112262Board of Legislators - Enter into an agreement with Boys’ and Girls’  
Club of Northern Westchester, Inc. (the “Boys’ and Girls’ Club”) pursuant  
to which Boys’ and Girls’ Club shall provide a comprehensive wellness  
program that will focus on mental health challenges that youth face, for a  
term commencing retroactively on 1/1/25 - 12/31/25, for an amount  
not-to-exceed $126,250.

unanimously approved.

112285County Attorney - Purchase an insurance policy from National Union  
Fire Insurance Company of Pittsburgh, PA, through the brokerage firm of  
Marsh USA, Inc., for helicopter hull, liability, and other related insurance,  
for the policy period from 11/4/25 - 11/4/26, for an amount of $119,417,  
under the listed terms and conditions.

unanimously approved.

112277Planning - Enter into an agreement with the Village/Town of Mount  
Kisco, pursuant to which the Village/Town will replace the existing  
sanitary and water supply lines along Highland Avenue and Dakin Avenue  
in the Village/Town of Mount Kisco, for a term commencing on 11/1/25 -  
10/31/26 and in return for performing said services, the County shall  
reimburse the Village/Town an amount not to exceed $200,000 in  
Community Development Block Grant (CDBG) Program funding.

112279Planning - Enter into an agreement with AltaVista Lead Improvement,  
Inc., and Debora S. Hawkins and Gail Hawkins (the “Property Owners”),  
pursuant to which the Contractor will make repairs at 218 Boston Post  
Road in Port Chester, NY through the Lead Safe Westchester Program,  
for an amount not to exceed $116,177, for a term commencing on  
11/1/25 - 5/30/26.

112261Senior Programs and Services - Enter into an agreement with  
Westchester Jewish Community Services, Inc. (“WJCS”), for the provision  
of In-Home Contact & Support-Project Time Out services to County  
residents 60 years or older, who are isolated because of physical and/or  
cognitive limitations in accordance with the Expanded In-Home Services  
for the Elderly Program, for a term commencing retroactively on 4/1/25 -  
3/31/26, in an amount not to exceed $96,601 in state funds, payable at  
negotiated rates with WJCS.

112264Senior Programs and Services - Enter into an agreement with The  
Wartburg Home of the Evangelical Lutheran Church, to provide social  
adult day services to Westchester County residents 60 years or older,  
who are isolated because of physical and/or cognitive limitations in  
accordance with the Expanded In-Home Services for the Elderly  
Program, for a term commencing retroactively on 4/1/25 - 3/31/26, in an  
amount not-to-exceed $120,000, comprised of $90,000 in state funds and  
$30,000 in County tax dollars.

112266Senior Programs and Services - Enter into an agreement with the  
Westchester Public/Private Membership Fund for Aging Services, Inc.  
(the “WPPMF”), pursuant to which the WPPMF shall provide Public  
Information Services, for a term commencing retroactively on 4/1/25 -  
3/31/26, in an amount not-to-exceed $195,000, payable with Unmet Need  
New York State grant funds.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.

112322Health - 1) Enter into a three-party Lead Remediation Agreement with  
Hayom Lasosum II LLC, the Participant and Exclusive Testing Labs Inc.,  
the Contractor, pursuant to which the Contractor will perform lead  
remediation services on Participant’s property located at 49 Victor Street,  
Apt. B, Yonkers, NY 10701, in accordance the New York State Leading in  
Lead Prevention Pilot Program for the period upon execution of the  
agreement between all parties through March 31st, 2026 in an amount  
not-to-exceed $40,000; and 2) enter into a Local Program Administrator  
Agreement with the Participant, pursuant to which the County will provide  
an amount not-to-exceed $40,000 to assist the Participant with the direct  
costs of lead remediation to be performed on Participant’s property, as  
well as any eligible related costs, including tenant relocation costs, in  
exchange for which the Participant will execute a Declaration of Interest  
which will be secured as a recorded lien on the property.

