Mr. Jenkins said, “The Board of Acquisition and Contract permits in-person access to  
the meeting and virtually through Webex.  
For the record, has the Secretary gone to the reception area to invite any members of  
the public who wish to attend today’s meeting in person to come to this conference  
room?”

Mr. Jenkins moved to receive and file the foregoing minutes and SEQR review,  
which were duly seconded and approved.  
1.  
109906Senior Programs and Services - Amend a 4/4/24 Resolution to enter  
into an agreement with Lifeline Systems Company for the provision of  
personal emergency response system services to frail, homebound  
seniors under the Expanded In-Home Services for the Elderly Program,  
for a term commencing on 4/1/24 - 3/31/25, in an amount not-to-exceed  
$40,609, payable pursuant to the rates set forth in Schedule “A”, with  
Lifeline required to contribute $13,537 in matching funds toward the cost  
of the Services; and in order to change the subcontractor authorized to  
perform portions of the work under the agreement from Progressive  
Healthcare Solutions, Inc., 300 Mulberry Street Suite 602, Macon, GA  
02180 to IT Premise Link, LLC., 34 Maple Avenue, Suite 205, Pinebrook,  
NJ 07058 and further to change the specific services to be provided by  
the subcontractor from employee installers services to equipment  
installation and retrieval services.

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously approved.

109910Senior Programs and Services - Enter into an agreement with DOROT,  
Inc. (“DOROT”), pursuant to which DOROT will provide ‘In-Home Contact  
& Support Services’ (not ‘Consumer Directed’) to elderly persons 60 years  
or older residing in Westchester County, in accordance with Title III, Part  
B, section 321(a)(5) of the Older Americans Act, as previously amended,  
and its implementing regulations, 45 CFR Part 1321 et seq., as they may  
be amended from time to time, for an amount not-to-exceed $48,516,  
payable on a unit cost basis for the Services actually provided and for  
which data is entered into the New York State Office For the Aging’s  
PeerPlace System, for the period from 1/1/24 - 12/31/24 and DOROT will  
be required to contribute $5,392 in matching funds to the Services.

109838Corrections - Enter into an agreement with Upon This Rock Ministries,  
pursuant to which the Contractor will provide a re-entry program called  
“The Family Restoration Project” for individuals who are incarcerated at  
the Westchester County Jail and who are leaving prison and returning  
home, for a term commencing on 1/1/25 - 12/31/25, in an amount  
not-to-exceed $40,000.

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously approved.

109844Corrections - Enter into an agreement with Leo Technologies, LLC  
(“LeoTech”), pursuant to which LeoTech will license to the County its  
VERUS software solution and provide supporting professional services to  
assist the Department with management of its inmate  
telecommunications system, for a fifteen (15) month term commencing on  
1/1/25 - 3/31/26, for a total amount not-to-exceed $399,726, payable at  
the rate of five ($.05) cents per minute for a total of 8,565,525 minutes.

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously approved.

109849District Attorney - Enter into an agreement with Precise Translations,  
LLC, pursuant to which Precise Translations will provide foreign language  
interpretation and translation services for the Westchester County District  
Attorney's Office, for the period from 1/1/25 - 12/31/25, for an amount not  
to exceed $75,000.

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously approved.

109846Public Safety - Enter into an agreement with Student Assistance  
Services Corporation (“SAS”) pursuant to which SAS will provide the  
educational program Reduce Our Adolescents’ Drinking, Drugging and  
Driving, the Westchester Youth Task Force and other related programs  
and services in selected high schools throughout Westchester County, for  
a term commencing on 1/1/25 - 12/31/25, for an amount not to exceed  
$400,000, payable in accordance with an approved payment schedule.

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously approved.

109914DPW/Transportation - Amend Agreement No. 19-922 dated 11/22/19  
with Ameresco, Inc., for the operation of the Westchester County Central  
Heating Plant in Valhalla, New York, for a term commencing on 12/1/19 -  
11/30/24, for a total not to exceed amount of $4,962,894, to exercise the  
County’s option to renew the term of the agreement for one five (5) year  
renewal period, commencing on 12/1/24 - 11/30/29, for an additional total  
amount not to exceed of $5,533,287, bringing the new total not to exceed  
amount to $10,496,181, under the listed terms and conditions.

unanimously approved.

109915DPW/Transportation - Renew Contract No. WCA 21004 with Royal  
Environmental Services Corp., Pelham, NY, to provide glycol removal and  
transport services at the Westchester County Airport, and thereby, a.)  
increasing the amount of the agreement by $112,500, from an amount of  
$450,000, to a new amount of $562,500 and b.) extending the termination  
date of the agreement from 9/15/24 to 9/14/26.

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously approved.

109919DPW/Transportation - Enter into Permit Agreement No. 24-936 with the  
State of New York, acting by and through its Office of General Services  
(“NYSOGS”), pursuant to which NYSOGS will authorize the County to  
construct a temporary movable bridge and a temporary electric cable over  
state-owned lands under the waters of New Rochelle Harbor,  
northeasterly of the Glen Island Approach Bridge, in connection with a  
capital project to rehabilitate the Glen Island Approach Bridge and the  
term of the Permit shall commence upon execution of the Permit by both  
parties and approval of same by the Office of the Westchester County  
Attorney, and will expire on 12/31/27, under the listed terms and  
conditions.

unanimously approved.  
There being no further business, the Chair declared the meeting adjourned. All  
approved resolutions are on file electronically with the Board of Acquisition and  
Contract.
