County Procurement Policy and Procedures, to exempt from procurement  
an agreement with the New York Committee for Occupational Safety and  
Health, Inc.

unanimously approved.  
111087Board of Legislators - Enter into an agreement with the New York  
Committee for Occupational Safety and Health, Inc. (“NYCOSH”),  
pursuant to which NYCOSH will educate nail salon owners on New York  
State law concerning, including how to comply with, both ventilation  
requirements and worker rights notification obligations in Westchester  
County, for a term commencing 1/1/25 - 12/31/25, for an amount not to  
exceed $50,000.

unanimously approved.

111088Board of Legislators - Enter into an agreement with Pelham Pact  
Coalition, Inc. d/b/a Pelham Together (“PPC”), pursuant to which PPC  
shall provide various youth programming, including a youth council, youth  
summer internships, youth run entrepreneurial projects, youth therapy  
and other events designed to support the physical, social and mental  
wellbeing of youth residents of Pelham, for a term commencing  
retroactively on 1/1/25 - 12/31/25, in an amount not to exceed $41,200.

111089Board of Legislators - Enter into an agreement with National Trust for  
Historic Preservation in the United States d/b/a Lyndhurst (“Lyndhurst”),  
pursuant to which Lyndhurst will provide a free and open to the public  
Pollinator Pathway & Native Landscape Experience including a new  
outdoor native garden which will be a family-friendly living art exhibition  
that celebrates native plants and pollinators to be located at the newly  
restored Overtlook platform, in an amount not to exceed $41,200, for the  
period commencing retroactively on 1/1/25 - 12/31/25.

111132Board of Legislators - Enter into a permit agreement with the Village of  
Irvington for use of the Irvington Town Hall Theater on Tuesday, June 3,  
2025, between the hours of 6:00 P.M. and 10:00 P.M., to hold a public  
listening session, and to agree to hold harmless and indemnify the Village  
in connection therewith and at no cost to the County for the Permit.

111126Information Technology / Emergency Services - Enter into Agreement  
No. IT-1829 with Eastlink Communications LLC, for the right to be  
licensed (“Spectrum Right”) by the Federal Communications Commission  
(“FCC”) with respect to the use and operation of eight (8) transmit/receive  
radio frequency pairs, with Eastlink concurrence, for a not to exceed  
amount of $3,600,000.

111081County Attorney - 1) Amend an agreement with RSC Insurance  
Brokerage, Inc. d/b/a Risk Strategies Company for the provision of safety  
training and compliance services on an “as-needed” basis, in order to:  
Increase the not-to-exceed amount for each option period from $50,000  
to $100,000; and 2) exercise the first of its two renewal options to extend  
the term of the agreement from 7/1/25 - 6/30/26, in an amount not to  
exceed $100,000.

111085Social Services / Information Technology - Amend an agreement with  
New York State Industries for the Disabled, Inc. (“NYSID”), pursuant to  
which NYSID was to provide document scanning and indexing services  
for the Department of Social Services, for the period from 9/16/20 -  
9/15/23 (the “Initial Term”), the period from 9/16/23 - 9/15/24 (the “First  
Option Term”), and the period from 9/16/24 - 9/15/25 (the “Second Option  
Term”), for an initial amount not-to-exceed $2,242,500 for the Initial Term,  
an initial amount not-to-exceed $812,500 for the First Option Term, and  
an initial amount not-to-exceed $845,000 for the Second Option Term, by  
increasing the amount by $62,000, to a new total amount not-to-exceed  
$874,500, the not-to-exceed amount for the First Option Term.

10. 111103Health - 1) Enter into a three-party Lead Remediation Agreement with 86  
Ash St LLC, the Participant and Altavista Lead Improvement, Inc., the  
Contractor, pursuant to which the Contractor will perform lead  
remediation services on Participant’s properties located at 86 Ash Street,  
Unit(s) 1E, 2W, & 3E, Yonkers, New York 10701 in accordance the New  
York State Leading in Lead Prevention Pilot Program, for the period upon  
execution of the agreement between all parties through March 31st,  
2026, in an amount not-to-exceed $120,000; and 2) enter into a Local  
Program Administrator Agreement with the Participant, pursuant to which  
the County will provide an amount not-to-exceed $120,000 to assist the  
Participant with the direct costs of lead remediation to be performed on  
Participant’s property, as well as any eligible related costs, including  
tenant relocation costs, in exchange for which the Participant will execute  
a Declaration of Interest which will be secured as a recorded lien on the  
property, for which the term of the LPA will commence upon execution of  
the LPA by both parties and will continue for a period of five (5) years  
thereafter, or until the term of the DOI expires, whichever is later.

