11354 3Planning - Amend an agreement with the Town of Greenburgh to

construct new ADA-compliant sidewalks along the south side of Dobbs

Ferry Road, in order to increase the not to exceed amount by an

additional $200,000.00 for an aggregate total amount not-to-exceed

$400,000.

County Procurement Policy and Procedures, to exempt from procurement

an agreement with the New York Committee for Occupational Safety and

Health.

unanimously approved.

11362 0Board of Legislators - Agreement with the New York Committee for

Occupational Safety and Health, Inc. to provide outreach and educational

services to nail salons regarding health and safety requirements and how

to comply, for a term commencing 1/1/2026 - 12/31/2026 in an amount

not to exceed $50,000.

Board of Legislators - Agreement with the Thomas H. Slater Center,

Inc., pursuant to which the Center shall provide services related to its

Emergency Food Pantry Program, Haitian Resource Center, “Young at

Heart Senior Program”, “Youth Arts Project” Programs, for a term

commencing retroactively on 1/1/2026- 12/31/2026 in an amount not to

exceed $50,000.

Human Resources - Agreement with Abigail Kirsch at Tappan Hill, Inc.

to and event host services for a County employee awards breakfast on

10/16/2026 for an amount not to exceed $10,400.

unanimously approved.

11358 4Planning / County Executive/Ctywide Admin Svc - (i) Enter into any

and all agreements necessary to purchase and convey 0.20 acres of real

property located at 41 North Division Street in the City of Peekskill

through the New Homes Land Acquisition Program to create 22

affordable rental-housing units that will affirmatively further fair housing;

(ii) Enter into an inter-municipal developer agreement with the City of

Peekskill and The Children’s Village, Inc., to fund the construction of

certain infrastructure improvements at the location through the Housing

Implementation Fund II Program; (iii) Amend an agreement between the

County of Westchester and the United States Department of Housing and

Urban Development to accept additional HOME-American Rescue Plan

Program grant funds in the amount of $5,996, thereby increasing the total

amount of grant funds from the HUD HOME-American Rescue Plan

Program for an aggregate not to exceed amount of $4,011,053.00; (iv)

Amend a prior resolution approved on 2/18/2025 authorizing the County

to enter into any and all agreements with The Children’s Village, Inc.

pursuant to the U.S. Department of Housing and Urban Development

HOME-American Rescue Plan Program in an amount not to exceed

$554,804, in order to increase the amount not to exceed by $5,996, for an

aggregate total amount not to exceed $560,800.

11359 3Planning - Agreement with Linear Environmental Corp. and 28-30

Holdings LLC pursuant to make repairs in common areas on the 1st floor

that include the hallway and lobby for the benefit of low-income residents

at 30 Locust Hill Avenue in Yonkers, NY through the Lead Safe

Westchester Program for a term commencing on 5/1/2026- 9/15/2026.

unanimously approved.

11333 6Social Services - Amend an agreement with Program Design and

Development, LLC, for grant proposal writing services and/or other

special projects, to extend the term of the agreement for one additional

year commencing on 1/1/2025 - 12/31/2026 in an amount not to exceed

$30,000.

unanimously approved.

11361 8Senior Programs and Services - Amend agreements with Westchester

Jewish Community Services, Inc. and the Young Women’s Christian

Association of Yonkers to provide meals to seniors under Title III-C of the

Older Americans Act and the Nutrition Services Incentive Program, for the

period commencing retroactively on 10/1/2023 and continuing through

12/31/2024 to increase the not to exceed amount by $20,629.36 in

federal funding for a total aggregate amount not to exceed $54,549.58.

10. 11356 1Community Mental Health - Pursuant to Section 3(a)(xxi) of the

Westchester County Procurement Policy and Procedures, to exempt from

procurement an agreement with Coordinated Care Services, Inc.

Ms. McDonald moved the Resolution, which was duly seconded and

unanimously approved.

11. 11356 2Community Mental Health - Agreement with Coordinated Care Services,

Inc., to which CCSI provide regulation readiness and staffing

configuration, financial modeling and EMR/EHR configuration, and

continued effective program development to evaluate and improve the

performance and fiscal sustainability of the Mobile Crisis Response

Teams, under the County’s Project Alliance Initiative for a period

commencing retroactively on 1/1/2026 - 12/31/2026 in an amount not to

exceed $56,000.

Ms. McDonald moved the Resolution, which was duly seconded and

unanimously approved.

12. 11359 5Health - Amend an agreement with New York State Department of Health

to Accept Funding for the Lead Rental Registry Program Grant

commencing on 4/1/2024 - 5/31/2029, in order to increase the not to

exceed amount by $107,325 for budget years 4/1/2026 - 3/31/2029 for an

aggregate total not to exceed amount of $6,988,825.

13. 11355 8College - Pursuant to Section 3(a)(xxi) of the Westchester County

Procurement Policy and Procedures, to exempt from procurement an

agreement with Garda CL Atlantic, Inc.

