Mr. Wishnie said, “The Board of Acquisition and Contract permits in-person  
access to the meeting and virtually through Webex.  
For the record, has the Secretary gone to the reception area to invite any members  
of the public who wish to attend today’s meeting in person to come to this  
conference room?”  
Mr. Sculky said, “Yes I have.”  
Mr. Wishnie said, I understand that the Deputy Budget Director wishes to make a  
motion.”  
Ms. Rampata said, "I move to add item 31 Authority to retroactively enter into a total of  
nine (9) agreements, pursuant to which each contractor shall provide Legal Services  
for Eviction Proceedings and/ or Eviction Prevention Advocacy Services for eligible  
individuals residing in the County of Westchester, on an as-needed basis for a total  
aggregate amount not to exceed $4,025,000.00, payable pursuant to an approved  
budget, for an initial one year term from April 1, 2025 through March 31, 2026, with the  
County having the sole option to renew the term for up to four (4) additional one (1)  
year periods.”  
Mr. Gashi seconded the motion and it was unanimously approved.

110938County Executive - Pursuant to Section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Design Technologies LLC.

unanimously approved.

110939County Executive - Enter into an agreement with Design Technologies  
LLC (“Design Technologies”), pursuant to which Design Technologies will  
deliver a bioscience accelerator program including entrepreneurship  
education and business networking for Westchester County-based  
pre-seed and seed stage entrepreneurs, for a term from 1/1/25 - 6/30/25,  
for an amount not to exceed $407,500.

County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Moving Pictures Audio & Video Production, Inc.

unanimously approved.

110014County Executive - Enter into an agreement with Moving Pictures Audio  
& Video Production, Inc., for the provision of audio and technical services  
for virtual and live special events to be held in the County in 2025, for a  
term commencing on 1/1/25 -12/31/25, for an amount not to exceed  
$45,000.

unanimously approved.

110813County Executive/Office for Women - Enter into a subaward agreement  
with New Dawn Family Resource Center, Inc. (“New Dawn”), pursuant to  
which New Dawn is to be subawarded $51,120.21 from the funds that are  
to be made available to the County under a grant agreement with the  
New York State Office for the Prevention of Domestic Violence, to enable  
the County to provide financial assistance to victims and survivors of  
domestic violence throughout Westchester County, for a term from 1/1/25  
- 12/31/25, to match the term of the Grant Agreement.

110861County Executive/Office of Economic Development - Pursuant to  
Section 3(a)(xxi) of the Westchester County Procurement Policy and  
Procedures, to exempt from procurement an agreement with STEM  
Alliance of Larchmont-Mamaroneck for the provision of consulting  
services to Westchester County to conduct a full-scale study on how to  
expand Westchester County’s Connect Westchester program to reach  
incarcerated individuals, veterans, and individuals with disabilities.

unanimously approved.

110860County Executive/Office of Economic Development - 1) Enter into an  
incentive proposal agreement with the New York State Urban  
Development Corporation, d/b/a Empire State Development Authority, to  
accept funds under the ConnectALL-State Appropriation 22-23, in the  
amount of $199,397, for a term commencing retroactively on 1/2/25 -  
12/15/26, to be used by Westchester County to conduct a full-scale study  
on how to expand Westchester County’s Connect Westchester program  
to reach incarcerated individuals, veterans, and individuals with  
disabilities, and 2) enter into an agreement with STEM Alliance of  
Larchmont-Mamaroneck pursuant to which it will provide consulting  
services to Westchester County to conduct a full-scale study on how to  
expand Westchester County’s Connect Westchester program to reach  
incarcerated individuals, veterans, and individuals with disabilities, for the  
period from 4/1/25 - 12/31/26, for an amount not to exceed $199,397.

110925County Executive/Youth Bureau - Enter into an agreement with Family  
Service Society of Yonkers (“FSSY”), pursuant to which FSSY shall  
provide summertime reading services under its Summer Reading Buddies  
program, for a term commencing retroactively on 1/1/25 -12/31/25, in an  
amount not to exceed $40,000.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.

110900County Attorney - Renew a Commercial General Liability Insurance  
package in the amount of $1,000,000 in Commercial General Liability  
coverage ($2,000,000 aggregate and $1,000,000 per occurrence) which  
is subject to a $10,000 deductible, at a cost not to exceed $81,133, for  
the policy period commencing 5/1/25 - 5/1/26, which will cover the dates  
and polling sites of the primary and general elections currently identified  
as follows: 1) primary election on 6/24/25, with early voting 6/1/25 -  
6/22/25; and 2) general election on 11/4/25, with early voting 10/25/25 -  
11/2/25, village elections in March, 2026, any additional or alternative  
election dates as may become required, and including the day before,  
and the day after each election to allow for set up and removal at each  
polling site, from Lloyd’s of London Limited d/b/a Lloyd’s through the  
brokerage firm of Marsh & McLennan Companies, Inc. d/b/a Marsh  
McLennan.

