Community Development Corporation, for the provisions of operating its  
Grace After School Program, for a term commencing on 1/1/24 -  
12/31/24, for an amount not to exceed $47,380, in order to retroactively  
increase the amount by $20,000, to a new not to exceed amount of  
$67,380 and to approve an educational specialist, Leslie Reid-Cousins,  
Bronx, NY, as a subcontractor for the purpose of providing educational  
and curriculum development services for the Grace After School  
Program.

from 1/1/25 - 12/31/25, for an amount not-to-exceed $250,000.00.

10. 110128County Attorney - Amend an agreement with The Legal Aid Society of  
Westchester County for the provision of legal services for indigent  
persons and services pursuant to certain New York State Office of  
Indigent Legal Services grants and distributions with a term commencing  
on 1/1/24 - 12/31/24, in an aggregate amount not to exceed $17,184,999  
in order to increase the not to exceed amount pursuant to Paragraph 7(b)  
of the Agreement for services performed by the Legal Aid Society in  
connection with the NYS Office of Indigent Legal Services grants and  
distributions, in an amount not to exceed $459,457, in connection with a  
grant award from the New York State Division of Criminal Justice  
Services for legal services provided to indigent persons, from a not to  
exceed amount of $5,227,117.80, to a new not to exceed amount of  
$5,686,574.80.

11. 110160County Attorney - Enter into an agreement with the Office of the  
Administrative Judge, Ninth Judicial District (“District”) to fund a Housing  
Court Guardian Ad Litem (“GAL”) program, under the proposed  
agreement, the County will provide funding of no less than $75,000.00  
annually, beginning January 1, 2025. The term of the agreement will  
continue until terminated in writing by either party. For each completed  
assignment, a GAL will receive a flat fee of $750.00 and this fee is  
subject to modification by the District.

12. 110129Human Resources - Amend an agreement with Human Resources  
Research Organization, for the provision of providing consulting services  
to the County by providing assistance in its project of updating the  
Westchester County’s Department of Correction Officer Medical  
guidelines, which are used to evaluate Westchester County correction  
officer applications, in an amount not to exceed $75,000, for the term  
1/1/24 - 12/31/24, in order to extend the term of the agreement through  
4/30/25, at no additional cost to the County.

Congregations Linked in Urban Strategy To Effect Renewal Inc.

Employment Yields Success to a Home Program, for the period from  
1/1/25 - 12/31/25, for an amount not to exceed $200,000.

Westchester, Inc. 1) to operate an emergency shelter as well as an

Department’s regular shelter system at a facility known as the Samaritan  
House located at 33 Church Street, White Plains, New York; and 2) to  
operate an emergency shelter as well as an overnight drop-in shelter for  
single homeless men outside the Department’s regular shelter system at  
a facility known as the Open Arms Shelter located at 86 East Post Road,  
White Plains, New York, for the period from January 1, 2025 through  
December 31, 2025, for an amount not to exceed $3,180,561.

the Homeless of Peekskill, Inc. d/b/a Caring for the Hungry and Homeless  
of Peekskill, for the operation of a 24-hour adult shelter program for up to  
nineteen (19) homeless single men and women, an overnight warming  
site/drop-in center and a daytime cooling center during extreme heat days  
for up to seven homeless single males/females at a facility known as Jan  
Peek House located at 200 North Water Street, Peekskill, New York, for  
the period from 2/1/25 - 1/31/26, in an amount not to exceed $1,327,405.

exceed $444,332.

not to exceed $100,000.

Children’s Village, Inc. to provide a Multi Systemic Therapy Program, a  
community-based intensive case management program for families with  
adolescents who are exhibiting truancy, academic problems, curfew  
non-compliance, non-compliance with directives at home and other  
anti-social behaviors, for the period from 1/1/25 - 12/31/25, for an amount  
not to exceed $1,281,250.

19. 109985Social Services - Amend an agreement (DSS3012-B-23) with the  
Westchester Community Opportunity Program, Inc., for the provision of  
all services needed to operate an emergency overnight shelter, and day  
program, for up to eighty (80) single adults, at 19 Washington Avenue in  
the City of New Rochelle, and amend the agreement by 1) extending its  
term by one (1) year, 1/1/25 - 12/31/25, and 2) increasing the amount by  
$1,117,589 to pay for the services during the Second Amendment.

have cognitive or learning disabilities, and are at risk of foster care  
placement, for the period of 1/1/25 - 12/31/25, for an amount not to  
exceed $441,105.

Services Society of Yonkers, Inc. to provide the Kinship Support Program

period from 1/1/25 - 12/31/25, in an amount not-to-exceed $100,000.

24. 110028Social Services - Enter into an agreement (DSS6021-25) with T.C.  
Investigations, LLC to conduct field investigations and searches to locate  
children in foster care placement that have been declared AWOL by the  
Westchester County Department of Social Services, for the period from  
1/1/25 - 12/31/25, in an amount not to exceed $70,000, to be paid at a  
rate of $100/hour payable on a monthly basis.

