increase the not-to-exceed amount authorized thereunder from $12,000

Child Welfare Domestic Violence Co-Located & Collaborative Program’  
by providing advocacy and support services for child welfare-involved  
survivors of domestic violence, educational preventative programming for  
child welfare-involved teenagers and training workshops for Westchester  
County Department of Social Services staff, for a term commencing on  
9/1/25 - 12/31/25, for an amount not-to-exceed $244,279.32, with the  
County having the sole option to extend the term of the agreement for up  
to two (2) additional one (1) year periods on the same terms and  
conditions; and 2) Approval of Tamaris Perez Princi, LCSW, as a  
subcontractor for bilingual clinical support services.

lease agreement with 101 North Broadway LLC, pursuant to which it will  
lease the premises at 101 North Broadway in Yonkers, New York, which  
will be used to provide an emergency overnight shelter and other  
housing, for the period from 3/1/26 - 2/28/29, with the County having the  
option to extend the term of the lease by two (2) additional years  
thereafter, for the respective total not-to-exceed, and equal monthly, rent  
amounts listed.

11. 111561 Social Services - Enter into an agreement (Agreement”; DSS3052-25)  
with Caring for the Homeless Of Peekskill Inc. (“CHOP”), pursuant to  
which CHOP will provide an ‘Emergency Housing Assistance Program’,  
consisting of the provision and operation of six (6) two-bedroom  
‘Emergency Housing Units’ and the provision of related housing services,  
to customers deemed eligible for temporary housing assistance by the  
Department of Social Services, for the ‘RISE’ program, which concerns  
people made homeless by domestic violence and/or human trafficking, for  
the period from 8/1/25 - 7/31/26, for an amount not-to-exceed $319,736,  
with the County having the option, in its sole discretion, to extend the term  
for up to four (4) additional one (1) year periods on the same terms as the  
Initial Term, except for varying annual not-to-exceed amounts, as listed.

12. 111581 Social Services - Renew an agreement with Abbott House, for the  
provision of marketing, recruitment, training, and certification of foster and  
adoptive resource parents (DSS6049-C-21); amending the agreement by,  
1.) extending the term thereof by six (6) months, to a new termination  
date of 10/31/25; 2.) increasing the not-to-exceed amount of the  
agreement by $244,755, from an amount not to exceed $2,098,670, to a  
new total amount not to exceed $2,343,425; and 3.) indicating that the  
County will have no further options remaining to renew the agreement.

New York Medical College, pursuant to which the County was authorized  
to participate in a structured public health practice experience under a  
master program provided by New York Medical College entitled “Masters  
of Public Health Applied Practice Experience” for a New York Medical  
College’ student, for a period of two years, commencing on 1/1/24 -  
12/31/25, by extending the period of the contract through 5/31/27.

to accept additional funding for the Early Intervention Administration

accept an Infrastructure Investment and Jobs Act (“IIJA”) Grant, Grant  
No. 3-36-0123-142-2025, for the purpose of said Grant is to fund the  
development of an Airport Pavement Management Program and to  
conduct a pavement condition assessment at the Westchester County  
Airport, with the total estimated cost of the project is $230,000, of which  
90%, not to exceed $207,000, will be funded by the FAA through the AIP  
Grant, and the remaining 10%, estimated at $23,000 will be funded by the  
County through the Airport Special Revenue Fund.

21. 111569 DPW/Transportation - Enter into a Memorandum of Agreement (“MOA”)  
(Agreement No. 25-922) with the U.S. Army Corps of Engineers, New  
York District (“USACE”) and the New York State Historic Preservation  
Office (“SHPO”) pursuant to which the USACE will issue a Nationwide  
permit to County under section 404 of the Clean Water Act, 33 U.S.C.  
1344, for capital project RB03W Quaker Bridge Road Bridge (“Bridge”)  
over Croton River (BIN 3348560), and the County will agree to perform  
certain measures to mitigate the adverse effects of the project on the  
Bridge consisting of the preparation of Historic American Engineering  
Record Level II documentation, sharing the architectural drawings for  
review and comment with SHPO, offering the historic decorative plaques  
and portal corner members to the Town of Cortlandt and/or Village of  
Croton on Hudson, and submitting a post-work report to the USACE and  
SHPO, commencing upon execution and expire if its terms are not carried  
out within five (5) years from the date of its execution.

agreement (Agreement No. 25-923) with the State of New York (the  
“State”), acting by and through the New York State Department of  
Environmental Conservation (“NYSDEC”), for permission to excavate,  
regrade and perform slope protection work on the lands owned by the  
State identified as Section 79.6, Block 2, and Lot 3 on the Tax  
Assessment Maps for the Town of Cortlandt with regard to capital project  
RB03W Quaker Bridge Road Bridge over Croton River (BIN 3348560) for  
a term of one year subject to revocation or suspension by the NYSDEC in  
its sole discretion. County is authorized to reimburse the NYSDEC an  
amount not to exceed $500 for fees incurred by the NYSDEC directly  
associated with permit administration, use of facilities and/or oversight  
and that the County is authorized to indemnify the People of the State of  
New York, as listed.
