112795County Executive - Enter into an agreement with Unique Affairs at the  
Davenport Club Corp., for the provision of providing catering services,  
food delivery and special event services, for a term commencing  
retroactively on 1/1/26 - 12/31/26, for an amount not to exceed $75,000.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
112782County Executive / Administrator, Independent Office of Assigned  
Counsel - Enter into a Memorandum of Agreement (“MOA”) with the  
Office of the Administrative Judge, Ninth Judicial District, a component of  
the New York State Unified Court System (“NYSUCS”), pursuant to which  
NYSUCS will grant the County a limited license for IOAC to use and  
occupy space located on the first floor in the Annex of the Westchester  
County Courthouse, known as the “Access to Justice Center”, for use by  
attorneys on the 18-B panel and related service providers for a variety of  
purposes, such as to meet with clients, to sign on for virtual appearances  
around the County, or to work in a quiet space in between court  
appearances, etc., for a term commencing upon execution of the MOA by  
both parties and continuing indefinitely unless terminated by either party  
on prior written notice to the other party, at no cost to the County.

112802County Executive/Youth Bureau - Enter into an agreement with Cheryl  
Brannan d/b/a Brannan Solutions Group, for the provision of consulting  
services including coordinating a medical technology and financial literacy  
conference for 7th to 12th grade students in Westchester County and  
providing a report with research and data analysis showing strategies and  
programs the youth bureau can support to combat black adolescent  
detention admissions within Westchester County, for a term commencing  
on 1/1/26 - 12/31/26, payable at the rate of $125.00 per hour for an  
amount not to exceed $60,000.

112803Information Technology - Amend License Agreement No. IT-781 with  
Cablevision Lightpath LLC, pursuant to which Lightpath installed and has  
maintained a telecommunications “hut” on the Grasslands campus, in  
order to deliver various telecommunications services to Grasslands, for a  
term commencing on 6/1/00 - 12/31/25, by extending its term by five (5)  
years, to a new termination date of 12/31/30, in order to allow Lightpath to  
continue to have the Hut be located and maintained at Grasslands, at no  
cost to the County.

112797Information Technology / Public Safety - Amend Agreement No.  
IT-1686 with Intergraph Corporation, d/b/a Hexagon Safety &  
Infrastructure, pursuant to which Intergraph is to provide the County with  
services regarding the installation, implementation and project  
management of a new web-based OnCall Dispatch System, which  
includes essential integration services related to Geographic Information  
Systems (GIS) functionality within the system, for a term of two (2) years,  
commencing upon the date the Agreement is executed by both parties,  
for a total aggregate amount not-to-exceed $1,052,140.50, in order to (i)  
relinquish certain OnCall Dispatch - Customer Rules Engine Client -  
software licenses (IPS1231/Backup IPS1246BCK and IPS1246TST) and  
replace them with certain OnCall Dispatch - Customer Rules Engine -  
Mobile software licenses (IPS1246/Backup IPS1246BCK and  
IPS1246TST), at no additional cost to the County; and (ii) extend the  
term of the agreement by ten (10) months, commencing retroactively on  
9/14/25 - 7/31/26.

112788County Attorney - Enter into an outside counsel agreement with the law  
firm of Broadfield US LLP, pursuant to which Broadfield US LLP will serve  
in an “of counsel” capacity to the County Attorney, as needed, in  
connection with the following two matters: (i) a claim asserted by the  
United States Environmental Protection Agency for response costs  
incurred while investigating contamination levels on real property located  
at 105 Kisco Avenue in the Village of Mount Kisco; and (ii) legal issues  
relating to the portion of the County Trunk Sanitary Sewer System located  
on real property currently owned by ARCO Environmental Remediation  
LLC on River Street in the Village of Hastings-on-Hudson, subject to  
adoption by the Westchester County Board of Legislators of an Act  
authorizing the outside counsel agreement and in consideration for  
services rendered, the County shall pay the Firm a total amount not to  
exceed $20,000, payable at various hourly rates for various personnel, for  
a term commencing retroactive to 9/11/25 and continuing until the  
Environmental Matters are fully resolved.

112811County Attorney - Enter into an agreement for the provision of legal  
services for indigent persons and certain grant advances for services  
provided and entitled to counsel pursuant to Article 722 of the New York  
County Law with The Legal Aid Society of Westchester County, for the  
period commencing retroactively on 1/1/26 - 12/31/26, in a total  
aggregate amount not to exceed $18,535,589.