10. 110817Planning - Pursuant to Section 3(a)(xxi) of the Westchester County  
Procurement Policy and Procedures, to exempt from procurement an  
agreement with Community Capital New York, Inc.

unanimously approved.  
11. 110818Planning - Enter into an agreement with Community Capital New York,  
Inc., (“CCNY”), pursuant to which CCNY will carry out fair and affordable  
housing and small business activities in accordance with an agreed-upon  
scope of services, for a term commencing on 1/1/25 - 12/31/25 and that  
in consideration for performing the Project, the County shall pay CCNY an  
amount not to exceed $154,641.

unanimously approved.  
12. 110822Planning - Pursuant to Section 3(a)(xxi) of the Westchester County  
Procurement Policy and Procedures, to exempt from procurement an  
agreement with Westchester Residential Opportunities, Inc.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
13. 110823Planning - Enter into an agreement with Westchester Residential  
Opportunities, Inc. (“WRO”), pursuant to which WRO will provide a  
County-wide asset building/affirmative fair housing marketing and  
educational programs that will be in accordance with an agreed-upon  
scope of services, for a period beginning on 1/1/25 - 12/31/25, and that in  
consideration for performing the Project, the County shall pay WRO an  
amount not to exceed $38,469.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
14. 110933Planning - Enter into an agreement with Cornell Cooperative Extension  
of Westchester County (“Cornell”), pursuant to which Cornell will provide  
various County-wide educational programs in accordance with an  
agreed-upon scope of services, for an amount not to exceed $983,779,  
for a period beginning 1/1/25 - 12/31/25. The programs shall be offered  
through classes, clinics, conferences and workshops. Participants shall  
include youth and adults and programs will be open to the general public  
and professionals. In addition, Cornell shall disseminate information  
through publications, and networking with educators, health professionals  
and community agencies. Cornell will submit vouchers quarterly that will  
include, but not limited to, payroll reports, cancelled checks for expenses  
other than personnel, and a report summary of services provided.

unanimously approved.  
15. 110815Emergency Services - Amend an agreement with Fitch & Associates,  
LLC (“Fitch”), pursuant to which Fitch agreed to conduct a study of the  
existing Emergency Medical Services (“EMS”) system in Westchester  
County and prepare a report analyzing the data, developing plans and  
making recommendations to assure the delivery of reliable, high quality  
EMS services in Westchester County, for a term commencing on 11/1/22  
- 9/1/23, for an amount not-to-exceed $200,000, payable in three  
installments, by retroactively extending the term thereof from 9/2/23 -  
12/31/25.

unanimously approved.  
16. 110923Social Services - Enter into a Memorandum of Agreement  
(DSS6046-25) with Healthy Families New York, acting by and through the  
New York State Office of Children and Family Services, and Healthy  
Families Westchester, acting by and through Julia Dyckman Andrus  
Memorial, Inc., in order for the Department to refer children and families  
to the Healthy Families Westchester program for a term commencing  
upon execution and continuing until the program is discontinued, at no  
cost to the County.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
17. 110935Social Services - Amend a 12/14/23 Resolution to enter into an  
agreement with each of the sixty-six (66) training providers listed in the  
12/14 Resolution, pursuant to which each provider would provide  
vocational training services to adult, dislocated workers, and youth  
pursuant to the provisions of Title I of the Workforce Innovation and  
Opportunity Act of 2014, for the period from 7/1/23 - 6/30/27, for a total  
aggregate amount not-to-exceed $857,901, is hereby amended by 1)  
adding six (6) new training providers to the list set forth in the 12/14  
Resolution; 2) increasing the aggregate not-to-exceed amount by  
$1,267,803, to a new aggregate not-to-exceed amount of $2,125,704; 3)  
rescinding 50 training providers from the list set forth in the 12/14  
Resolution; and 4) correcting the vendor name of one of the providers on  
the list set forth in the 12/14 Resolution.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
18. 110816Community Mental Health - Enter into an agreement with Millin  
Associates LLC (“Millin”), pursuant to which Millin will grant the County a  
license to use its third party medical billing software, as well as provide  
related support services, to manage billing and payments for the County’s  
new Safety Net Clinic, for the term 4/1/25 - 12/31/29, in the total  
not-to-exceed amount of $263,384.30.  
M. Orth  
Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
19. 110909Community Mental Health - Amend the agreements with Lexington  
Center for Recovery, Inc., and Lifting Up Westchester, Inc., to cover costs  
that were higher than expected as per the individual amendment amounts  
set forth below and in accordance with approved budgets, by reallocating  
funds from Human Development Services of Westchester, Inc. which has  
lower than expected rent and supportive services final anticipated  
expenses in connection with that certain Grant Agreement with the United  
State Department of Housing and Urban Development for the Continuum  
of Care grant in support of the Rental Assistance Project, in accordance  
with the listed chart.

