Mr. Jenkins said, “The Board of Acquisition and Contract permits in-person access to  
the meeting and virtually through Webex.  
For the record, has the Secretary gone to the reception area to invite any members of  
the public who wish to attend today’s meeting in person to come to this conference

Mr. Jenkins moved to receive and file the foregoing minutes and SEQR review,  
which were duly seconded and approved.

112399Probation - Enter into an agreement with the United States Marshals  
Service, United States Department of Justice (“USMS”), for the  
Westchester County Department of Probation to enter into an agreement  
with the U.S Marshals Service, U.S. Department of Justice (the “USMS”),  
pursuant to which the County, through its Department of Probation  
(“Probation”), will participate in the Fugitive Task Force for a period  
commencing upon execution and continuing indefinitely (the  
“Agreement”). USMS will pay for any overtime costs incurred by County  
employees while working on the task force cases.

112474County Executive/Office for Women - Amend a grant agreement with  
the New York State Office for the Prevention of Domestic Violence  
(“OPDV”), pursuant to which the County accepted a grant awarded to it  
by OPDV, funded through the Survivors Access Financial Empowerment  
(“SAFE”) Program, for an amount not to exceed $51,120.21, to enable  
the County to provide financial assistance to victims and survivors of  
domestic violence throughout Westchester, for a term commencing on  
1/1/25 - 12/31/25, by extending the term of the Grant Agreement by three  
(3) months, for a new termination date of 3/31/26.

112545Board of Legislators - Pursuant to Section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Granicus, LLC.

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously approved.  
112546Board of Legislators - Amend an agreement with Granicus, LLC to  
provide hardware and software to stream meetings for the Board of  
Legislators, for a term from 1/1/23 - 12/31/25, in order to add  
GovMeetings Live Cast to manage meetings from anywhere, 24/7  
streaming and an upgrade to 1080p streaming, for an amount not to  
exceed $15,831.89, for a total fee payable pursuant to the agreement  
and this amendment not to exceed $382,401.48.

112470Board of Elections - Enter into a grant agreement with the State of New  
York (NYS Contract No. C005336) to accept Election Grant funding in the  
amount of $41,439.94, payable on a reimbursement basis, for the term  
commencing on 4/1/25 - 3/31/26.

112381County Attorney - Enter into insurance agreements with New York  
Municipal Insurance Reciprocal for All Risk Property Insurance Policy and  
with National Fire Insurance Company of Hartford for Boiler/Machinery  
Insurance Policies, through the brokerage firm Brown & Brown of New  
York, Inc., each for the period from 1/1/26 - 1/1/27, in the total aggregate  
amount not-to-exceed $2,459,050.80.

Inc., pursuant to which Provider will provide catering services to the  
Department, for the period commencing retroactively 11/1/25 - 10/31/28,  
for a total amount not to exceed $30,000.

112517Emergency Services - Enter into an agreement with The Iron Tomato  
LLC, pursuant to which Provider will provide catering services to the  
Department, for the period commencing retroactively 10/1/25 - 9/30/28,  
for a total amount not to exceed $30,000.

112518Emergency Services - Enter into an agreement with Westchester  
Catering LLC, pursuant to which Provider will provide catering services to  
the Department, for the period commencing retroactively 10/1/25 -  
9/30/28, for a total amount not to exceed $60,000.

10. 112440Community Mental Health - Amend an agreement with Friends of  
Recovery Westchester Inc., for the provision of addiction and opioid use  
disorder services within identified service program priority areas which  
services include treatment, prevention, recovery, harm reduction and  
workforce issues and training, for the period 1/1/25 - 12/31/25, for an  
amount not to exceed $250,000, in order for the County to exercise the  
first of its two (2) options to extend the term thereof by one year,  
commencing on 1/1/26 - 12/31/26; and the County is authorized to  
increase the total not-to-exceed amount under the Agreement by  
$250,000, to a new total amount not-to-exceed $500,000.

11. 112460Community Mental Health - Amend nine agreements with the eight  
entities noted for the continued provision of addiction and opioid use  
disorder services including treatment, prevention, harm reduction and  
workforce issues, in order for the County to exercise the second and last  
option to extend the term of each agreement for one additional year,  
commencing on 1/1/26 - 12/31/26 and to increase the total aggregate  
not-to-exceed amount by $1,592,445, from a total aggregate  
not-to-exceed amount of $4,385,729, to a new total aggregate  
not-to-exceed amount of $5,978,174.

12. 112441Health - Enter into an agreement with Laboratory Corporation of America  
Holdings to provide various laboratory testing services for clinic patients  
of the WCDH’s Tuberculosis (“TB”) and Sexually Transmitted Infections  
(“STIs”) programs, for the period from 12/1/25 - 11/30/30, in the total  
not-to-exceed amount of $400,000, payable per the test rates in Schedule  
A.

13. 112414Probation - Enter into a grant agreement with the New York State Office  
of Children and Family Services (“OCFS”), to accept grant funds in an  
amount not to exceed $1,293,672 under the OCFS’s Supervision and  
Treatment Services for Juveniles Program (“STSJP”), to be used for the  
development and provision of programs that meet the needs of local  
youth at risk of entering, or are involved in, their juvenile justice system,  
for a term commencing retroactively on 10/1/25 - 9/30/26.

14. 112443Probation - Enter into an agreement with Alan T. Schramm, Ph.D.,  
B.C.F.E., C.C.H.P., pursuant to which Alan T. Schramm, Ph.D., B.C.F.E.,  
C.C.H.P., will provide court ordered diagnostic clinical risk assessments in  
connection with post-dispositional Article 7 PINS and Article 3 Juvenile  
Delinquency cases, for a term commencing on 1/1/26 - 12/31/26, for an  
amount not-to-exceed $322,000.

15. 112511Probation - Enter into a permit agreement with the New York State  
Unified Court System for the County of Westchester to use the New York  
State’s Ninth Judicial District court facilities to provide Treatment Group  
sessions to its probationers and obtain the services of one Court  
supervisor and two Court officers, outside of regular business hours, for a  
term commencing on 1/1/26 - 12/31/26, for an amount not to exceed  
$125,000 and to indemnify and hold harmless the New York State Unified  
Court System.

Mount Vernon, NY, as a subcontractor.

20. 112499DPW/Transportation - Consent to the assignment of Contract No.  
19-926, for engineering services in connection with the Replacement of

River (BIN 3348719), Village of Scarsdale, New York, from Lockwood,  
Kessler & Bartlett, Inc., One Aerial Way, Syosset, New York 11791, to  
LKB Engineering PLLC, One Aerial Way, Syosset , New York 11791,  
effective upon execution of the assignment by all parties and approval of  
same by the Office of the County Attorney.

25. 112492DEF - Enter into an agreement with Frederick M. Sullivan, Esq., for the  
provision of administrative hearing officer services on behalf of the  
County of Westchester Department of Environmental Facilities,  
Wastewater & Water Division, for a term from 12/1/25 - 11/30/28, for a  
total aggregate not-to-exceed amount of $35,000.

unanimously approved.
