the State of New York, acting by and through the New York State  
Department of Economic Development, Empire State Development  
Agency, to accept an I LOVE NY matching grant, in an approximate  
amount of $52,533 to be used to promote tourism in Westchester County,  
for a term commencing on 1/1/25 - 12/31/25; and 2) Hudson Valley  
Tourism, Inc., for the provision of various advertising and marketing  
services to promote tourism in the Hudson Valley Region, for a term  
commencing on 1/1/25 - 12/31/25, for a lump sum amount not-to-exceed  
$18,312.

110312 Board of Elections - To indemnify, defend and hold harmless Iona  
University in connection with the use of the Sommer Center located at its  
Bronxville Campus, 171 White Plains Road, Bronxville, New York as a  
polling place for the primary, special and general elections in 2025 as  
follows: “Licensee [County] shall indemnify, defend and hold the Iona  
University, and its respective officers and employees, agents and  
representatives, harmless against all costs and expenses, actions,  
lawsuits, judgments, claims, damages, liabilities, penalties, losses, fines,  
attorneys’ fees and judgments arising out of or relating to the use of the  
Premises, this Agreement and the Event, except to the extent caused by  
the gross negligence or intentional misconduct of Licensor. The obligation  
to indemnify, defend and hold harmless under this Article includes,  
without limitation, the following: (i) the unauthorized use or performance  
of any idea, creation, literary, musical or artistic material or intellectual  
property works or the performing arts in connection with this Agreement;  
and, (ii) any art done or words spoken by Licensee, its performers, agents  
or employees during any such performance.”

110319 Board of Elections - Enter into an agreement with the White Plains City  
School District to utilize its property as polling places for the primary,  
special and general elections in 2025 which provides as follows: “The  
County does covenant and agree to defend, indemnify and hold harmless  
the White Plains City School District from and against any and all liability,  
loss, damages, claims or, actions (including costs and attorneys’ fees) for  
bodily injury and/or property damage, to the extent permissible by law,  
arising out of or in any way connected with the actual or proposed use of  
White Plains City School District property, facilities and/or services,  
including but not limited to bodily injury to any employee, invitee, guest,  
contractor or subcontractor of the County. The County understands and  
agrees that its use of White Plains City School District property and  
facilities includes, but is not limited to all areas identified in the application  
and/or permit and sidewalks, walkways, parking lots, entrances, stairs  
and all other areas incidental to and/or connected with the use of the  
premises (hereinafter “incidental areas”). The County agrees that its  
indemnity and insurance obligations extend to the areas identified in the  
application and/or permit and any and all incidental areas.”

agreement with United Septic & Excavation, Corp., to remove and replace

Caring For The Homeless of Peekskill D/B/A Caring For The Hungry and  
Homeless of Peekskill, Inc., to provide food and supplies to Fred’s Pantry,  
for a period beginning on 11/1/24 - 12/31/25.

110273 Planning - Amend an agreement with the Port Chester Housing  
Authority, pursuant to which the Housing Authority will make electrical  
upgrades to buildings 1, 3, 5 and 7 on Weber Drive, which is owned by  
the Housing Authority. The modified scope of work will include electrical  
upgrades in buildings 9, 11, 13, 15 & 17. Also increase the dollar amount  
from $400,000 to $800,000, an increase of $400,000 as additional funds  
is needed in order to complete the project. The expiration date will be  
changed from 6/14/25 - 12/31/25.

110281 Planning - Amend an agreement with the Village of Rye Brook, pursuant  
to which the Village will remove and replace all existing HVAC equipment  
from the senior center, in order to change the expiration date from  
2/28/25 to 12/31/25.

10. 110282 Planning - Enter into an agreement with Linear Environmental Corp., and  
Shakirra P. McKinley (the “Property Owner”), pursuant to which the  
Contractor will make repairs to and for the benefit of low income residents  
located at 90 Brookside Avenue in Mount Vernon, NY, through the Lead  
Safe Westchester (the “LSW”) Program. This agreement will be in an  
amount not to exceed $48,260, for the term commencing on 2/3/25 -  
2/2/26 2025. The work will include, but not be limited to, repairing  
deteriorated areas identified in a lead inspection/risk assessment.

11. 110296 Health - Enter into an agreement with Empirepro Consulting LLC  
(“Empirepro”), pursuant to which Empirepro will provide professional  
services for the Westchester County Department of Health’s (“WCDH”)  
pharmacy operations that serve its District Office Sexual Health (“SH”),  
Tuberculosis (“TB”), HIV PrEP and Adult & Child Immunization Clinics  
(the “standard Clinics”), and for professional services in support of Mpox  
and Influenza vaccination programs occurring at the WCDH District  
Offices and at any other community “pop-up” Mpox and Influenza  
vaccination clinics that may be held throughout the County as needed  
(“adjunct Clinics”), for the period 1/1/25 - 12/31/25, for a total amount  
not-to-exceed $200,000, payable at the hourly reimbursement rates as  
stated in Schedule “A”.

Trauma Informed Organizational Change Management & Leadership

Attorney and continuing through 12/31/25, for a total amount  
not-to-exceed $40,000, payable quarterly upon completion of program  
milestones and deliverables.

acting by and through its Board of Education to provide students at  
Charles G. Gorton High School, Riverside High School, Saunders High

offered for college credit, for the period 9/1/24 - 8/31/25, whereby the  
College shall be paid an amount not-to-exceed $462,187.

Westchester County, the Commissioner of Public Works and  
Transportation is authorized to execute and file an applications for federal  
assistance on behalf of the County of Westchester with the Federal  
Transit Administration (the “FTA”) for federal assistance authorized by 49  
U.S.C. Chapter 53, title 23, United States Code, or other federal statutes  
authorizing a project administered by the FTA, and that it is hereby noted  
that for the purposes of Urbanized Area Formula Program assistance  
authorized by 49 U.S.C. 5307, either alone or in addition to other federal  
assistance administered by the FTA, the County is the designated  
recipient as defined by 49 U.S.C. 5307(a)(2).
