exceed $39,676.

to which it will provide test services for correction officer selection for a  
term commencing on 1/1/25 - 12/31/25, for an amount not to exceed  
$31,191.

Election Moving Services for Voting Machines, E-Poll Books and Printers,  
Cabinets, PPE, Supply Bags, Privacy Booths and Peripheral Markers  
between the County Warehouse and Various Polling Place Locations in  
Westchester County awarded to Ron’s Trucking Corp., Yonkers, NY, as  
follows: $116,970 for ZONE 5 - Eastchester, Pelham, Mount Vernon and  
Scarsdale $162,658 for ZONE 6 - Yonkers, for a total amount not to  
exceed $279,628.

110094Information Technology - Amend Agreement No. IT-1780 with The  
Spectrum Firm, Inc. for Federal Communications Commission radio  
frequency licensing services for multiple transmitter locations in the  
Ultra-High Frequency and Very-High-Frequency bands, for a term of four  
(4) years, commencing upon execution of the agreement by both parties,  
for a total amount not to exceed $20,000, payable at a rate of $180 per  
hour ($250 for in depth regulatory consultation services), in order to  
increase the amount by $50,000, to a new total not-to-exceed amount of  
$70,000, for the provision of additional services commencing on 1/1/25.

110106County Attorney - Enter into an agreement to retain, at County expense,  
the law firm of Bleakley Platt & Schmidt, LLP (the “Firm”), pursuant to  
which the Firm will represent the Westchester County Board of Health  
(the “BOH”), as needed, in connection with an administrative matter  
pending before the BOH named herein as In re Playland Pool (Standard  
Amusements), for a term commencing retroactive to 12/5/24 and  
continuing until the Administrative Matter is fully resolved.

reasons set forth therein, it is determined that there will be no significant  
adverse impact on the environment from the proposed action as  
described above; and that the Secretary of the Board of Acquisition and  
Contract is authorized and directed to sign the Determination of  
Significance in the attached EAF, which is made a part hereof, as  
responsible officer in Lead Agency, to issue this “Negative Declaration”  
on behalf of this Board pursuant to Article 8 of the New York  
Environmental Conservation Law and to immediately transmit same to the  
Commissioner of Planning to be filed, published and made available  
pursuant to the requirements of Part 617 of 6 NYCRR.

Fund Program, to be used towards an affordable housing development  
that will affirmatively further fair housing with one-hundred fourteen (114)  
units reserved for eligible senior households aged 62 and over with  
incomes at or below 65% of AMI, to be located at 438 Main Street in the  
City of New Rochelle, commencing upon execution.

Opportunities and Management Enterprises Inc. aka A-HOME, its  
successors and/or assigns, whereby the County will loan an amount not  
to exceed $510,707 from the Westchester County Housing Flex Fund  
Program to be used towards rebuilding an affordable supportive housing  
development that was destroyed by fire that will affirmatively further fair  
housing with ten (10) units reserved for eligible disabled formerly  
homeless senior households aged 55 and over with incomes at or below  
30% of AMI, to be located at 1035 Broadway in the Town of Mount  
Pleasant, commencing upon execution.

10. 110088Planning - Enter into a loan agreement with Elliott Avenue Housing  
Development Fund Corporation, its successors and/or assigns, whereby  
the County will loan an amount not to exceed $1,533,430 from the  
Westchester County Housing Flex Fund Program to be used towards the  
cost of construction related to rebuilding an affordable homeownership  
development that was destroyed by fire into nine (9) units of affordable  
housing that will affirmatively further fair housing reserved for eligible  
households with incomes at or below 65% of AMI, to be located at 81  
Elliott Avenue in the City of Yonkers, commencing upon execution.

and food access study.

12. 110090Planning - Amend a prior resolution between the County of Westchester  
and Steer Davies & Gleave Inc., to conduct a transportation and food  
access study in order to: (i) change the scope of work; (ii) increase the  
amount of the contract from $149,765 to $169,765; and (iii) change the  
contract expiration date from 8/27/24 to 3/31/25.

an onboard passenger survey for the Westchester County’s Bee-Line Bus

Transit Administration Grant, from 2/1/25 - 1/31/26.

