the County shall provide office space, personnel and support services to  
the WIDA and for which WIDA shall pay the County an amount not to  
exceed $1,010,642.  
113010 County Executive/Office of Economic Development - Enter into an  
agreement with the Westchester County Local Development Corporation  
(“LDC”) for a one year period commencing 1/1/2025 whereby the County  
shall provide office space, personnel and support services to the LDC  
and for which LDC shall pay the County an amount not to exceed  
$329,693.

Section 3(a)(xxi) of the Westchester County Procurement Policy and  
Procedures, to exempt from procurement an agreement with Weve  
Acceleration Inc., d/b/a Quay Acceleration.  
113032 County Executive/Office of Economic Development - Enter into an  
agreement with Weve Acceleration, Inc. d/b/a Quay Acceleration, to  
develop and launch the following for OED: (1) a cohort-based  
entrepreneurship program, (2) two community platforms for OED to  
attract, assemble and connect entrepreneurs and investors, and (3) a  
sponsorship program designed to secure corporate and business  
partners in order to generate sponsorship revenue, in an amount not to  
exceed $300,000 for a term commencing retroactively on 1/1/2026-  
12/31/2026.

113090 Planning - Enter into an agreement with the United States Department of  
Housing and Urban Development Office of Lead Hazard Control and  
Healthy Homes, to accept grant funds in an amount not-to-exceed  
$7,750,000 under the FY 2025 Lead Hazard Reduction Grant Program, to  
be administered through the Department of Planning’s Lead Safe  
Westchester Program, in order to reduce lead-based paint hazards in  
residential units of low and moderate income residents, for a term  
commencing on or about 3/16/2026 and terminating on or about  
3/15/2030.

112910 Social Services - Enter into an agreement (DSS2000FDC-26) with  
Katherine Marie Bailey, LCSW to provide various consulting and  
employee staff development services for the Department of Social  
Services for the term of 1/1/2026 - 12/31/2026 in an amount not to  
exceed $50,000.  
113020 Health - Enter into an agreement with Coordinated Care Services, Inc.  
(“CCSI”), pursuant to which CCSI will develop the next stage for a  
Trauma Informed Organizational Change Management & Leadership  
Development Program for WCDH, for the period commencing  
retroactively on 2/1/2026 and continuing through 11/30/2026, for a total  
amount not-to-exceed $40,000.

113095 Health - 1) Enter into a three-party Lead Remediation Agreement with  
Modern Yonkers Realty LLC, the Participant and AltaVista Lead  
Improvement, Inc., the Contractor, pursuant to which the Contractor will  
perform lead remediation services on Participant’s property located at  
179 Linden Street, Apt. #3L, Yonkers, New York in accordance with the  
New York State Leading in Lead Prevention Pilot Program for the period  
upon execution of the agreement between all parties through 3/31/2027  
in an amount not-to-exceed $40,000; and 2) Enter into a Local Program  
Administrator Agreement with the Participant, pursuant to which the  
County will provide an amount not-to-exceed $40,000 to assist the  
Participant with the direct costs of lead remediation to be performed on  
Participant’s property, as well as any eligible related costs, including  
tenant relocation costs, in exchange for which the Participant will execute  
a Declaration of Interest which will be secured as a recorded lien on the  
property.

agreement with Environmental Design & Research, Landscape  
Architecture, Engineering & Environmental Services. D.P.C.

Research, Landscape Architecture, Engineering & Environmental  
Services, to provide electronic security systems design and  
implementation for the SUNY Westchester Educational Opportunity  
Center from 3/1/2026- 2/28/2027 for an amount not-to-exceed $43,401.  
11. 113060 Probation - Amend resolution approved on 8/28/2025 with the New York  
State Office of Victim Services to accept a grant in an amount not to  
exceed $422,347.44, with the County contributing $70,391.24 in matching  
funds to (i) change the name of the granting agency to the New York  
State Division of Criminal Justice Services, (ii) modify the grant funding  
amount to an amount not to exceed $140,782.00, and (iii) amend the  
grant term to a period of 1 year, commencing retroactively on 10/1/2025  
and continuing through 9/30/2026.  
12. 113074 Parks - Contract No. PRC-1496 Contract for Sweeping and Litter  
Removal Services at Playland Park and after select events at Kensico  
Dam Plaza, For the Department of Parks, Recreation and Conservation,  
Westchester County, New York. Award to Lowest Bidder, East Coast  
Industrial Services, Inc., Pine Bush, New York in the amount of $944,500.

13. 113038 DPW/Transportation - Amend Agreement No. 21-912, with, Hudson  
Valley Engineering Associates, P.C., d/b/a HVEA Engineers, Beacon,  
New York, for the provision of Engineering Services in connection with  
the Reconstruction of Boston Post Road Bridge over Playland Parkway  
(BIN 2000050), City of Rye, New York, to include construction  
administration services. For the additional services rendered, the  
Consultant shall be paid a fee of $1,102,713.90 for an aggregate not to  
exceed amount of $1,575,113.90.  
DPW/Transportation - Contract No. 24-535 for Replace Uninterruptible  
Power Supply (“UPS”) System, Public Safety Headquarters, Hawthorne,  
New York. Award to Lowest Bidder Naber Electric Corp., Yonkers, New  
York in the amount of $169,876. (3 bids)  
15. 113062 DPW/Transportation - Enter into an agreement with New York State  
Industries for the Disabled, Inc. (“NYSID”), to provide janitorial services  
for the second floor of the facility at 10 County Center Road in White  
Plains, for a term commencing on 1/1/2026 -12/31/2028 for a total  
amount not-to-exceed $440,546.45, with the County having the option, in  
its sole discretion, to extend the term by one (1) additional two (2) year  
period thereafter.

public advertisement for Contract No. 24-540, Parking Structure  
Infrastructure Improvements, Norwood E. Jackson Correctional Center,

project scope, cost, schedule, and PLA based on the revised PLA  
analysis.

DEF - Exercise the 2 year renewal option for Contract No. EF-2403 with  
ThermoDynamics Corp., Yorktown Heights, NY 10598, for the provision  
of Boiler Maintenance and Repairs at Various Locations of the  
Department of Environmental Facilities, Westchester County, New York,  
and thereby: a.) increase the not-to-exceed amount of the Agreement by  
an additional amount not-to-exceed $262,890, for a new total amount  
not-to-exceed $525,780; and b.) extend the termination date of the  
Agreement from 5/31/2026 to 5/31/2028.
