Services, Inc. pursuant to which they shall provide transition planning  
services to students aged 14 and older who have intellectual and/or  
developmental disabilities, and their families, in both residential and  
community-based settings, for the period commencing retroactively on  
1/1/2026 - 12/31/2026, in an amount not to exceed $39,000.

Against Drugs, Inc. (“HHRAD”), pursuant to which they will provide before

113203 County Attorney - Request for Authorization to Settle the Federal  
Lawsuit of Clint Edwards v. County of Westchester, et al. by payment  
from the County of Westchester to counsel for Clint Edwards in an

Westchester County Procurement Policy and Procedures, to exempt from  
procurement an agreement with PruTech Solutions, Inc.  
113187 Planning / Information Technology - Second Amendment to Agreement  
with PruTech Solutions, Inc. to modernize the County’s Homeseeker  
Program in order to: (i) modify the scope of work to include maintenance  
and technical support services; (ii) increase the not-to-exceed amount by  
$93,700 for an aggregate not to exceed amount of $682,400; and (iii)  
extend the term thereof from 6/30/2026 to 12/31/2026.

Procurement Policy and Procedures, to exempt from procurement an  
agreement with the Housing Action Council Inc.  
113171 Planning - Enter into an agreement with the Housing Action Council, Inc.,  
pursuant to which they will provide technical assistance to not-for-profit  
organizations, municipalities and housing boards to develop fair &  
affordable housing developments and programs, in an amount not to  
exceed $138,689, for a term beginning 1/1/2026 - 12/31/2026.

