Services of Westchester, Inc. (“FSW”), pursuant to which FSW was to  
perform services to provide its ‘Healing Circles’ tobacco education  
program for youths related to the County’s tobacco and education work,  
for the period from 11/1/23 - 10/31/24, for a total amount not-to-exceed  
$35,000, by extending the term by two (2) months, to a new expiration  
date of 12/31/24.

109816 County Executive/Youth Bureau - Amend an agreement with The Loft:  
The Lesbian and Gay Community Services Center, Inc., for services to  
provide tobacco education programs to LGBTQ+ youths, for the period  
from 11/1/23 - 10/31/24, by, 1) extending the term by two (2) months, to a  
new expiration date of 12/31/24, without any increase in its existing  
$35,000 not-to-exceed amount; and 2) correcting the name of the  
contractor within the agreement.

109845 County Executive/Youth Bureau - 1) Enter into an agreement with the  
New York State Office of Children & Family Services (“OCFS”) to accept  
funds in the total aggregate amount of $1,725,564, for the County to  
provide a variety of youth services programs in Westchester County  
under the following OCFS’s programs: (i)Youth Development  
Programming, (ii) Runaway and Homeless Youth Act (“RHYA”), (iii)  
Youth Sports and Education Opportunity Funding, and (iv) Youth Team  
Sports program, for a term commencing on 10/1/24 - 9/30/25; 2) enter  
into an agreement with The Children’s Village, Inc., for the purpose of  
operating its “Sanctuary Program,” under the OCFS Runaway and  
Homeless Youth Act program, to provide crisis shelter services to  
runaway and homeless youth through the operation of a 14 bed 24 x 7  
shelter, for a total amount not to exceed $192,562, comprised of  
$140,899 in OCFS funds and $51,663 in County matching funds, for a  
term commencing on 10/1/24 - 9/30/25.

109852 County Attorney - Enter into an agreement with the Law Office of  
Joseph Slaughter, pursuant to which Mr. Slaughter will provide legal  
services and representation to the County and its co-defendants  
Westchester Community College, John Flynn and Patrick Hennessey, in  
an “of counsel” capacity to the County Attorney, as needed, in connection  
with the civil case of Fields v. County of Westchester, et al, Index No.  
50797/2016, for a term commencing on 11/1/24 and continuing until the  
conclusion of the Case, for an amount not-to-exceed $100,000, payable  
at the hourly rate of $550. Mr. Slaughter shall also be reimbursed for all  
reasonable and necessary out of pocket costs and disbursements.

109870 County Attorney - 1) Enter into a grant agreement with the New York  
State Office of Indigent Legal Services for the Second Statewide  
Expansion of Hurrell-Harring, for the receipt of $8,451,219.48 in grant  
funds to improve the quality of mandated indigent legal services for the  
term commencing retroactively on 4/1/24 - 3/31/27; and 2) enter into an  
agreement with The Legal Aid Society of Westchester County to  
implement a portion of the work plan under the Grant in an aggregate  
amount not to exceed $3,421,769.34, for the term commencing  
retroactively on 4/1/24 - 3/31/27 that an aggregate amount of  
$5,029,450.14 be allocated to the County Independent Office of Assigned  
Counsel, for the period commencing retroactively on 4/1/24 - 3/31/27.

109871 County Attorney - 1) Enter into a grant agreement with the New York  
State Office of Indigent Legal Services for the Fourth Upstate Quality  
Improvement and Caseload Reduction grant for the receipt of $279,566 in  
grant funds to improve the quality of mandated indigent legal services for  
the term commencing retroactively on 7/1/23 - 6/30/26; and 2) enter into  
an agreement with The Legal Aid Society of Westchester County to  
implement the work plan under the Grant in an amount not to exceed  
$279,566, for the term commencing retroactively on 7/1/23 - 6/30/26.

109848 Emergency Services - Enter into a grant agreement - DHSES No.  
WM24190967/ Project No. SH24-1052-D00 - with the New York State  
Division of Homeland Security and Emergency Services to accept federal  
grant funds in an amount not-to-exceed $683,944, for the period 9/1/24 -  
8/31/27, to assist the County in its efforts related to emergency planning  
and prevention activities in order to prevent and address terrorist attacks,  
mitigate against man-made and natural hazards, protect the people of  
New York, the State’s critical infrastructure and key resources, and  
prepare to respond to and recover from both man-made and natural  
disasters, amongst other things, in compliance with the FY2024 State  
Homeland Security Grant Program and the County is authorized to  
defend and indemnify DHSES according to the listed indemnification  
language contained within the Grant Agreement.

109819 Social Services - 1) Rescinding a 7/18/24 resolution, which provided  
authority to enter into an agreement with BNF Consulting, Inc., pursuant  
to which it was to provide housing quality standards inspections and  
lead-based paint inspections and risk assessments for properties that  
may participate in the County’s ‘Emergency Housing Assistance  
Program’, and 2) Authority to enter into an agreement with Altavista  
Lead Improvement Inc., pursuant to which it will provide housing quality  
standards inspections and lead-based paint inspections and risk  
assessments for properties that may participate in the County’s  
‘Emergency Housing Assistance Program’, for the period from 11/1/24 -  
12/31/24, for an amount not-to-exceed $44,250, with the County having  
the option, in its sole discretion, to extend the term for up to four (4)  
additional one (1) year periods on the same terms as the initial term,  
except for costs.

agreement with the New York State Office of Children and Family  
Services to accept a grant in the amount of $60,000 pursuant to which  
the County will provide the Domestic Violence Liaison services for the  
Mobile Crisis Response Program for the term from September 1, 2024  
through August 31, 2025 (DSS6061-24; the “Grant Agreement”); and (2)  
enter into an agreement with Westchester Community Opportunity  
Program, Inc., for the Domestic Violence Liaison services to implement  
the County work plan under the Grant in an amount not to exceed  
$60,000 for the term September 1, 2024 through August 31, 2025,  
payable pursuant to an approved budget (DSS6061A-24; the  
“Agreement”).

Westchester Jewish Community Services, Inc. (“WJCS” also the  
“Contractor”), pursuant to which WJCS will provide Project Locator -  
Project Lifesaver services in accordance with the Community Services for

agreement shall be payable on a monthly basis, in an amount

Greene Architects, LLC, Somers, NY, retroactively from 12/31/23 to  
provide for architectural and engineering services in connection with the  
Main House Renovation, Lasdon Park, Arboretum, and Veterans  
Memorial, Somers, New York. The Consultant shall provide additional  
design services associated with this project that is outside of the scope of  
work included in the existing agreement and for the additional services  
rendered in accordance with the Consultant’s proposal, LaRocca Greene  
Architects, LLC, shall be paid a fee of $5,000, increasing the total  
maximum fee to $322,000 and that the completion date of the agreement  
shall be extended to 12/31/24.