Women’s Christian Association of Yonkers to operate its P.E.A.R.L.

Program, to provide a structured program for economically disadvantaged  
female youth who are at risk of foster care and preventive services, for  
the program period 1/1/25 - 12/31/25, in a total amount not to exceed  
$46,000.

for homeless ‘level 2’ and ‘level 3’ sex offenders who have been placed at  
GHS, for the period from 1/1/25 - 12/31/25, for an amount not-to-exceed  
$5,110,956.

Mental Health of New York, Inc. to operate the Single Homeless

employment for homeless single adults, and mobile clinician services to  
provide clients utilizing drop-in shelters with assessments and referrals,  
for the period from 4/1/25 - 3/31/26, for an amount not-to-exceed  
$627,988.

1/1/25 - 12/31/25, for an amount not to exceed $142,110.

from 1/1/25 - 12/31/25, for an amount not to exceed $85,000.

amount not to exceed $50,000.

Link Corp., to provide a Youth Police Initiative training program that

the period from 1/1/25 - 12/31/25, for an amount not to exceed $50,000.

Shelter Program of Westchester, Inc., to operate an alternative to  
incarceration program entitled the Mount Vernon Emerging Adult Justice  
Initiative for individuals aged 18 to 25 in the adult criminal court system,  
for the term 1/1/25 - 12/31/25, in an amount not to exceed $104,000.

35. 110065Social Services - Enter into an agreement (DSS7006-25) with Hillside  
Food Outreach, Inc. to provide the County preparation and delivery  
services of monthly nutritional support to eligible low-income, homebound  
residents of Westchester County who cannot access food pantries, and  
also residents of Westchester County who can access food pantries, but  
are not consistently able to access food that is specific to their medical  
needs, for the period from 1/1/25 - 12/31/25, for an amount not to exceed  
$165,600.

36. 110074Social Services / County Executive/Real Estate - Amend Lease  
Agreement No. DSS3025-A-23 with 101 North Broadway LLC, pursuant  
to which it leased the premises at 101 North Broadway in Yonkers, New  
York, which were to be used to provide an emergency overnight shelter  
and other housing, and thereby extend the term of the lease agreement  
by one (1) year, to a new expiration date of 2/28/26, for a total rent  
amount of $498,084.89, payable as a monthly rent of $41,507.07, during  
the extended term, plus certain additional costs.

Children’s Village, Inc. to provide a Continuum of Care program entitled  
“Stepping Stones”, a transitional housing program for twelve homeless  
young adults between the ages of 18 and 24, pursuant to HUD’s  
Continuum of Care Stepping Stones, for the period from 12/1/24 -  
11/30/25, pursuant to United States Department of Housing and Urban  
Development Continuum of Care Stepping Stones initiative, in an amount  
not to exceed $319,124.

38. 110095Social Services - Enter into an agreement (DSS3012-25) with the Urban  
League of Westchester County, Inc., to provide Educational Advocacy  
Services for Homeless Families services, in an amount not to exceed  
$1,290,000, for the term commencing on 1/1/25 - 12/31/27, with the  
County having the sole option, at its complete discretion, to extend the  
term of the agreement upon the same terms and conditions for up to  
three additional one-year terms thereafter, in the amount of $475,031 for  
the first option year, $492,316 for the second option year, $510,222 for  
the third option year.

operate an emergency shelter known as Hope’s Door Shelter for adult  
women and their minor children residing in the northern zone of the  
County of Westchester who are victims of domestic violence, for an initial  
term of one (1) year commencing on 1/1/25 - 12/31/25, for an amount not  
to exceed $735,236.32 to be paid monthly at an approximated per diem  
of $136.74. Following the expiration of the Initial Term, the County, at its  
sole option, may renew the agreement for up to four (4) additional terms  
of one (1) year each in the not-to-exceed amounts listed.

40. 110126Social Services - Enter into an agreement with My Sisters’ Place, Inc. to  
operate an emergency shelter known as My Sisters’ Place for adult  
women and their minor children residing in the southern zone of the  
County of Westchester who are victims of domestic violence, for an initial  
term of one (1) year commencing in 1/1/25 - 12/31/25, for an amount not  
to exceed $582,945 to be paid monthly at an approximated per diem of  
$136.74. Following the expiration of the Initial Term, the County, at its  
sole option, may renew the agreement for up to four (4) additional terms  
of one (1) year each in the not-to-exceed amounts listed and the contract  
per diem rate of $136.74 is subject to change as may be prescribed by  
the New York State Office of Children and Family Services;

Insurance Information, Counseling and Assistance Volunteer Stipend  
Program, for the term commencing retroactive to 4/1/23 - 3/31/24.