112683Social Services - Enter into an agreement, known as DSS6034-26, with  
The Children’s Village, pursuant to which The Children’s Village will  
provide its marketing, recruitment, and training program for prospective  
and/or identified foster/adoptive parents, in accordance with the New York  
Social Services Law, for the period of 1/1/26 -12/31/27, in an amount not  
to exceed $1,187,336, under the listed terms and conditions.

112745Social Services - Amend each of four (4) agreements, pursuant to each  
of which a contractor was to provide an emergency housing assistance  
program, and, therefore, 1.) extend the term of each agreement by one  
(1) year, to a new termination date of 12/31/26; 2.) increase the  
not-to-exceed amount of each agreement by varying amounts, for a total  
aggregate not-to-exceed increase of $8,533,433, in order to pay for  
services during the third option term; and 3.) reflect the fact that the  
County will have one (1) remaining one (1) year option.

10. 112759Health - Enter into agreements with SPCA of Westchester, Inc. and Violi  
Veterinary Care PLLC d/b/a Stamen Animal Hospital, pursuant to which  
the Contractors will provide free pet rabies vaccination clinics for  
Westchester County residents, for a term commencing on 1/1/26 -  
12/31/28, for an aggregate amount not to exceed $25,000 per year, for a  
total aggregate amount not to exceed $75,000.

11. 112776Health - Enter into agreements with various Hospital Providers (as set  
forth in the listed Schedule “A”), to provide TB clinic patient chest X-rays  
and other radiological tests and interpretations as needed, for the period  
from 3/1/26 - 2/28/27, in the total aggregate not-to-exceed amount of  
$25,000 and to authorize Westchester County to indemnify the Hospital  
Providers pursuant to the agreements.

12. 112833Health - 1) Enter into a three-party Lead Remediation Agreement with  
359 Warburton LLC, the Participant and Lead Professionals, Inc., the  
Contractor, pursuant to which the Contractor will perform lead  
remediation services on Participant’s property located at 359 Warburton  
Avenue, Apt. 1R, Yonkers, New York 10701 in accordance the New York  
State Leading in Lead Prevention Pilot Program, for the period from upon  
execution of the agreement between all parties through May 31st, 2026 in  
an amount not-to-exceed $40,000; and 2) enter into a Local Program  
Administrator Agreement with the Participant, pursuant to which the  
County will provide an amount not-to-exceed $40,000 to assist the  
Participant with the direct costs of lead remediation to be performed on  
Participant’s property, as well as any eligible related costs, including  
tenant relocation costs, in exchange for which the Participant will execute  
a Declaration of Interest which will be secured as a recorded lien on the  
property.

13. 112835Health - 1) Enter into a three-party Lead Remediation Agreement with the  
Contractor, Exclusive Testing Labs Inc. and the Participant, 26 Rollins  
Properties LLC, pursuant to which the Contractor will perform lead  
remediation services on Participant’s property located at 26 Rollins  
Street, Apt. 1W, Yonkers, New York 10705 in accordance the New York  
State Leading in Lead Prevention Pilot Program for the period from upon  
execution of the agreement between all parties through May 31st, 2026 in  
an amount not-to-exceed $50,000; and 2) enter into a Local Program  
Administrator Agreement with the Participant, pursuant to which the  
County will provide an amount not-to-exceed $50,000 to assist the  
Participant with the direct costs of lead remediation to be performed on  
Participant’s property, as well as any eligible related costs, including  
tenant relocation costs, in exchange for which the Participant will execute  
a Declaration of Interest which will be secured as a recorded lien on the  
property.

remediation services on Participant’s property located at 48 West 1st  
Street, Apt #5, Mount Vernon, New York 10550 in accordance the New  
York State Leading in Lead Prevention Pilot Program, for the period from  
upon execution of the agreement between all parties through May 31st,  
2026 in an amount not-to-exceed $40,000; and 2) enter into a Local  
Program Administrator Agreement with the Participant, pursuant to which  
the County will provide an amount not-to-exceed $40,000 to assist the  
Participant with the direct costs of lead remediation to be performed on  
Participant’s property, as well as any eligible related costs, including  
tenant relocation costs, in exchange for which the Participant will execute  
a Declaration of Interest which will be secured as a recorded lien on the  
property.