unanimously approved.  
20. 110974Health - Amend a three-party Lead Remediation Agreement (the “LRA”)  
with Elton A. Williams and Natalie Marchan Williams and AltaVista Lead  
Improvement Inc., pursuant to which the Contractor agreed to perform  
lead remediation services on Participant’s property located at 353 South  
3rd Ave - 2nd Fl. Mt. Vernon, NY 10550, in accordance with New York  
State’s Leading in Lead Prevention Pilot Program, for the period  
commencing upon execution of the LRA between all parties and  
continuing through 3/31/26, for an amount not-to-exceed $14,800, in  
order to: (i) expand the scope of work to include additional lead  
remediation services to the living room, kitchen, and bedroom of the  
Property; and (ii) increase the not-to-exceed amount of the LRA by an  
additional $4,550, from $14,800 to $19,350.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
21. 110940Labs and Research - Enter into an agreement with the County of  
Rockland, pursuant to which the County shall provide tuberculosis and  
other infectious disease testing to Rockland County, for a term  
commencing retroactive to 1/1/25 - 12/31/25, for an amount not to exceed  
$30,000, to be paid by Rockland County to the County pursuant to the  
County’s set fee schedule.

unanimously approved.  
22. 110941Labs and Research - Retroactively amend an agreement with the  
County of Rockland, pursuant to which the County agreed to provide  
tuberculosis and other infectious disease testing to Rockland County, for  
a term commencing on 1/1/24 - 12/31/24, for an amount not to exceed  
$15,000, to be paid by Rockland County to the County pursuant to the  
County’s set fee schedule, in order to increase the amount not-to-exceed  
thereunder from $15,000 to $21,247.

23. 110942DPW/Transportation - Contract No. 23-534 for Smoke House Building

24. 110943DPW/Transportation - Contract No. 20-502 with LeChase Construction  
Services, LLC, for Low Rise Building Renovations and HVAC  
Improvements- Phase II, 110 Dr. Martin Luther King, Jr. Boulevard, White  
Plains, New York. Approval of NUA Construction Corp. (WBE), Elmsford,  
NY, as a subcontractor.

25. 110944DPW/Transportation - Contract No. 20-536 with R. Pugni & Sons, Inc.,  
for Public Restroom Facilities, Septic System Infrastructure and Site  
Improvements, Alfred B. DelBello Muscoot Farm, Somers, New York.  
Approval of WD Installations Inc., Kingston, NY, as a subcontractor.

26. 110945DPW/Transportation - Amend Agreement No. 13-915 with Camp  
Dresser McKee & Smith, Melville, NY, for the provision of engineering  
services in connection with Post Storm Rehabilitation - Phase II, Yonkers  
Joint Wastewater Treatment Plant, Yonkers, New York, by extending the  
term retroactively from 12/31/24 - 12/31/26.

unanimously approved.  
27. 110946DPW/Transportation - 1) Exercise its two (2) year renewal option for  
Contract No. 22-200 with United Steel Products, Inc., Flushing, NY, to  
provide a Service Contract for Garage Door Maintenance and Services at  
DPW Maintained Facilities, Westchester County, New York and extend  
the termination date of the agreement from 10/30/25 - 10/31/27; and 2)  
increase the amount of the agreement by $243,100 from an amount of  
$364,650, to a new total amount not to exceed $607,750.

28. 110947DPW/Transportation -1) Exercise its two (2) year renewal option for  
Contract No. 21-211 with Errico Landscaping Corp. (WBE), Hartsdale,  
NY, to provide a Service Contract for Snow & Ice Removal, Westchester  
County Government Center, White Plains, New York and extend the  
termination date of the agreement from 7/31/25 - 7/31/27; and 2) increase  
the amount by $206,400 from an amount of $309,600, to a new total  
amount not to exceed $516,000.

unanimously approved.  
29. 110948DPW/Transportation - 1) Exercise its two (2) year renewal option for  
Contract No. 21-210 with Smart Moving& Storage, Inc., Yonkers, NY, to  
provide a Moving Services, Various Locations, Westchester County, New  
York and extend the termination date of the agreement from 6/30/25 -  
6/30/27; and 2) increase the amount by $214,080 from an amount of  
$321,120, to a new amount not to exceed $535,200.

unanimously approved.  
30. 110949DPW/Transportation - Contract No. 16-512 with ECCO III Enterprises,  
Inc., Yonkers, NY, for Secondary System Rehabilitation, Yonkers Joint  
Wastewater Treatment Plant, Yonkers, New York. Acceptance of  
completed work and approval of Final Contract Amount of $5,864,585.

unanimously approved.  
31. 111005Social Services - Authority to retroactively enter into a total of nine (9)  
agreements, pursuant to which each contractor shall provide Legal

Services for eligible individuals residing in the County of Westchester, on  
an as-needed basis, for the period from April 1, 2025 through March 31,
