11. 112827 County Attorney - Settle the lawsuit of Anne Brown a/k/a Anna Brown v.  
County of Westchester, et al. by payment from the County of  
Westchester to Anne Brown in an amount not to exceed $92,500.  
12. 113228 Planning - Enter into an agreement with the Town of Greenburgh,  
pursuant to which the Town shall undertake the Pocantico Park Upgrades  
and Park Improvement Project, for a term from 5/1/2026 to 4/30/2027 for  
which the County shall pay to the Town an amount not to exceed  
$154,000 in Community Development Block Grant Program (“CDBG”)  
funds.  
Planning - Enter into an agreement with the Town of Greenburgh, to  
purchase a new 40-passenger, handicap-accessible bus to transport  
senior and youth residents to and from programs, community events, and  
essential services at the Theodore D. Young Community Center, for a  
term commencing 5/1/2026 - 4/30/2027 for which the County shall pay  
the Town an amount not to exceed $200,000 in Community Development  
Block Grant (“CDBG”) Program funds.  
14. 113251 Planning / County Executive/Ctywide Admin Svc - Enter into any and  
all agreements necessary to purchase approximately 1.424 acres of real  
property located at 80 Main Street in the Village of Ossining from the  
current owner(s) of record, in an amount not to exceed $6,000,000, which  
will be funded from Capital Project BPL37 New Homes Land Acquisition  
III, and to convey fee title to the Property to Interfaith Council for Action,  
Inc., its successors or assigns, or any entity created to carry out the  
purpose of the proposed transaction for $1 granting and/or accepting any  
and all property rights in connection therewith for the purpose of creating  
25 Affordable AFFH Units, using an additional amount not to exceed  
$40,000 to cover the County administrative costs in carrying out the  
proposed transaction.  
Senior Programs and Services - Enter into an agreement with Family  
Service Society of Yonkers, to provide Guardianship and Support  
Services Guardianship for incapacitated individuals 60 years and older  
residing in Westchester County under Article 81 of the New York State  
Mental Hygiene Law in an amount not-to-exceed $79,883 in County tax  
dollars, for a term commencing on 1/1/2026 - 12/31/2026.  
16. 113229 Health - Amend an agreement with the New York State Department of  
Health to accept continued funding under its STD Testing in Safety Net  
Populations Infertility Prevention / Sentinel Surveillance Project Program  
Grant, by extending the term thereof from 03/01/26 through 02/28/2027,  
increasing the not to exceed amount by $32,999, for a total aggregate  
amount not to exceed $269,492.  
17. 113274 Health - (i) Enter into a three-party Lead Remediation Agreement with  
8-12 S Fifteenth Ave Apartments LLC, c/o S. Realty Inc, the Participant  
and Lead Professionals, Inc., the Contractor, pursuant to which the  
Contractor will perform lead remediation services on Participant’s  
property located at 12 South 15th Avenue, Apts: 11, 18 and 3, Mount  
Vernon, New York 10550 in accordance the New York State Leading in  
Lead Prevention Pilot Program for the period commencing upon  
execution of the agreement between all parties through 3/31/2027 in an  
amount not-to-exceed $120,000; and (ii) enter into a Local Program  
Administrator Agreement with the Participant, pursuant to which the  
County will provide an amount not-to-exceed $120,000 to assist the  
Participant with the direct costs of lead remediation to be performed on  
Participant’s property, as well as any eligible related costs, including  
tenant relocation costs, in exchange for which the Participant will execute  
a Declaration of Interest which will be secured as a recorded lien on the  
property.  
18. 113277 Health - (1) Amend a three-party Lead Remediation Agreement with  
Sophia Graham-Bowen and Altavista Lead Improvement Inc. pursuant to  
which the Contractor agreed to perform lead remediation services on  
Participant’s property located at 28 North 9th Avenue, 2nd Floor, Mount  
Vernon, NY in accordance with the New York State Leading in Lead  
Prevention Pilot Program, to: (i) expand the scope of work to include  
additional lead remediation of the bathroom; (ii) increase the not to  
exceed amount by an additional $1,800, for an aggregate not to exceed  
amount of $5,360, and (iii) extend the term thereof from 3/31/2026 to  
3/31/2027 ; and (2) Amend a Local Program Administrator Property  
Agreement with the Participant to: (i) add a second Declaration of Interest  
to secure the additional $1,800 in Leading in Lead Prevention Pilot  
Program Funds granted; and (ii) extend the term thereof from 3/31/2026  
to 3/31/2027.

Viapath Technologies for the provision of inmate telephone and payment  
services and coin telephone services, for a term from 8/1/2023-  
7/31/2028, to address changes mandated or permitted by order of the

LLC, pursuant to which Public Safety Psychology will provide

Specialist candidates, for a period of three years, commencing on  
9/2/2026 - 9/1/2029 for a total amount not to exceed $90,000.

Loguidice, D.P.C. of Albany, NY in connection with Engineering Services

term commencing upon execution of the agreement through 12/31/2031

DPW/Transportation - Enter into Agreement No. 25-921 with Creighton  
Manning Engineering & Surveying PLLC of Albany, NY, in connection  
with engineering services, including design, for the Rehabilitation of  
Murray Avenue Bridge (BIN 3348250) over Community Park, PIN  
8763.64, Town of Mamaroneck, New York, for a term commencing upon  
execution of the agreement through 12/31/2031 in an amount not to  
exceed $843,000. Approval of three (3) listed subconsultants.  
DPW/Transportation - Authority for the County of Westchester to enter  
into Agreement No. 26-903, with DY Consulting Engineer, P.C. d/b/a DY  
Consultants (MBE/DBE), for Engineering Services in connection with the  
Pavement Management Plan, Westchester County Airport, Towns of  
Harrison and North Castle and Village of Rye Brook, New York for a term  
from 4/1/2026 - 12/31/2031 in an amount not to exceed $225,820.