14. 11357 1College - Agreement with the Peekskill School District for the provision of

College-Level courses to the Peekskill High School students pursuant the

P-Tech Grant for the period of 7/14/2025- 6/30/2026, whereby the

College will receive an amount not to exceed $18,160.

unanimously approved.

15. 11357 2College - Agreement with the Peekskill School District for the provision of

College-Level courses to the Peekskill High School Smart Scholar

students for the period of 7/14/2025- 6/20/2026 whereby the college will

receive a total amount not to exceed $15,684.

Procurement Policy and Procedures, to exempt from procurement an

agreement with National Glazing Solutions LLC. d/b/a NGS Films and

Graphics.

17. 11355 0Public Safety - Pursuant to Section 3(a)(xxi) of the Westchester County

Procurement Policy and Procedures, to exempt from procurement an

agreement with Artemis Arms LLC.

18. 11355 1Public Safety - Agreement with Artemis Arms LLC for use of its facility

for the volunteer Public Safety Emergency Force firearms training, for the

period from 5/1/2026 - 4/30/2029 in an amount not to exceed $60,000.

19. 11356 3Parks - License Agreement with Interra White Plains, LLC, of 4801

Houston, TX for the use of a designated area of its parking lot located at

1311 Mamaroneck Avenue, White Plains, NY, for use by the public

attending Saxon Woods Pool on weekends and holidays from 6/19/2026-

9/13/2026.

unanimously approved.

20. 11362 3DPW/Transportation - Permit agreement with the City of White Plains to

participate as a vendor in the City of White Plains Department of

Recreation & Parks Sustainability Fair on 5/16/2026 and to indemnify and

hold harmless the City of White Plains (Agreement No. DOTSM06-26).

21. 11361 6DPW/Transportation / Information Technology - Agreement with EMS

Bruel & Kjaer Inc. d/b/a Envirosuite Inc. to provide support to the Airport

Noise and Operations Monitoring System for a term from 4/15/2026-

12/31/2030 (Agreement No. WCA 26004).

DPW/Transportation - Lease agreement with Citigroup, Inc. to lease

Hangar E - Bay 2, and certain related space, at Westchester County

Airport, for an initial term of 15 years, from 6/1/2026 - 5/31/2041, for a

base rent in year one of $1,199,440.00, with Citi having the option to

extend the term by up to 2 additional 5-year periods.

23. 11356 5DPW/Transportation - Contract No. 23-502, with Mace Contracting

Corporation (MBE) for Playland Pumping Station Rehabilitation, Blind

Siteworks Contracting Corp. (WBE), Mount Vernon, NY.

24. 11356 9DPW/Transportation - Contract No. 20-502, with LeChase Construction

Services, LLC, for Low Rise Building Renovations and HVAC

Improvements- Phase II, 110 Dr. Martin Luther King, Jr. Boulevard, White

Plains, New York. Approval of subcontractors Concrete Cutting Company,

Inc., Port Chester, NY, CityScan Corp., Bronx, NY, Coastal Tile & Marble,

Inc., Elmsford, NY.

unanimously approved.

25. 11358 2DPW/Transportation - Further amend Agreement No. 11-925, with

Arcadis of New York, Inc., for Engineering Services associated with the

Sewer System Rehabilitation, Blind Brook, Mamaroneck, New Rochelle,

Ossining, Peekskill, and Yonkers Joint Plant Sanitary Sewer Districts, in

order to reflect the assignment of agreement with Arcadis CE Inc. to

Arcadis of New York, Inc. and retroactively extend the term of the

Agreement to 12/31/2026.

26. 11361 3DPW/Transportation - Contract No. 25-512, Rehabilitation of

White Plains, New York. Award to the lowest bidder, ELQ Industries, Inc.

(3 bids).

27. 11361 5DPW/Transportation - Contract No. 23-512, with ELQ Industries Inc., for

Resurfacing and Additional Improvements of Central Park Avenue, C.R.

#47-I/II/IIA/IV, From Bronx/Westchester County Line to New York State

Thruway Bridge and Rehabilitation of Access Ramps to and from Palmer

Road, A Total Distance of 5.95 Miles, City of Yonkers, New York.

Approval of Sealcoat U.S.A. Inc., Yonkers, NY, NJ&C Associates Inc.

(MWBE), Stormville, NY, Alcaide, Inc. d/b/a A&J Construction, Brookfield,

CT, Verde Electric Maintenance Corp., Mount Vernon, NY, and Imperial

Asphalt and Aggregate Distributor Inc. (MBE), Mount Vernon, NY.

unanimously approved.

28. 11358 1DEF - Exercise the County’s option to extend the term of and with ELQ

Industries, Inc. (Contract No. EF-2301) for one 3-year option, extending

the term of the agreement through 5/22/2029 and increasing the amount

$1,500,000.

Ms. McDonald moved the Resolution, which was duly seconded and

unanimously approved.