Holdings LLC dba Encore Fire Protection, Pawtucket, RI, in the amount of

for Replacement of Quaker Bridge Road Bridge over Croton River (BIN  
3348560) Town of Cortlandt and Village of Croton-on-Hudson, New York.  
Approval of E-Gill Rebar, LLC (WBE), Hopewell Junction, NY and Munoz  
Engineering & Land Surveying, DPC dba Munoz Engineering P.C. New  
York, NY, as subcontractors.

18. 112731DPW/Transportation / County Executive/Ctywide Admin Svc - Enter  
into License Agreement No. WCA 25011 with MetroPCS New York LLC,  
an affiliate or subsidiary of T-Mobile, for the continued operation by  
MetroPCS of its existing equipment and antennas at the County’s radio  
communication site facilities known as “Hangar A” at the Westchester  
County Airport, for a five (5) year term commencing retroactively on  
1/1/24 (the “Commencement Date”) and expiring on 12/31/28, for an  
annual fee in the first year of $95,721.12, under the listed terms and  
conditions.

21. 112772DPW/Transportation - Enter into a license agreement with SSP America  
Westchester County Airport, LLC to operate the Post-TSA Concession  
Area at Westchester County Airport, beginning upon notice from the  
County and continuing for five years thereafter, with the County’s option  
to renew the license for up to five additional one-year terms, for a total  
amount of $870,665.

22. 112773DPW/Transportation - Enter into License Agreement No. WCA 26002  
with CoCo News of Westchester County Airport Inc., to operate the  
Pre-TSA Grab-and-Go and Newsstand concessions at Westchester  
County Airport, for the term from 2/1/26 - 1/31/31, with the County’s  
option to renew the license for up to five additional one-year terms, for a  
total amount of $318,915.

23. 112774DPW/Transportation - Enter into License Agreement No. WCA 26003  
with Airport Mart Inc., to operate the 2nd Floor Restaurant and Bar at  
Westchester County Airport beginning upon the surrender of the  
Post-TSA Concession Area and continuing for five years thereafter, with  
the County’s option to renew the license for up to five additional one-year  
terms, for a total amount of $1,403,230.

24. 112740DPW/Transportation - Amend Agreement No. 24-915 with OLA  
Consulting Engineers, P.C., Hawthorne, NY, be amended to provide for  
additional mechanical engineering services for the New Maintenance and  
Storage Building Complex at the Mohansic Golf Course, Yorktown  
Heights, New York. The Consultant shall provide additional design  
services associated with this project, and for the additional services  
rendered, the Consultant shall be paid a fee of $2,000, increasing the  
total maximum fee to $92,250.

25. 112777DPW/Transportation - Enter into Agreement No. 26-901 with the firm of  
Dattner Architects D.P.C. , an WBE firm, New York, NY, for architectural  
and engineering services for the Sprain Ridge Pool Bathhouse  
Replacement, Sprain Ridge Park, Yonkers, New York. The Consultant  
shall provide design services associated with this project and for services  
rendered in accordance with the Consultant’s proposal, a total  
compensation of $1,280,643 shall be provided, for which the agreement  
shall commence upon the Consultant's receipt of written notice from the  
Commissioner of the Department or his designee and that the completion  
date shall be 12/31/31. Approval of the seven (7) subconsultants.

Service Company, Inc., Yonkers, NY, in the amount of $455,834.12. (2  
bids)

28. 112790DPW/Transportation - Enter into Agreement No. 26-902 with the firm of  
Gannett Fleming Engineers and Architects, P.C., New York, NY, in  
connection with architectural and engineering services for Saxon Woods  
Pool Complex Rehabilitation, Saxon Woods Park, White Plains, New  
York. The Consultant shall provide preliminary design services associated  
with this project and for services rendered in accordance with the  
Consultant’s proposal, a total compensation of $831,675 shall be  
provided for which the agreement shall commence upon the Consultant's  
receipt of written notice from the Commissioner of Public Works and  
Transportation or his designee and that the completion date shall be  
12/31/31. Approval of the six (6) subconsultants.

Technology, Inc., for Infrastructure Improvements Lasdon Park and

Inc., Mt. Kisco, NY and Fred A. Cook, Jr., Inc., Montrose, NY, as  
subcontractors.
