11279 9County Executive/Office of Tourism - To defend, indemnify, and hold

harmless publishers for advertising services in short form agreements, for

the period commencing on 1/1/26 - 12/31/26, as follows: “Each party

agrees to defend, indemnify, and hold the other party harmless from and

against any and all damages, liabilities, costs, and expenses (including

but not limited to attorney’s fees and costs) arising out of or relating to the

party’s breach of its obligations under this Agreement and any intellectual

property claims and violation of rights, including the personal proprietary

rights, related to the material provided by the party.”

Mr. Wishnie moved the Resolution, which was duly seconded and

unanimously approved.

11280 1County Executive/Office of Tourism - 1) Enter into an agreement with

the State of New York, acting by and through the New York State

Department of Economic Development, Empire State Development

Agency, to accept an I LOVE NY matching grant in the approximate

amount of $52,346 to be used to promote tourism in Westchester County,

for a term commencing on 1/1/26 - 12/31/26; and 2) Hudson Valley

Tourism, Inc., for the provision of various advertising and marketing

services to promote tourism in the Hudson Valley Region, for a term

commencing on 1/1/26 - 12/31/26, in a lump sum amount not to exceed

$17,661, subject to appropriations.

Mr. Wishnie moved the Resolution, which was duly seconded and

unanimously approved.

11281 3Human Resources - Enter into a license agreement with the City of

Yonkers, whereby the County will permit the City to use property located

at the County Fire Training Center, and equipment at the Training Center,

in Valhalla as designated by the County, for the City to administer its

Candidate Physical Ability Test (CPAT) for firefighter candidates; and in

consideration for the use of the property, the City shall pay the County

$1.00 annually and administer the CPAT at its own expense, for which

the term of the agreement shall be two (2) years to commence upon

execution and terminate two (2) years thereafter.

unanimously approved.

11280 4Information Technology - Enter into Grant Agreement No. IT-1841 with

New York State, acting by and through its Division of Homeland Security

and Emergency Services, (“DHSES”) in order to accept a grant awarded

to the County by DHSES under New York State’s FY2025 Next

Generation 911 (NG911) Grant Program, in the amount of $1,937,477, for

the period from 9/1/25 - 8/31/30, for eligible expenses.

unanimously approved.

11280 5Information Technology - Pursuant to Section 3(a)(xxi) of the

Westchester County Procurement Policy and Procedures, to exempt from

procurement an agreement with Xerox Corporation. (Agreement No.

IT-1843)

unanimously approved.

11280 6Information Technology - Enter into Agreement No. IT-1843 with Xerox

Corporation (“Xerox”), pursuant to which Xerox will lease to the County

color printing equipment and related equipment, and provide

maintenance for the Equipment, for a total amount not-to-exceed

$930,126, payable on specified terms, for the period from 9/1/25 -

8/31/30.

Mr. Wishnie moved the Resolution, which was duly seconded and

unanimously approved.

11284 5County Attorney - Settle the lawsuit of Shean Bennett against

Westchester County; Children’s Home of Poughkeepsie; and Does 1-10

by payment from the County of Westchester to Shean Bennett in an

amount not to exceed $149,999.99.

Mr. Wishnie moved the Resolution, which was duly seconded and

unanimously approved.

11281 7Planning - Amend an agreement with the Village of Mamaroneck,

pursuant to which the Village will perform Phases I and II of the

Mamaroneck Avenue Pedestrian Improvement Project, in order to

retroactively extend the term of the agreement from 11/30/25 - 12/31/26.

Mr. Wishnie moved the Resolution, which was duly seconded and

unanimously approved.

11282 2Planning - Amend the agreement with Human Development Services of

Westchester, Inc. (“HDSW”), funded through the Emergency Solutions

Grant Program, to provide homelessness prevention services to

income-eligible families and individuals, by extending the expiration date

from 12/31/25 to 3/31/26.

B. Lopez

Mr. Wishnie moved the Resolution, which was duly seconded and

unanimously approved.

10. 11279 2Social Services - Enter into an agreement with Harquin Graphics, Inc.

(“Harquin Graphics”), pursuant to which Harquin Graphics will serve as

One-Stop Operator for the Westchester-Putnam Career Center Network,

in accordance with the Workforce Innovation & Opportunity Act of 2014,

for the period commencing retroactively on 9/1/25 - 8/31/29, in an amount

not to exceed $82,000 per year, and a total aggregate amount not to

exceed $328,000 during the agreement term.

Mr. Wishnie moved the Resolution, which was duly seconded and

unanimously approved.