14. 110108Planning - Enter into an agreement with 42 Purser Place, LLC. (the  
“Property Owner”) and Grand West Associates d/b/a /GW Contracting  
(the “Contractor”), pursuant to which the Contractor will make repairs to  
and for the benefit of the low and moderate-income residents of four units  
(1, 2, 3, and 4) at the property located at 42 Purser Place in the City of  
Yonkers for a term commencing on December 16, 2024 and continuing  
through December 15, 2025, in the total not to exceed amount of  
$100,000 in Landlord Tenant Assistance Program funding.

15. 109988Social Services - Amend each of the four (4) agreements, which each  
contractor was to provide an emergency housing assistance program,  
and, therefore, 1.) extend the term of each agreement by one (1) year, to  
a new termination date of 12/31/25; 2.) increase the amount of each  
agreement by varying amounts, for a total aggregate not-to-exceed  
increase of $8,288,649, in order to pay for services during the second  
option term; and 3.) reflect the fact that the County will have two (2)  
remaining one (1) year options.

Services of Westchester, Inc. (“FSW”), pursuant to which FSW will

12/31/25, for an amount not to exceed $492,068.

period from 1/1/25 - 12/31/25, for an amount not to exceed $458,640.

Westchester Institute for Human Development, to provide comprehensive  
multidisciplinary assessment services at the Children’s Advocacy Center  
for potential child victims of severe physical abuse, sexual abuse or  
neglect in a child friendly environment, for the period from 1/1/25 -  
12/31/25, for an amount not to exceed $1,027,194.

Shelter Program of Westchester, Inc. to provide shelter services as an

have been arraigned and assigned to the program by a judge for the  
period from 1/1/25 - 12/31/25, for an amount not to exceed $967,729.

25. 110025Social Services -Enter into an agreement (DSS3003-25) with The Young  
Women’s Christian Association of Yonkers, Inc. to provide (1) permanent  
supportive housing for 35 single homeless women and, (2) Emergency  
Overnight Shelter for up to 50 women at a facility known as the Y.W.C.A.  
of Yonkers located at 87 South Broadway, Yonkers, New York for the  
period from 1/1/25 -12/31/25 for an amount not to exceed $1,610,040.

Ties of Westchester, Inc. for the provision of the “Every Kid Counts”

families with children, and low and moderate risk families referred by the  
Cross Systems Unit, for the period from 1/1/25 - 12/31/25 in an amount  
not to exceed $421,876.

Ties of Westchester, Inc., for the provision of the Family Team Decision

and plans in situations where children are deemed at high risk of removal  
from their families due to safety concerns, or who have already  
experienced an emergency removal, for the period from 1/1/25 -  
12/31/25, in an amount not to exceed $475,338.

1/1/25 - 12/31/25, for an amount not to exceed $328,486.

Mental Health of New York, Inc., to provide therapy services under the  
“Functional Family Therapy - Child Welfare” program in order to assist  
families and children with multiple risk factors, where there has been  
physical abuse and/or neglect of a child aged 0-17, from 1/1/25 -  
12/31/25, in an amount not to exceed $650,000.

31. 110049Social Services -Enter into an agreement with seven (7) licensed  
consultants listed in Schedule “A” to provide psychological testing and  
evaluations, psychiatric evaluations, sibling consults, fire setting  
evaluations, safety assessments, court ordered psychotherapy, functional  
capacity assessments to uninsured or under insured parents and children  
as well as vulnerable adults upon referral from the Department’s Child  
Protective Services, Preventive Services, Foster Care Services as well as  
Protective Services for Adults Programs to be paid at rates listed in  
Schedule “B”, for the period from January 1, 2025 through December 31,  
2025 in an aggregate amount not to exceed $330,000.

the period from January 1, 2025 through December 31, 2025, for an  
amount not to exceed $87,456.

independent third party review process, for the period from 1/1/25 -  
12/31/25, for an amount not to exceed $481,912.