113175 Planning - Authorizing an Amendment to the Agreement with the  
Peekskill Housing Authority to provide funding for Phase III of the  
rehabilitation of the Dunbar Heights Apartments in an amount not to  
exceed $200,000, to extend the expiration date from 3/2/2026 to  
6/30/2026.  
113184 Planning - Enter into an agreement with the Town of Lewisboro, pursuant  
to which the Town will purchase a new 11-passenger,  
handicap-accessible van to transport senior residents to programs,  
activities, and appointments for a term commencing 4/1/2026 - 8/31/2027,  
in an amount not to exceed $110,288 in Community Development Block  
Grant (CDBG) Program funds.  
10. 113188 Planning - Authorized to amend its agreement with the Housing Action  
Council, Inc. to provide marketing and property management services for  
certain properties approved for purchase by the County, to (i) increase  
the not-to-exceed amount of $2,952,934 by $100,000 for an aggregate  
not to exceed amount of $3,052,934, and (ii) retroactively extend the term  
of the agreement from 12/31/2025 to 12/31/2026.  
11. 113234 Planning - Enter into a subordination agreement with Luxury Mortgage  
Corp. pursuant to which, the County, in order to ensure the continued  
affordability and viability of the rehabilitation of the property located at 1  
Hale Hollow Road, Village of Croton on Hudson, will subordinate its rights  
under the County’s Mortgage to a new mortgage given by Luxury  
Mortgage Corp.  
Emergency Services - Enter into license agreements with certain fire  
and EMS agencies in Putnam County to permit use of the County trunk  
radio communication system in order to improve public safety  
communications and enhance fire mutual aid for the protection of life and  
property for a term to commence upon execution and continue for an  
indefinite period unless terminated by either party upon forty-eight hours  
written notice.  
Social Services - Pursuant to Section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with the Child Care Council of Westchester, Inc.  
14. 113205 Social Services - To (i) Enter into a Memorandum of Understanding with  
the New York State Office of Children and Family Services to receive a  
grant in the amount of $1,118,967 to provide registration activities for  
school-age child care providers and registered family day care providers,  
and to conduct investigations, oversee fingerprinting of care providers  
and their employees, and process complaints, for the period from  
1/1/2026 - 12/31/2026; and (ii) to enter into a separate agreement with  
the Child Care Council of Westchester, Inc. for the same period to  
perform the aforementioned services for an amount not to exceed  
$1,063,019.  
15. 113196 Senior Programs and Services - Enter into an agreement with  
Westchester Jewish Community Services, Inc. wherein the Contractor will  
provide “Livable Communities Regional Host” services, for a term  
commencing retroactively on 1/1/2026 and continuing through 12/31/2026  
for a total amount not-to-exceed $71,000.  
16. 113192 Health - Enter into an agreement with Birth from the Earth, Inc., pursuant  
to which they will provide the Maternal & Child Health Partnership Pilot  
Initiative Program to address and improve Black maternal and child health  
outcomes and reduce racial health inequities in the County, for the term  
commencing retroactively on 1/1/2026 - 12/31/2026 for an amount not to  
exceed $140,000.  
17. 113193 Health - Enter into an agreement with Children’s Health and Research  
Foundation Inc., pursuant to which they will provide the Maternal & Child  
Health Partnership Pilot Initiative Program to address and improve Black  
maternal and child health outcomes and reduce racial health inequities in  
the County, for a term commencing retroactively on 1/1/2026 -  
12/31/2026 for an amount not to exceed $140,000.  
Health - Amend a Resolution approved on 3/13/2025, which authorized  
the County of Westchester to Enter into Agreements with Approved  
Related Services Providers, Pursuant to Section 4410, Part 200 of the  
New York State Education Law, in order to add the approved Related  
Services Provider, Baker Speech Language Therapy, PLLC.  
19. 113222 Health - (i) enter into a three-party Lead Remediation Agreement with  
Diana Sorrentino, the Participant and Reset Renovation Partners, LLC,  
the Contractor, pursuant to which the Contractor will perform lead  
remediation services on Participant’s property located at 92 Main Street,  
Apt #1, Tarrytown, NY in accordance the New York State Leading in Lead  
Prevention Pilot Program for the period commencing upon execution of  
the agreement between all parties through 3/31/2027 in an amount  
not-to-exceed $40,000; and (ii) enter into a Local Program Administrator  
Agreement with the Participant, pursuant to which the County will provide  
an amount not-to-exceed $40,000 to assist the Participant with the direct  
costs of lead remediation to be performed on Participant’s property, as  
well as any eligible related costs, including tenant relocation costs, in  
exchange for which the Participant will execute a Declaration of Interest  
which will be secured as a recorded lien on the property.  
20. 113223 Health - (i) Enter into a three-party Lead Remediation Agreement with  
Coligni LLC, the Participant and Altavista Lead Improvement Inc., the  
Contractor, pursuant to which the Contractor will perform lead  
remediation services on Participant’s property located at 32 Coligni  
Avenue, Apt 218, New Rochelle, NY in accordance the New York State  
Leading in Lead Prevention Pilot Program for the period commencing  
upon execution of the agreement between all parties through 3/31/2027  
in an amount not-to-exceed $40,000; and (ii) enter into a Local Program  
Administrator Agreement with the Participant, pursuant to which the  
County will provide an amount not-to-exceed $40,000 to assist the  
Participant with the direct costs of lead remediation to be performed on  
Participant’s property, as well as any eligible related costs, including  
tenant relocation costs, in exchange for which the Participant will execute  
a Declaration of Interest which will be secured as a recorded lien on the  
property.  
Health - (i) enter into a three-party Lead Remediation Agreement with  
Gruko Realty LLC, the Participant and Lead Professionals, Inc., the  
Contractor, pursuant to which the Contractor will perform lead  
remediation services on Participant’s property located at 35 Garfield  
Street, Apts: 1E, 1W, 2W, 2E, 3W, 3E, Yonkers, NY in accordance the  
New York State Leading in Lead Prevention Pilot Program for the period  
upon execution of the agreement between all parties through 5/31/2027,  