112326Health - 1) Enter into a three-party Lead Remediation Agreement with  
Ivan Bozhinova and Krasimira Valeva Bozhinova, the Participant and  
Lead Professionals, Inc., the Contractor, pursuant to which the Contractor  
will perform lead remediation services on Participant’s property located at  
274 Fulton Avenue, 1st and 2nd Floor, Mt. Vernon, NY 10552 in  
accordance the New York State Leading in Lead Prevention Pilot  
Program for the period from period upon execution of the agreement  
between all parties through March 31st, 2026 in an amount not-to-exceed  
$80,000; 2) enter into a Local Program Administrator Agreement with the  
Participant, pursuant to which the County will provide an amount  
not-to-exceed $80,000 to assist the Participant with the direct costs of  
lead remediation to be performed on Participant’s property, as well as any  
eligible related costs, including tenant relocation costs, in exchange for  
which the Participant will execute a Declaration of Interest which will be  
secured as a recorded lien on the property.

Community Mental Health - 1.) Enter into an agreement with Meadows  
Mental Health Policy Institute for Texas to accept a grant in the amount of  
$220,000, for a term commencing retroactively on 6/20/25 - 3/31/27, in  
order to expand training for clinicians on a treatment model known as  
“Encompass,” an evidence-based, integrated mental health and  
substance treatment for adolescents and young adults substance use  
disorders and co-occurring mental health problems; and 2.) enter into  
agreements the entities listed to provide evidence-based, integrated  
mental health and substance treatment for adolescents and young adults,  
for a term commencing retroactively on 6/20/25 - 3/31/27 and an  
aggregate not to exceed amount of $200,000.

unanimously approved.  
11. 112273Community Mental Health - Amend the agreement with Westchester  
County Health Care Corporation (“WCHCC”), for the provision of  
community mental health services, including clinic treatment and  
assertive community treatment services to adults with serious mental  
illness, for a term from 1/1/22 - 12/31/26, and a total amount  
not-to-exceed $1,142,997, in order to: (i) modify the scope of services  
under the agreement to add additional employment related community  
mental health services, in accordance with New York State Office of  
Mental Health’s Intensive Placement and Support Employment Initiative  
(“IPS Initiative”) program (ii) increase the not-to-exceed amount under the  
agreement by $244,858, from an amount not-to-exceed $1,142,997 to an  
amount not-to-exceed $1,387,855, in order to pay for the additional  
services, and (iii) modify the budget in the agreement in order to allocate  
the additional funds that will be used to pay for the additional services.

12. 112232College - Enter into an agreement with Education To Go, a division of  
Cengage Learning, Inc., (“Ed To Go”) for the provision of online  
educational courses, for the period 1/1/26 - 12/31/30, for a total amount  
not to exceed $591,546.45 and estimated Revenue of $772,511.

unanimously approved.  
13. 112234College - Enter into an affiliation agreement with New York-Presbyterian  
Westchester Hospital (“Westchester Hospital”) for supervised  
laboratory/clinical education for its Radiology Technology, Respiratory  
Care and Paramedics Program, for a term commencing on or about  
12/1/25, and continuing in full force and effect unless terminated by either  
party upon written notice.

14. 112236College - Enter into an affiliation agreement with New York-Presbyterian

15. 112238College - Enter into an affiliation agreement with Wildlife Conservation  
Society for supervised laboratory/clinical education for the Veterinary  
Technology Department program, for a term commencing on 12/1/25,  
and continuing in full force and effect unless terminated earlier by either  
party upon written notice.

unanimously approved.  
16. 112216District Attorney - Enter into a grant agreement with the State of New  
York acting by and through its Office of Victim Services to accept a grant  
in the amount of $752,088.03 in State funds, with the County contributing  
$668,205.18 in County funds, for the District Attorney’s office to provide  
various services to assist crime victims, for a term commencing  
retroactively on 10/1/25 - 9/30/28.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
17. 112217District Attorney - Enter into an agreement with the Westchester Jewish  
Community Services, Inc. (“WJCS”) to provide psychotherapy services for  
crime victims, in an amount not-to-exceed $188,843, for a term  
commencing retroactively on 10/1/25 - 9/30/26.