11. 11279 8Social Services - 1) Amend an agreement with Westchester Jewish

Community Services, Inc. (“WJCS”), pursuant to which WJCS agreed to

administer the Futures Without Violence: Child Welfare Domestic

Violence Co-Located & Collaborative Program by providing advocacy and

support services for child welfare-involved survivors of domestic violence,

educational preventative programming for child welfare-involved

teenagers and training workshops for Department staff, for a term

commencing on 9/1/25 - 12/31/25, in an amount not-to-exceed

$244,279.32, in order to, reduce the not to exceed amount specified for

the first option term by $58,627, from an amount not-to-exceed $732,838,

to an amount not-to-exceed $674,211; and 2) exercise the County’s first

one-year option, as amended, and thereby: (a) extend the term of the

agreement for an additional one (1) year period, commencing on 1/1/26 -

12/31/26, (b) increase the not-to-exceed amount authorized thereunder

by an additional amount not-to-exceed $674,211 to pay for Services

rendered during the first Option Term, for a total aggregate amount under

the agreement not-to-exceed $918,490.32, and (c) reflect the fact that the

County will have one (1) additional one (1) year option remaining.

unanimously approved.

12. 11283 6Senior Programs and Services - Enter into an agreement with

Westchester Public/Private Membership Fund for Aging Services, Inc.

(“WPPM”), pursuant to which WPPM will provide its Telehealth

Intervention Program for Seniors in accordance with the Community

Services for the Elderly Program, for a term commencing retroactively on

4/1/25 - 3/31/26, in an amount not to exceed $265,000 in state funds.

Mr. Wishnie moved the Resolution, which was duly seconded and

unanimously approved.

13. 11285 2Community Mental Health - 1) Amend the existing Grant Agreement No.

NY0488L2T042417 with the United States Department of Housing and

Urban Development (“HUD”), to accept a grant in the amount of

$13,836,013 under the HUD’s Continuum of Care Competition and

Noncompetitive Award of Youth Homeless Demonstration Program -

Rental Assistance Project, for a term from 3/1/25 - 2/28/26, in order to

extend the term thereof for an additional period commencing on 3/1/25 -

5/31/26; and 2) amend the original six (6) sub-recipient agreements with

the agencies listed, each for the period from 3/1/25 - 2/28/26, in order to

extend the term thereof for an additional period commencing on 3/1/26 -

5/31/26 and to modify the total not to exceed amounts set forth under

such agreements.

14. 11281 5DPW/Transportation - Contract No. 24-540 for Parking Structure

Infrastructure Improvements, Norwood E. Jackson Correctional Center,

Grasslands Campus, Valhalla, New York. Advertise for bids.

15. 11281 6DPW/Transportation - Contract No. 25-512 for Rehabilitation of

Westchester Avenue East Bridge over Mamaroneck River (BIN 3358540),

White Plains, New York. Advertise for bids.

unanimously approved.

16. 11283 9DPW/Transportation - Contract No. 26-200 for Boiler Cleaning and

Emergency Repairs, Central Heating Plant, Grasslands Campus,

Valhalla, New York. Advertise for bids.

unanimously approved.

17. 11284 1DPW/Transportation - Contract No. 16-500 with Mace Contracting

Corporation, New Rochelle, NY for Grit Handling Improvements, Yonkers

Joint Wastewater Treatment Plant, Yonkers, New York. Approval of

Change Order No. 4, in order to extend the contract date from 6/30/25 to

12/31/26, so that the Mace Contracting Corporation can complete the

work needed to upgrade the grit handling system at Yonkers Joint

Wastewater Treatment Plant.

unanimously approved.

18. 11284 2DPW/Transportation - Contract No. 23-509 with Yaboo Fence Co., Inc.,

for Fencing and Site Work, Hilltop Hanover Farm and Environmental

Center, Town of Yorktown, New York. Approval of Change Order No. 1 in

order to extend the completion date from 9/16/25 to 3/31/26.

unanimously approved.

DPW/Transportation - Contract No. 22-530 with Forge Signworks LLC,

for Signage and Wayfinding Improvements, Grasslands Campus,

Valhalla, New York. Acceptance of completed work and approval of Final

Contract Amount of $735,900.

Mr. Wishnie moved the Resolution, which was duly seconded and

unanimously approved.

20. 11284 4DPW/Transportation - Contract No. 25-211 for Emergency Roof

Flagpole Replacement and Building Repairs, Michaelian Office Building,

148 Martine Avenue, White Plains, New York. Award Emergency

Contract to Mace Contracting Corporation, a MBE firm, New Rochelle,

NY, in the amount of $229,243.96.

Mr. Wishnie moved the Resolution, which was duly seconded and

unanimously approved.

21. 11284 9DPW/Transportation - 1) Renew Contract No. 22-210 with Slade

Industries, Inc., Mountainside, NJ, to provide a Maintenance Service for

Elevators, Various Locations, Westchester County, New York and extend

the termination date of the agreement from 2/14/26 to 2/14/28; and 2)

increase the amount of the agreement by $1,995,760, from an amount of

$2,993,640, to a new amount not to exceed $4,989,400.

Mr. Wishnie moved the Resolution, which was duly seconded and

unanimously approved.

22. 11285 0DPW/Transportation - 1) Renew Contract No. 22-220 with ITG Larson

Inc., White Plains, NY to provide a Countywide Maintenance Service for

Access Control and CCTV Equipment, Various Locations, Westchester

County, New York and extend the termination date of the agreement from

6/30/26 to 6/30/28; and 2) increase the amount of the agreement by

$321,530, from an amount of $482,295, to a new amount not to exceed

$803,825.

unanimously approved.