11. 111082Parks - Enter into an agreement with Yellow Dog Software LLC to  
provide point-of-sale software, maintenance support and hosting services,  
for a term from 5/1/25 - 4/30/26, for an amount of $332 monthly, and  
including an indemnification provision, as listed.

unanimously approved.  
12. 111012Public Safety - Enter into a space permit with Signature Flight Support,  
LLC d/b/a Signature Aviation for the use of a portion of Hangar C-2, Bay  
1 at Westchester County Airport to accommodate the Department of  
Public Safety Aviation Unit, for a term from 6/1/25 - 5/31/30 for which the  
permitted premises shall be comprised of approximately 1,320 square  
feet of office space and approximately 1,100 square feet of hangar space  
for administrative offices, training and storage of two (2) helicopters and  
under the Permit, for the first year the County shall pay annual rent of  
$115,543.20, payable in equal monthly installments of $9,628.60 with the  
County to also pay a Common Area Maintenance fee of $9,243.48  
annually in equal monthly payments of $770.29 . The Permit may be  
terminated by either party upon 30 days’ notice.

13. 111051Probation - Amend an agreement with Alan T. Schramm, Ph.D.,  
B.C.F.E., C.C.H.P., for the provision of court ordered diagnostic clinical  
risk assessments in connection with post-dispositional Article 7 PINS and  
Article 3 Juvenile Delinquency cases, for a term commencing on 5/15/24 -  
5/14/25, in an amount not-to-exceed $95,000, in order to 1) extend the  
term thereof from 5/14/25 - 12/31/25; and 2) increase the amount by an  
additional $190,000, to an amount not-to-exceed $285,000.

Mount Vernon, NY, for Roadway Milling, Resurfacing and Additional  
Improvements, Croton Point Avenue (C.R. #7A), Brook Street/ Harney  
Road (C.R. #2) and North State Road (C.R. #154), a Total Distance of  
1.16 Miles, Village of Croton-on-Hudson, and Towns of Eastchester and  
New Castle, New York. Acceptance of completed work and approval of  
Final Contract Amount of $1,807,000.

18. 111057DPW/Transportation - 1) Renew the one (1) year Contract No. 23-212  
with New York State Industries for the Disabled, Inc. (“NYSID”) to provide  
a provide janitorial services for the second floor of the facility at 10 County  
Center Road in White Plains and extend the termination date of the  
agreement from 12/31/24 - 12/31/25; and 2) increase the amount by  
$140,934, from an amount of $172,746.44, to a new amount not to  
exceed $313,680.44.

Approximately 1.76 Miles, City of Rye, New York. Approval of Change  
Order No. 1 to extend the term of Contract No. 20-512 through 5/1/26.

of the nine (9) listed subcontractors.

27. 111075DPW/Transportation - Enter into an agreement with New York State  
Industries for the Disabled, Inc. (“NYSID”), pursuant to which NYSID will  
provide janitorial services for the facility at 450 Saw Mill River Road in  
Ardsley, New York, for the period from 4/1/25 - 3/31/30, for a total amount  
not-to-exceed $533,619.11 and comprised of an amount not-to-exceed  
$518,060.59 based on current pricing, as approved by the New York  
State Office of General Services, with an additional authorized spending  
amount not-to-exceed $15,558.52, for future increases in prevailing wage  
rates.

29. 111095DPW/Transportation - Enter into Agreement No. 25-913 with Hazen and  
Sawyer / Savin Engineers, P.C., Joint Venture, an MBE firm, White  
Plains, NY, for engineering services associated with Alternate Water  
Supply and Kensico-Bronx Pipeline Improvements, County Water District  
#1, Westchester County, New York. The Consultant shall provide design  
services associated with this project, for a total compensation of  
$15,488,578 and the agreement shall commence upon the Consultant's  
receipt of written notice from the Commissioner of the Department or his  
designee and that the completion date shall be 12/31/30. Approval of the  
six (6) subconsultants.