unanimously approved.  
18. 112226Public Safety - Amend a 6/5/25 Resolution to enter into an agreement  
with Texas A&M Engineering Extension Service, pursuant to which the  
Consultant shall allow certified bomb technicians to participate in  
Consultant’s Advanced Ordnance Recognition for Law Enforcement  
course, for a term commencing 9/1/25 - 1/31/26, for an amount not to  
exceed $78,380, is hereby amended to extend the term of the agreement  
through 8/31/26.

unanimously approved.  
19. 112274Public Safety - 1) Enter into an agreement with New York State  
STOP-DWI Foundation, Inc., pursuant to which the Foundation will  
reimburse the County in an amount not-to-exceed $50,000 to run special  
enforcement details that will conduct high visibility road checks, saturation  
patrols, and drug recognition expert call outs, for a term commencing on  
10/1/25 - 9/30/26; and 2) enter into agreements with one or more  
Westchester County municipal corporations, through their respective  
police departments, to implement the provisions of the reimbursement  
agreement by running special enforcement details that will conduct high  
visibility road checks, saturation patrols, and drug recognition expert call  
outs, for the period from 10/1/25 - 9/30/26, in a total aggregate amount  
not-to-exceed $50,000.

20. 112215DPW/Transportation - Contract No. 25-528 for Boiler and Burner Control  
Upgrades- Phase II, Central Heating Plant, Grasslands Campus, Valhalla,  
New York. Advertise for bids.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
21. 112251DPW/Transportation - Enter into Agreement No. 25-916 with the firm of  
Dattner Architects D.P.C. , an WBE firm, NYC, for architectural and  
engineering services for Public Works Consolidated Maintenance and  
Operations Facility, Grasslands Campus, Valhalla, New York. The  
Consultant shall provide preliminary design services associated with this  
project, for a total compensation of $1,573,861 and that the agreement  
shall commence upon the Consultant's receipt of written notice from the  
Commissioner of the Department or his designee and that the completion  
date shall be 12/31/30. Approval of the nine (9) listed subconsultants.

unanimously approved.  
22. 112252DPW/Transportation - Amend Agreement No. 22-930 with D&B  
Engineers and Architects D.P.C., White Plains, NY, in connection with the  
Twin Sludge Force Main Rehabilitation, Mamaroneck and New Rochelle,  
New York. The Consultant shall provide additional design services during  
construction and construction administration services associated with this  
project and for the additional services rendered, the Consultant shall be  
paid a fee of $330,000, increasing the total maximum fee to $1,333,000.

unanimously approved.  
23. 112255DPW/Transportation - Contract No. 20-505 with Laura Li Industries LLC,  
White Plains, NY, for Rehabilitation of Grant Avenue Bridge over Central  
Westchester Parkway (C.R. #150, BIN 2268380) City of White Plains,  
New York. Acceptance of completed work and approval of Final Contract  
Amount of $2,463,274.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
24. 112256DPW/Transportation - Enter into Agreement No. 25-929 with the firm of  
Mott MacDonald NY Inc., Tarrytown, NY, for engineering services  
associated with Terminal Building Emergency Generator, Westchester  
County Airport, Towns of Harrison and North Castle, and Village of Rye  
Brook, New York. The Consultant shall provide design services  
associated with this project and for services rendered in accordance with  
the Consultant’s proposal, a total compensation of $650,000, shall be  
provided and the agreement shall commence upon the Consultant's  
receipt of written notice from the Commissioner of the Department or his  
designee and that the completion date shall be 12/31/30. Approval of  
JPCL Engineering, an MBE firm, Hillsboro Township, NJ, as a  
subconsultant.

25. 112257DPW/Transportation - Contract No. 24-205 for Countywide Bus Shelter  
Improvements, Various Locations, Westchester County, New York.  
Awarded to the Low Bidder, JC Land & Site Development Inc. (WBE),  
Ossining, NY, in the amount of $3,577,040. (10 bids)

unanimously approved.  
26. 112258DPW/Transportation - Contract No. 25-518 for Roof Replacement at  
Lenoir Preserve Maintenance Garage, Yonkers; Merestead Preserve  
Pump House, Mount Kisco; and Croton Point Park Recreation Hall,  
Croton-on-Hudson, Westchester County, New York. Award to the Low  
Bidder, Di Paterio Contracting Inc., Cortlandt Manor, NY, in the amount of  
$209,350. (9 bids)
