County Executive - Agreement with the Friends of the Neuberger  
Museum of Art, Inc., pursuant to which the County of Westchester will  
loan the organization its copy of the ‘Holt Broadside’ version of the United  
States’ Declaration of Independence, to facilitate the display of the  
document as part of the activities commemorating the 250th anniversary  
of the Revolutionary War.

unanimously approved.

113668County Executive/Youth Bureau - Amend a resolution approved on  
11/13/2025 authorizing the County to (i) accept funding from the New  
York State Office of Children & Family Services (“OCFS”) for a variety of  
youth services programs and (ii) enter into an agreement with The  
Children’s Village, Inc. to operate its Sanctuary and Life’s Bridge  
programs with $185,121 of the OCFS funds and $55,536 from the  
County, for a total amount not-to-exceed $240,657; in order to modify the  
composition of the not to exceed amount by changing the total amount of  
OCFS funds to $166,609, $55,536 in County funds, and $55,536 of  
“in-kind” services provided by the County for an increased total not to  
exceed amount of $277,682.

renew an agreement with the Hudson Valley Justice Center, Inc. to

immigrant residents as well as conduct community outreach events and  
legal education seminars in Mount Vernon, for a renewal term of 1/1/2026  
- 12/31/2026 in an amount not to exceed $180,238.

community, their families and service providers seeking support for  
clients, for a renewal term from 1/1/2026- 12/31/2026 in an amount not to  
exceed $36,000.

renew an agreement with My Sisters’ Place, Inc. to provide legal services

domestic violence at the County’s Mount Vernon District Office, for a  
renewal term from 1/1/2026 - 12/31/2026 in an amount not to exceed  
$177,481.

assist them in reaching economic self-sufficiency, for a renewal term from  
1/1/2026 - 12/31/2026 in an amount not to exceed $82,438.

well as civil legal services for low-income victims of domestic violence in  
New Rochelle, for a term from 1/1/2026 - 12/31/2026 in an amount not to  
exceed $271,965.

17. 113759Information Technology - Further amend agreement IT-1559 with  
Motorola Solutions, Inc., for the replacement, expansion and evolution of  
the County’s public safety Voice Radio Communications Systems, to (i)  
change the scope of work for Sun Valley Drive Option, (ii) increase the  
Sun Valley Drive Option Price of $668,454.11 by $831,545.89 for a total  
of $1,500,000, (iii) authorize the County to exercise the Sun Valley Drive  
Option as amended, bringing the new aggregate total not to exceed  
amount for Stages 1 and 2 to $49,373,262.61, and allow Motorola to  
commence Work and proceed with the Sun Valley Drive site for Stages 1  
and 2.

18. 113675Planning - Agreement with Lifting Up Westchester, Inc. to improve the  
safety, functionality, and overall quality of its emergency shelter Open  
Arms at 86 E. Post Rd., White Plains, NY for a term commencing  
retroactively on 5/1/2026 - 4/30/2027 in an amount not to exceed  
$91,050.07 of Emergency Solutions Grant funds.

19. 113681Planning - An Inter-Municipal Developer Agreement with the Village of  
Tarrytown, Tarrytown Municipal Housing Authority and WBP  
Development LLC, its successors and/or assigns, to fund the construction  
of certain infrastructure improvements located at 50 White Street in the  
Village of Tarrytown through the Housing Implementation Fund II  
Program to create 90 affordable rental housing units that will affirmatively  
further fair housing for an amount not to exceed $5,000,000.

20. 113725Social Services -(i) Rescind Resolutions No. 112489 and No. 112497  
both approved on 12/4/2025; and (ii) enter into an agreement with  
Greater Mental Health of New York, Inc., to administer its Partners In  
Parenting Hybrid Clinic program, for a term commencing retroactively  
on1/1/2026 - 12/31/2026 in an amount not to exceed $821,949.

21. 113700Health - (i) Enter into a three-party Lead Remediation Agreement with  
Declan O’Donoghue & Arhonto Papaioannou-O’Donoghue, the  
Participants and Exclusive Testing Labs, Inc., the Contractor, to perform  
lead remediation services on the Participants’ property located at 120  
Edgewood Avenue, 1st Floor, Yonkers, NY in accordance the New York  
State Leading in Lead Prevention Pilot Program for the period  
commencing upon execution through 3/31/2027 in an amount not to  
exceed $40,000; and (ii) enter into a Local Program Administrator  
Agreement with the Participant, to provide an amount not to exceed  
$40,000 to assist with the direct costs of lead remediation, as well as  
eligible related costs, in exchange for a Declaration of Interest secured as  
a recorded lien on the property.

22. 113705Health - (i) Enter into a three-party Lead Remediation Agreement with Mt.  
Carmel J&J Corp, the Participant and Altavista Lead Improvement, Inc.,  
the Contractor, to perform lead remediation services on Participant’s  
property located at 8 Mount Carmel Place, Apt. 3L, Yonkers, NY in  
accordance the New York State Leading in Lead Prevention Pilot  
Program for the period upon execution of the agreement through  
3/31/2027 in an amount not to exceed $40,000; and (ii) enter into a Local  
Program Administrator Agreement to provide an amount not to exceed  
$40,000 to assist with the direct costs of lead remediation, as well as any  
eligible related costs, in exchange for which the Participant will execute a  
Declaration of Interest to be secured as a recorded lien on the property.

in accordance the New York State Leading in Lead Prevention Pilot  
Program for the period commencing upon execution of the agreement  
through 3/31/2027 in an amount not to exceed $40,000; and (ii) enter into  
a Local Program Administrator Agreement with the Participant, to provide  
an amount not to exceed $40,000 to assist with the direct costs of lead  
remediation, as well as any eligible related costs, in exchange for a  
Declaration of Interest secured as a recorded lien on the property.

Collection, in its capacity as manager of the Centers for Disease Control

commencing upon execution and continuing indefinitely, with either party  
having the right to terminate at any time upon written notice to the other  
party.

for an amount not to exceed $899,350.

service operations at Woodfield Cottage, and; (ii) enter into an agreement  
with Aramark Correctional Services, LLC, for a comprehensive food  
service operation that will result in prepared meals for juvenile offenders  
at Woodfield Cottage, Westchester County’s secure detention housing,  
for a period commencing on 6/1/2026 - 5/30/2027 in an amount not to  
exceed $380,551.
