and 3.) reflecting the fact that the County will have three (3)  
remaining one (1) year options.

14. 112678Social Services - Amend each of the two (2) agreements, pursuant to  
each of which a contractor was to provide an eviction prevention program,  
and, therefore amend each agreement by, 1.) extending its term by one  
year, to a new termination date of 12/31/26; 2.) increasing its  
not-to-exceed amount by varying amounts, for a total aggregate  
not-to-exceed amount increase of $1,118,574, in order to pay for services  
during the third option term; and 3.) reflecting the fact that the County will  
have one (1) remaining one (1) year option under each agreement.

15. 112682Social Services - Amend an agreement with Environmental Tech  
Solutions LLC, pursuant to which it was to provide housing quality  
standards inspections and lead-based paint inspections and risk  
assessments for properties that currently participate in the County’s  
‘Emergency Housing Assistance Program’, and, therefore, amend the  
agreement by, 1.) extending its term by one (1) year, to a new expiration  
date of 12/31/26; 2.) increasing its not-to-exceed amount by $50,500, in  
order to pay for services during the first option term; and 3.) reflecting the  
fact that the County will have two (2) remaining one (1) year options  
(DSS3043-25).

16. 112684Social Services - Amend an agreement with Beatty's Services, Inc., for  
temporary personnel services for the Department of Social Services  
(DSS2000HR-25), and, therefore, amend the agreement by, 1.) extending  
its term by one (1) year, to a new expiration date of 12/31/26; 2.)  
increasing its not-to-exceed amount by $740,000, in order to pay for  
services during the first option term; and 3.) reflecting the fact that the  
County will have one (1) remaining one (1) year option.

17. 112692Social Services - Amend an agreement with Aron Security, Inc., which  
does business as Arrow Security, for security services for the Grasslands  
Shelter (DSS3000-24-REV), and, therefore, amend the agreement by, 1.)  
extending its term by one (1) year, to a new expiration date of 12/31/26;  
2.) increasing its not-to-exceed amount by $1,346,042.88, in order to pay  
for services during the first option term; and 3.) reflecting the fact that the  
County will have three (3) remaining one (1) year options.

18. 112695Social Services - 1) Enter into a grant agreement with the United States  
Department of Housing and Urban Development pursuant to its  
Continuum of Care Program, for the receipt of grant funds in the amount  
of $1,116,529 to implement the Rapid Rehousing Program called “New  
Start”, for the period from 9/1/25 - 8/31/26 and 2) enter into an  
agreement with Westhab, Inc., in the amount of $1,159,425, to implement  
the Rapid Rehousing Program called “New Start”, for the period from  
9/1/25 - 8/31/26. The County will also provide a cash match in the  
amount of $70,000 toward the program, and the County shall retain  
$27,104 in administrative costs.
