Jewish Community Services, Inc. to provide a series of educational and  
health-related service programs, for a term commencing retroactively on  
1/1/2026- 12/31/2026 in an amount not to exceed $194,009.

unanimously approved.

114085Board of Legislators / County Executive - Agreement with Westchester  
Community Opportunity Program, Inc. for various services, including  
career and job training, child care for low income families, internet  
installation for low income seniors, housing and food related support  
services to veterans and their families, as well as installation of energy  
efficient measures in the homes of eligible persons, for a term  
commencing retroactively from 1/1/2026 - 12/31/2026 in an amount not to  
exceed $88,807.

the Westchester County Procurement Policy and Procedures, to exempt  
from procurement an agreement with Legal Services of the Hudson  
Valley.

114081County Executive/Office for Women - Agreement with Legal Services of  
the Hudson Valley to provide free comprehensive civil legal services to  
the indigent as well as legal assistance to low-income immigrants at the  
County’s Mount Vernon District Office, for the term commencing on  
1/1/2026- 12/31/2026 in an amount not to exceed $419,367.

114082County Executive/Office for Women - Exercise the first of 2 renewal  
options of an agreement with United Community Center of Westchester,  
Inc., amending agreement to (i) extend the term through 12/31/2026 and  
(ii) increase the not to exceed amount by $77,240 for services rendered  
during the extended term.

Community Development Block Grant Program funds in an amount not to

Sewer Project along Broad Street for a term commencing 8/1/2026-

Urban Development to accept $5,970,202.77 in funding through the  
Community Development Block Grant, HOME Investment Partnership  
Program, and Emergency Solutions Grant programs for the Fiscal Year  
2026.

Christian Association of White Plains and Central Westchester to operate  
the Awakenings Program for a term from 7/1/2026 - 6/30/2027 in an  
amount not to exceed $225,210.

unanimously approved.  
114069Senior Programs and Services -Agreement with J&R Tours, Ltd for  
group transport services to County seniors for a term commencing  
retroactively on 4/1/2026 - 3/31/2027, in an amount not to exceed  
$50,000 of Unmeet Need State grant funds.

10. 114073Senior Programs and Services - Agreement with Westchester  
Public/Private Membership Fund for Aging Services, Inc. to provide the  
Telehealth Intervention Program for Seniors in an amount not to exceed  
$585,000 in Unmet Need grant program funds for a term commencing on  
4/1/2026 - 3/31/2027.

unanimously approved.  
11. 114074Senior Programs and Services -Agreement with Westchester  
Public/Private Membership Fund for Aging Services Inc., to provide  
Senior Center Recreation and Education Services for an amount not to  
exceed $220,000 in Unmet Need program funds for a term commencing  
4/1/2026 - 3/31/2027.

Community Mental Health - Agreement with United Behavioral Health of  
New York, I.P.A. Inc. for the County through the Westchester County  
Safety Net Clinic to provide mental/ behavioral health services to its  
members in exchange for payment in accordance with the attached  
schedule for a term of 1 year commencing upon receipt of an acceptance  
letter.

unanimously approved.  
13. 114049College - Contract No. WCC-26-973 Academic Arts Building  
Infrastructure Improvements, Phase I, Westchester Community College,  
Valhalla, New York. Advertise for bids.

Procurement Policy and Procedures, to exempt from procurement an

United States Department of Justice to accept a grant in the amount of  
$1,000,000 in order to fund the Westchester County Domestic Violence  
High Risk Team for a term from 10/1/2025 - 9/30/2028.

16. 114062Parks - Amend a May 29, 2025 agreement with the Westchester Parks  
Foundation, Inc. to provide cultural and educational programs, leisure  
time, and other activities on behalf of the Department of Parks,  
Recreation and Conservation and for a license to use and operate the  
Ropes Course at the County’s Sal J. Prezioso Mountain Lakes Park, in  
North Salem, New York, in order to clarify certain terms of the agreement  
and to amend the list of projects to be focused on by the Westchester  
Parks Foundation, Inc.

17. 114134DPW/Transportation - Adopting a Negative Declaration pursuant to the  
requirements of the State Environmental Quality Review Act in  
connection with entering into agreement to accept Grant No.  
3-36-0123-146-2026 from the Federal Aviation Administration through the  
Airport Improvement Program for Capital Project Number A0102 - Snow  
Equipment Storage Building at the Westchester County Airport, in the  
amount of $ 9,174,303.

19. 114043DPW/Transportation - Contract No. WCA 26008 for Elevator and  
Escalator Service and Maintenance, Westchester County Airport, Towns  
of Harrison and North Castle and Village of Rye Brook, New York. Award  
to the Lowest Bidder, LJM Construction LLC dba Keystone Elevator  
Group in the amount of $179,460. (2 bids).

20. 114131DPW/Transportation - Enter into a consent and estoppel Agreement No.  
WCA 26009 with White Plains Aviation Partners LLC d/b/a Million Air  
White Plains, Million Air Two LLC, and U.S. Bank Trust Company,  
National Association in connection with a leasehold mortgage on  
approximately 22.4 acres at Westchester County Airport leased by the  
County to Million Air White Plains.

21. 114066DPW/Transportation - Agreement No. 26-920 with Macan Deve  
Engineers, D.P.C., (WBE), White Plains, NY for Engineering Services in  
connection with Planning, Design, Construction Support and Inspection  
Services for Buildings (Mechanical, Electrical and Plumbing Services)  
Projects, Various Locations, Westchester County, New York, for an  
amount not to exceed $4,000,000. Approval of Emtec Consulting  
Engineers, Ronkonkoma, NY as a subconsultant.

22. 114067DPW/Transportation - Contract No. 19-502 with West-Fair Electric  
Contractors Inc., for New Switchgear Facility, Playland Park, Rye, New  
York. Acceptance of completed work and approval of Final Contract  
Amount of $6,123,144.

23. 114068DPW/Transportation - Contract No. 25-500 with C.A.C Industries for  
Replacement of Quaker Bridge Road Bridge over Croton River (BIN  
3348560), Town of Cortlandt and Village Croton-on-Hudson, New York.  
Approval of Access Limited Construction, Oceano, CA as subcontractor.

unanimously approved.  
24. 114086DPW/Transportation - Contract No. 20-521, Pumping Station  
Rehabilitation Program, Hastings, Dobbs Ferry, Main Street and Ludlow  
Street Pumping Station, North Yonkers and South Yonkers Sanitary  
Sewer Districts, Villages of Hastings-on-Hudson and Dobbs Ferry, and  
City of Yonkers, New York. Award to the Lowest Bidder, Mace  
Contracting Corporation (MBE), New Rochelle, NY in the amount of  
$21,483,000 and approval of Filingeri Electrical Contracting Corp,  
Mohegan Lake, NY as a subcontractor. (3 Bids).
