Ms. McDonald said, "The Board of Acquisition and Contract permits in-person access

which were duly seconded and approved.

113389Board of Legislators - Enter into an agreement with Hispanic Resource  
Center of Larchmont/Mamaroneck, Inc. d/b/a Community Resource  
Center for the provision of their Building Our Future program and Voz y  
Vida Violence Prevention Program, for the period commencing  
retroactively on 1/1/2026- 12/31/2026 in an amount not to exceed  
$110,000.

unanimously approved.

113390Board of Legislators - Enter into an agreement with YWCA White Plains  
& Central Westchester Inc. to provide a series of educational programs  
and services to students and families in Westchester that promote racial  
equity and support individuals’ physical, mental, and emotional health and  
wellness, for a term commencing retroactively on 1/1/2026- 12/31/2026,  
in an amount not to exceed $141,282.

113413County Executive - Pursuant to section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Leroy Frazer Jr. Consulting Inc.

Ms. McDonald moved the Resolution, which was duly seconded and  
unanimously approved.  
County Executive/Youth Bureau - Enter into an agreement with Family  
Service Society of Yonkers, pursuant to which they shall provide after  
school reading services under its Reading Buddies After School program,  
for a term commencing retroactively on 1/1/2026- 12/31/2026 in an  
amount not to exceed $41,140.

113325Information Technology -Enter into a grant agreement with the New  
York State Division of Homeland Security and Emergency Services to  
accept a grant awarded to the County under the SFY2024, 2025 & 2026  
ESInet Readiness Grant Program, in the amount of $689,655, for the  
period from 1/1/2026 -12/31/2030.

unanimously approved.

113180County Attorney - First amendment to a grant agreement with the New  
York State Office of Indigent Legal Services for the Fourth Counsel at  
First Appearance grant for in order to (i) extend the termination date from  
12/31/2025 to 12/31/2026; and (ii) amend an agreement with the Legal  
Aid Society of Westchester County to extend termination date from  
12/31/2025 to 12/31/2026.

Ms. McDonald moved the Resolution, which was duly seconded and  
unanimously approved.

113375Senior Programs and Services -Amend two grant agreements with the  
New York State Office for the Aging, to (i) increase the not to exceed  
amount of the Health Insurance Information, Counseling and Assistance  
Program Grant for a period from 4/1/2024- 3/31/2025 by $4,293, for an  
aggregate total not to exceed amount of $59,537, for personnel costs  
associated with the program; and (ii) Increase the not to exceed amount  
of the Medicare Improvements for Patients and Providers Act Grant  
Agreement for a period from 9/1/2024 - 8/31/2025 by $27,619 for an  
aggregate total amount not to exceed amount of $79,766, to provide  
additional funding for personnel costs associated with the program.

113340Community Mental Health - Enter into an agreement with Coordinated  
Care Services, Inc., pursuant to provide technical services related to the  
maintenance of a Performance Measurement Indicators portal with  
various services related to generating and evaluating performance reports  
for the County and certain community providers, in order to meet  
on-going local and state requirements, for a term commencing  
retroactively on 1/1/2026 - 12/31/2026 for an amount not-to-exceed  
$41,400.

unanimously approved.

113380Health -Enter into an agreement with Approved Storage & Waste Hauling  
Inc. to provide regulated infectious medical, pharmaceutical and  
hazardous waste removal and disposal services for the Department of  
Health, for the period from 5/1/2026 - 4/30/2029, in an amount not to  
exceed $30,000.

unanimously approved.  
10. 113230College -Enter into an Agreement with Collado Engineering, White  
Plains, NY, for design services associated with the Gas Main Extension,  
Westchester Community College, Valhalla, New York, in an amount not  
to exceed $170,833 for a term commencing upon written notice from the  
President, Westchester Community College, and expiring on 12/31/28.  
Approval of 2 listed subconsultants.

11. 113231College -Enter into an Agreement wiith Urbahn Architects PLLC, New  
York, NY for design services associated with Maintenance Building  
Infrastructure Phase II, Westchester Community College, Valhalla, New  
York, in an amount not to exceed $199,718.83, for a term commencing  
upon written notice from the President, Westchester Community College  
through 12/31/2028. Approval of 3 listed subconsultants.

12. 113358College - Enter into an agreement with the City of Yonkers for Police  
Officers during the graduation of students from the Westchester  
Educational Opportunity Center on 6/11/2026 in an amount not to exceed  
$1,937.

13. 113371College -Pursuant to Section 3(a)(xxi) of the Westchester County  
Procurement Policy and Procedures, to exempt from procurement an  
agreement with FirstLight Fiber Inc.

