Solutions, Inc., dated 12/27/18, for the replacement, expansion and  
evolution of the County’s first responder and transit (Bee Line Bus) Voice  
Radio Communications Systems, as amended, to require Motorola  
proceed with the Work for Post Warranty Maintenance Services and  
Lifecycle Support Services (“PWS”) for Stages 1 and 2, to commence on  
12/7/25 and continue for twelve (12) years expiring on 12/30/37 unless  
sooner terminated, in accordance with the terms and conditions of the  
agreement, for a not to exceed amount of $20,320,532.

111806 Planning - Enter an agreement with the Town of New Castle, under  
which the Town will complete upgrades to the New Castle  
Community/Senior Center building. These upgrades will include water  
abatement and related improvements to benefit the Town’s senior  
residents. The agreement will begin on 9/15/25 - 9/14/26, for which the  
County will pay the Town an amount not to exceed $125,000 in  
Community Development Block Grant Program funding.

111807 Planning - Enter into an agreement with AltaVista Lead Improvement  
Inc., and Leopoldo Panjon and Manuel Panjon (the “Property Owner”),  
pursuant to which the Contractor will make repairs at 31 Kendall Ave in  
Sleepy Hollow, NY (the “Property”) through the Lead Safe Westchester  
Program. This agreement will be in an amount not to exceed $99,250, for  
the term commencing on 9/15/25 - 9/14/26. The work will include, but not  
be limited to, repairing deteriorated areas identified in a lead  
inspection/risk assessment as well as areas cited in a Westchester  
County Department of Health (“DOH”) violation in response to a child in  
residence with an elevated blood lead level.

and Fatimah A. Gilliam (the “Property Owner”), pursuant to which the  
Contractor will make repairs at 41 Petersville Road, New Rochelle, New  
York 10801 (the “Property”) through the Lead Safe Westchester (the  
“LSW”) Program. This agreement will be in an amount not to exceed  
$48,940, for the term commencing on 9/15/25 - 9/14/26. The work will  
include, but not be limited to, repairing deteriorated areas identified in a

Corporation (“EOHWC”) for the distribution of earnings from the East of  
Hudson Water Quality Investment Program Fund, in order to extend the  
expiration date of the agreement from 12/31/22 - 12/31/27.

10. 111812 Senior Programs and Services - Amend an agreement with the Legal  
Services of the Hudson Valley (“LSHV”), for the provision of legal  
assistance services for County residents, 60 years and older, under Title  
III-B of the Older Americans Act, in order to exercise the first (1st) of the  
County’s four (4) one (1) year renewal options to extend the term of the  
agreement for the Program period, commencing retroactively from 1/1/25  
- 12/31/25, upon the same terms and conditions in the agreement for the  
not-to-exceed amount of $388,936, comprised of $123,404 in federal  
funds and $265,532 in County tax dollars.

11. 111817 Senior Programs and Services - Pursuant to Section 3(a)(xxi) of the  
Westchester County Procurement Policy and Procedures, to exempt from  
procurement an agreement with Leslie Alpert for the provision of  
providing to the Department of Senior Programs and Services consultant  
services to assist the County with continued development of program  
materials for the “County’s Livable Communities Caregiver Coach” (L3C)  
Program throughout Westchester County, for an amount not to exceed  
$26,000, commencing retroactively on 1/1/25 - 12/31/25.

12. 111832 Senior Programs and Services - Enter into grant agreements with the  
State of New York, acting by and through its Office for the Aging to  
accept state grant funds in the total aggregate amount not-to-exceed  
$9,435,479, for the provision of various eligible services for seniors under  
the New York State’s CSE, CSI, CRC, EISEP, NYSTP, WIN & NSIP,  
UNMET NEED and the NY CONNECTS programs, for a term  
commencing retroactive to 4/1/25 - 3/31/26, except for the grant  
agreement for NSIP, which will be for a term commencing retroactive to  
10/1/24 - 9/30/25.

13. 111818 Health - Enter into an agreement with the New York State Department of  
Health (“NYSDOH”) to accept funding for the new General Infrastructure  
Grant Program to enhance the Women, Infants & Children (“WIC”)  
Program, for the period commencing on 10/1/25 - 9/30/27, in a total  
amount not-to-exceed $29,643, and to defend and indemnify the  
NYSDOH, as listed.

14. 111853 Health - 1) Amend a three-party Lead Remediation Agreement with  
Westchester Estates E3, LLC, the Participant, and Lead Professionals,  
Inc., the Contractor, pursuant to which the Contractor agreed to perform  
lead remediation services on Participant’s property located at 163 East  
Third Street, Apt 2W, Mount Vernon, NY 10550 in accordance the New  
York State Leading in Lead Prevention Pilot Program for the period  
commencing upon execution of the agreement between all parties and  
continuing through 3/31/26 in an amount not-to-exceed $15,500, in order  
to: (i) expand the scope of services to include additional lead remediation  
work; and (ii) increase the not-to-exceed amount by an additional $9,300,  
from $15,500 to $24,800, in order to compensate the Contractor for the  
additional work; 2) amend a two-party Local Program Administrator  
Agreement with the Participant pursuant to which the County agreed to  
provide an amount not-to-exceed $40,000 to assist the Participant with  
the direct costs of lead remediation services on Participant’s property, in  
order to (i) add a Temporary Tenant Relocation Policy and Procedure  
schedule to the agreement which will set forth the rates the County will  
reimburse the Participant for costs associated with temporary tenant  
relocation; and (ii) add a second Declaration of Interest to secure the  
additional $9,300 in Leading in Lead Prevention Pilot Program Funds  
granted to Participant to compensate the Contractor for the additional  
lead remediation work on Participant’s property.

Department of Homeland Security and Emergency Services (“DHSES”),  
to accept grant funds in an amount not-to-exceed $15,000, under its  
FY2022 Explosive Detection Canine Team Grant Program, to be used by  
the County to purchase explosive detection canine response vehicle  
equipment and participate in explosive detection canine training, for a  
term commencing retroactively on 8/1/25 - 8/31/26 and to defend and  
indemnify DHSES, as listed.