in an amount not-to-exceed $80,000; and (ii) enter into a Local Program  
Administrator Agreement with the Participant, pursuant to which the  
County will provide an amount not-to-exceed $80,000 to assist the  
Participant with the direct costs of lead remediation to be performed on  
Participant’s property, as well as any eligible related costs, including  
tenant relocation costs, in exchange for which the Participant will execute  
a Declaration of Interest which will be secured as a recorded lien on the  
property.  
22. 113225 Health - (i) enter into a three-party Lead Remediation Agreement with  
Cache LLC, the Participant and Reset Renovation Partners, LLC, the  
Contractor, pursuant to which the Contractor will perform lead  
remediation services on Participant’s property located at 139 Oak Street,  
Apt. 3B, Yonkers, NY in accordance the New York State Leading in Lead  
Prevention Pilot Program for the period from upon execution of the  
agreement between all parties through 5/31/2027 in an amount  
not-to-exceed $40,000; and (ii) enter into a Local Program Administrator  
Agreement with the Participant, pursuant to which the County will provide  
an amount not-to-exceed $40,000 to assist the Participant with the direct  
costs of lead remediation to be performed on Participant’s property, as  
well as any eligible related costs, including tenant relocation costs, in  
exchange for which the Participant will execute a Declaration of Interest  
which will be secured as a recorded lien on the property.  
23. 113138 College -Contract No. WCC-24-955 with Mak Group, LLC for Roof  
Replacements, Phase V- Academic Arts, Science, & Library, Westchester  
Community College, Westchester County, New York. Acceptance of  
completed work and approval of Final Contract Amount of $2,365,562.61.  
24. 113182 College - Contract No. WCC-24-955, Generator Maintenance and  
Service, Westchester Community College, Westchester County, New  
York. Award to the Low Bidder, Northeast Generator, Inc., Bridgeport, CT,  
in the amount of $99,490. (4 Bids)  
25. 113216 Probation - Exercise the first option under agreement with Together for  
Youth, for services to provide and operate a non-secure juvenile  
detention site and program for up to four (4) youths, and thereby extend  
the term of the agreement by one (1) year for a term from 1/1/2026 -  
12/31/2026 and increase its authorized not-to-exceed amount by  
$863,791.  
26. 113238 Parks - Enter into a license agreement with Bronxville Scout Committee,  
Inc. whereby the County shall grant them a license to use and maintain a  
cabin and surrounding land in the County-owned Park known as Scout  
Field in Yonkers, NY for use by Westchester Scout groups, organizations  
and others, for a period of five (5) years commencing on 4/1/2026 thru  
3/31/2031 for an annual license fee of $8,400 with the County having the  
sole option to extend the agreement for an additional five (5) year period  
under the same terms and conditions.  
27. 113176 DPW/Transportation - Further amend Agreement No. 21-916, with  
TriState Planning Engineering & Land Surveying, P.C., an WBE firm, for  
Engineering Services in connection with the Rehabilitation of Tuckahoe  
Road, CR #36 & #59, City of Yonkers, New York, in order to:(i) expand  
the scope of services to provide for additional construction administration  
services associated with this project; and (ii) increase the not-to-exceed  
amount authorized thereunder by an additional amount not to exceed  
$2,089,860.95, for a total aggregate amount not-to-exceed  
$2,801,921.88.  
28. 113177 DPW/Transportation - Contract No. 21-510 with Laura Li Industries LLC  
(WBE) for Rehabilitation of Lincoln Avenue, C.R. No. 84, From the New  
Rochelle/Pelham Boarder Line to First Avenue, A Total Distance of  
Approximately 0.46 Miles, Village of Pelham, New York. Acceptance of  
completed work and approval of Final Contract Amount of $1,047,821.  
29. 113178 DPW/Transportation - Contract No. 26-205 for Environmental  
Remediation for Petroleum Based Products, Various County Facilities,  
Westchester County, New York. Advertise for Bids.  
30. 113179 DPW/Transportation - Contract No. 24-531 with Papitto Construction  
Co, Inc. (WBE) for Boardwalk Replacement and Trail Rehabilitation,  
Briarcliff- Peekskill Trailway, Town of Cortlandt, New York. Approval of  
Garrison Tree Service, Wallkill, NY as a subcontractor.  
31. 113197 DPW/Transportation - Contract No. 24-204 with Veganix Pest  
Management, Elmsford, NY for Service Contract for Pest Control, Various  
County Buildings, Westchester County, New York. Approval of Change  
Order No. 1 increasing the total contract amount by $175,000 for an  
aggregate total not to exceed amount of $777,400 due to the County  
requiring the services covered under the contract more frequently than  
anticipated.  
32. 113198 DPW/Transportation - Enter into an agreement with CC Vending,  
Incorporated, Mount Vernon, NY, pursuant to which the CC Vending will  
provide Countywide Vending Machine Service, Various Locations,  
Westchester County, New York for a five (5) year period starting on  
5/1/2026 through 4/30/2031 for a shared gross revenue percent of thirty  
eight and two tenths percent (38.2%) with the County having sole option  
to renew the Agreement for one (5) year renewal period under the same  
terms and conditions.  
33. 113199 DPW/Transportation - Enter into a Grant Agreement with the State of  
New York Department of Transportation for approximately $847,747 for  
Airport Capital Project A0118 - Runway 16/34 Rehabilitation at the  
Westchester County Airport and Airport Operating Budget Funded Project  
- Develop New Pavement Management Program (PMP)/Conduct  
Pavement Condition Assessment at Westchester County Airport (New  
York State Contract K007664).  
DPW/Transportation - Amend Agreement No. 23-906 with Hudson  
Valley Engineering Associates, P.C., d/b/a HVEA Engineers, an WBE  
and DBE firm, for Engineering Services in connection with the  
Rehabilitation of Central Park Avenue, CR #47-I/II/III/IV, City of Yonkers,  
New York, in order to (i) expand the scope of services to provide for  
construction administration services associated with this project; and (ii)  
increase the not-to-exceed amount authorized thereunder by an  
additional amount not to exceed $1,406,050 for a total aggregate amount  
not-to-exceed $2,577,720; and (iii) extend the term of the Agreement,  
from 12/31/2028 to 12/31/2029.  
DEF - Amend the Emergency Contract with NORTHEAST REMSCO  
CONSTRUCTION (Agreement # EF-2407) for Emergency Repairs to the  
Tarrytown Forcemain, Village of Tarrytown, Westchester County, New  
York in order to extend the termination date of the Agreement by one  
additional year to 7/7/2026.