43. 110118Community Mental Health - Enter into agreements with PEOPle:  
Projects to Empower and Organize the Psychiatrically Labeled, Inc.,  
Westchester Jewish Community Services, Inc. and Family Services of  
Westchester, Inc. (individually, the “MCRT Provider” and collectively, the  
“MCRT Providers”), in order to implement “Mobile Crisis Response  
Teams” in the seven (7) listed catchment areas of Westchester County, to  
assist law enforcement, or serve as an alternative to law enforcement  
response, in addressing mental health, developmental disabilities,  
substance misuse, and co-occurring issues in Westchester County, for  
the specified not-to-exceed amounts.

Assessment and Management teams and the development of

mitigation equipment, personnel costs, and training services, for a term  
commencing on 9/1/24 - 8/31/27.

in loan funds from the County Affordable Housing Investment Fund, also  
known as the County Housing Flex Fund Program, is hereby amended in  
order to change the method of interest calculation on the loan from  
compounded annually to simple interest.

portion of the Reservation, for a term to commence on 1/1/25 - 12/31/29  
and the District shall pay the County a license fee of One Dollar ($1.00).

years, in order to exercise the renewal option from 1/1/25 - 12/31/29, and  
increase the not to exceed amount of the agreement by an additional

Technical Building Services, Inc., a Stark Tech Business, Ballston Spa,  
NY, effective upon execution of the Assignment Contract by all parties  
and approval of same by the Office of the County Attorney and that as a  
condition for the granting of the County’s consent to this assignment,  
Technical Building Services, Inc., a Stark Tech Business, will comply with  
all contract provisions.

from the scope of work the operation of both the temporary bridge and  
permanent bridge. Approval of Change Order No. 1 reducing the contract  
price by the amount of $1,363,320, bringing the total contract amount not  
to exceed to $78,306,746.

State of New York, acting by and through its Office of General Services

approximately 10,176 square feet of space located within the secure  
building known as the Hudson Valley Transportation Management Center  
at 200 Bradhurst Avenue, Hawthorne, New York of which the County’s  
Emergency Operations Center (“EOC”) will occupy 8,048 square feet, and  
the data center and offices for the Department of Emergency Services will  
take up the remaining 2,128 square feet, in an amount not to exceed  
$2,431,278.

shall be used by Air Culinaire solely as a kitchen for corporate aircraft  
catering and catering ordered by the Airport, plus a reserved vehicular  
parking area in vicinity of Building #1 (the “License Agreement”); for a  
period of five (5) years, commencing on January 1, 2025, with the County  
having one (1) option for an additional five (5) year period, commencing  
on January 1, 2030 in the amount of $430,040.01.

transaction (the “Developer”), whereby the County will loan the Developer  
an amount not to exceed $5,500,000 in loan funds from the County  
Affordable Housing Investment Fund, also known as the County Housing  
Flex Fund Program for the purpose of constructing 82 affordable units  
that will affirmatively further fair housing at 21-23 Park Avenue, Yonkers,  
New York, in order to modify the length of the loan term to meet the  
requirements of the permanent lender from 32 years, including a two-year  
construction period, to 34 years including a four-year construction period.

61. 110141Social Services - Exercise its first one-year option under the agreement  
with West-H.E.L.P., Inc. (“WestHELP”), pursuant to which WestHELP  
was to provide and operate a family shelter at 240 Franklin Avenue in  
Mount Vernon, New York, as a ‘Tier II Shelter for Families’ (the  
“Services”) for the period from January 1, 2024 through December 31,  
2024 (the “Initial Term”), for an amount not-to-exceed $3,480,281.73 for  
the Initial Term, payable pursuant to an approved budget, with the County  
having the sole option to extend the term by up to five (5) additional one  
(1) year periods (each an “Option Term”) on the same terms as the Initial  
Term, except for the different not-to-exceed amounts specified below:

will provide services to operate the Coachman Family Center as a ‘Tier II  
Shelter for Families’, as defined in 18 NYCRR Part 900, as well as  
operate emergency overnight shelter capacity within the Coachman  
Family Center, for adults with children, on an as-needed basis, as such  
need is determined by the County, for an amount not-to-exceed  
$11,098,232.00 for the period from January 1, 2025 through December  
31, 2026 (the “Initial Term”), consisting of the following annual  
not-to-exceed amounts, all of which will be payable pursuant to an  
approved budget: Year Not-To-Exceed Amount 1.) Year #1 (1/1/25 -  
12/31/25) $5,416,406.00 2.) Year #2 (1/1/26 - 12/31/26) $5,681,826.00  
and with the County having the option, in its sole discretion, to extend the  
term for up to three (3) additional one (1) year periods thereafter on the  
same terms as the Initial Term (each an “Option Term”), except for  
different cost terms for each Option Term, with the following respective  
not-to-exceed amounts for each Option Term: Term Not-To-Exceed