Westchester, Inc. (“Feeding Westchester”), pursuant to which Feeding  
Westchester will assist non-profit food distribution centers in collecting,  
storing and distributing food and providing technical assistance to all  
qualified non-profit anti-hunger programs that distribute this food free of  
charge to the ill, needy and infants in their immediate community in  
Westchester County, for the period from 1/1/25 - 12/31/25, for an amount  
not to exceed $800,000.

2025 and continuing through December 31, 2026 for the total amount not  
to exceed $20,000.

the provision of the required practical training course in procedures  
related to small animals for Westchester Community College students in

through December 31, 2029 at a total cost not to exceed $64,000.

39. 109827Corrections - Enter an agreement with St. John’s Riverside Hospital  
pursuant to which St. John’s will operate a comprehensive substance use  
disorder treatment program to address the unique needs of male and  
female jail residents with substance use disorders while incarcerated at  
the Westchester County correctional facility, for an amount not to exceed  
$899,350.00, for a term commencing 1/1/25 - 12/31/25.

40. 109828Corrections - Enter into an agreement with St. John’s Riverside Hospital  
to operate a violence prevention program known as the “Resolve to Stop  
the Violence” Program for selected jail residents in the custody of the  
Westchester County Department of Correction, for the term from 1/1/25 -  
12/31/25 for an aggregate amount not to exceed $394,295.

41. 109965Corrections - Enter into an agreement with UniMex Medical Exams  
Management for medical consulting services to assist the Department,  
and its respective labor unions, in resolving disputed cases of employee  
illness or injury affecting an employee’s job duties in an annual amount  
not-to-exceed of $200,000, for a total not-to-exceed amount of $400,000  
for a term commencing on January 1, 2025 and through December 31,  
2026, with the County having the sole option, to extend the term of the  
agreement, for an additional one-year period.

New York in the amount of $14,672,000. Approval of Filingeri Electrical  
Contracting Corp. (Electric), Mohegan Lake, New York 10547 as a  
subcontractor (4 bids).

43. 110012DPW/Transportation / County Executive/Office for the Disabled -  
Amend Agreement No. DOTOP05-22, A2 with ACT Now Limousine  
Services, Inc. to provide paratransit car services in Peekskill and  
vicinities, from 6/1/22 - 12/31/24, for a total aggregate amount not to  
exceed $1,000,000, with the County having the option to renew the  
agreement for an additional five year term, in order to exercise the  
renewal option from 1/1/25 - 12/31/29, and increase the not to exceed  
amount by an additional $1,775,000, to a new amount not to exceed  
$2,775,000, under the listed terms and conditions.

47. 110083DPW/Transportation - Amend Agreement, No. 21-938, between the  
County of Westchester and Savin Engineers, P.C., a MBE firm, 3  
Campus Drive, Pleasantville, New York 10570, by providing additional  
engineering services in connection with Electrical and Lighting System  
Upgrades, Yonkers Joint Water Resource Recovery Facility, Yonkers,  
New York, for a fee of $4,000.000 increasing the total maximum fee to  
$5,900,000. The County also reserves the right to further amend this  
agreement with the Consultant at a future date to provide for construction  
phase services including but not limited to design services during  
construction, construction administration services, and project close-out  
services.

unanimously approved.  
49. 110111DPW/Transportation - Amend an agreement with PTLA Enterprise, Inc.,  
to provide professional management, operation, and maintenance of a  
certain portion of the County’s Bee-Line System, for a term from 1/1/20 -  
12/31/24, by, (A.) extending its term by three (3) months, to a new  
termination date of 3/31/25; and (B.) increasing its not-to-exceed amount  
by $901,503, to pay for the costs, excluding fuel, during the Additional  
Period.

unanimously approved.