14. 113370College - Enter into an agreement with FirstLight Fiber, Inc. to provide  
certain internet connection services to WCC, including its main campus,  
educational opportunity center, and extension sites for the period from  
8/1/2026 - 7/31/2031 for an amount not to exceed $685,320.

unanimously approved.  
College - Enter into an agreement with the New York State Education  
Department for the Westchester Community College’s Westchester  
Educational Opportunity Center to administer the High School  
Equivalency Test and serve as a Test Site for a term from 1/1/2026 -  
12/31/2028, for a total amount not to exceed $529,131.51

unanimously approved.  
16. 113429Probation - Amend the resolution approved on 4/2/2026 with Whitsons  
Nutrition, LLC to provide comprehensive, on-site food service operations  
at Woodfield Cottage for a term 4/20/2026 - 4/19/2027 to: (i) provide  
Westchester County with the option, in its sole discretion, to extend the  
term of the of the agreement for up to three additional one year periods  
thereafter and; (ii) increase the not to exceed by $22,517.50, for an  
aggregate total not to exceed amount of $380,551.

17. 112389Parks - Accept a grant from the Dormitory Authority of the State of New  
York under its State and Municipal Facilities Program, in the amount of  
$100,000 for restoration of the historic Ward Pound Ridge Reservation  
Fire Tower, for a term commencing upon execution by DASNY and  
continuing for a period of 3 years.

unanimously approved.  
18. 113208Parks -Enter into Agreement with Empress Ambulance Service, LLC,  
Yonkers, New York, to provide Ambulance Services and Emergency  
Medical Technicians to create an onsite Emergency Health Care Facility  
at Various Special Events in Westchester County for a three-year term  
from 6/1/2026 through 4/30/2029 in an amount not to exceed $114,100.

unanimously approved.  
19. 113319Parks - Enter into a license agreement with the Martinelli Holdings LLC  
d/b/a Today Media, Rye, NY, for use of certain areas of the Playland  
Boardwalk and Kensico Dam Plaza for the 2026 Wine and Food Festival  
from 6/9/2026 - 6/14/2026 including events known as “Party on the Pier”,  
“Burger & Beer Blast” and “Grand Tasting Village” to be held on  
Wednesday, 6/10/26, Thursday, 6/11/26 and Saturday, 6/13/26, for which  
the County shall receive $52,600 in fees for permits and other County  
services provided.

Parks - Enter into a Right of Entry Agreement with BMR-Ardsley Park  
LLC for the use of available parking spaces by County owned vehicles, at  
no cost to the County, on designated BMR property located at 410-460  
Saw Mill River Road, Ardsley, NY for a term from 3/30/2026 - 6/30/2026.

unanimously approved.  
DPW/Transportation / County Executive/Ctywide Admin Svc - Enter  
into a License Agreement (Agreement 26-906) with the City of New  
Rochelle for use of up to 26 parking spaces at the New Rochelle  
Municipal Parking Garage located on Huguenot Street in the City of New  
Rochelle for a period of 5 years commencing on 1/1/2026 -12/31/2030 for  
a total amount not to exceed $103,350.

22. 113115DPW/Transportation -Contract No. 20-535, New Relief Sewer, Saw Mill  
Section B Sanitary Trunk Sewer, Saw Mill Sanitary Sewer District, Town  
of New Castle, New York. Award to Lowest Bidder CRS Contractors Inc.,  
Colts Neck, NJ in the amount of $22,450,000.00 (3 bids).

23. 113324DPW/Transportation -Amend Short Form Contract No. 25-008 with  
Ramos & V Tree Services, Hawthorne, NY in connection with the work  
required to perform tree removal and trimming services along various  
County roads by extending the term through 4/30/27.

24. 113349DPW/Transportation -Contract No. 20-502 with LeChase Construction  
Services, LLC for Low Rise Building Renovations and HVAC  
Improvements - Phase II, 110 Dr. Martin Luther King, Jr. Boulevard,  
White Plains, New York. Approval of Change Order No. 1 increasing the  
contract amount by $500,000 to cover unanticipated work including  
additional carpet replacement and asbestos remediation, for an  
aggregate total not to exceed amount of $ 9,545,367.

White Plains, New York. Approval of SIG Contracting Corp. of Brooklyn,  
NY as subcontractor.

28. 113373DPW/Transportation - Exercise 2 year renewal option for Contract No.  
22-219 with Everon, LLC, Hawthorne, NY for a Countywide Maintenance  
Service for Open Protocol Fire Alarm Systems, Various Locations,  
Westchester County, New York, (i) extending the termination date of the  
Agreement through 6/30/2028; and (ii) increasing the amount of the  
Agreement by $459,280 for an aggregate total amount not to exceed  
$1,148,200.
