Mr. Wishnie said, “The Board of Acquisition and Contract permits in-person access to  
the meeting and virtually through Webex.  
For the record, has the Secretary gone to the reception area to invite any members of  
the public who wish to attend today’s meeting in person to come to this conference  
room?”

Mr. Wishnie moved to receive and file the foregoing minutes and SEQR review,  
which were duly seconded and approved.

112340County Executive/Youth Bureau -1) Enter into an agreement with the  
New York State Office of Children & Family Services (OCFS) to accept  
funds in the total aggregate amount of $2,472,934, for the County to  
provide a variety of youth services programs in Westchester County,  
under the following state programs: (i) Youth Development Programming,  
(ii) Runaway and Homeless Youth Act, (iii) Youth Sports and Education  
Opportunity Funding, and (iv) Youth Team Sports program, for a term  
commencing on 10/1/25 - 9/30/26; 2) enter into an agreement with The  
Children’s Village, Inc., for the purpose of operating the following  
programs: (i) the Sanctuary Program, under the OCFS’ Runaway and  
Homeless Youth Act program, to provide crisis shelter services to  
runaway and homeless youth; and (ii) the Life’s Bridge’s program, a  
transitional independent living program for youth ages 17 through 21, for  
a total amount not to exceed $240,657, comprised of $185,121 in OCFS  
funds and $55,536 in County matching funds, pursuant to an approved  
budget, for a term commencing on 10/1/25 - 9/30/26.

unanimously approved.

112304County Executive/Office of Tourism - Amend an agreement with Kleer  
Creative, Inc. (“Kleer”), pursuant to which Kleer will provide additional  
multimedia marketing and website content development, including  
creating and developing a new comprehensive special web section on  
with the 250th anniversary of the Revolutionary War in the region. The  
term will remain from 3/15/25 - 12/31/26, in order to increase the  
not-to-exceed amount by $10,500, for a total aggregate amount not to  
exceed $127,500.

unanimously approved.

112323County Executive/Office of Tourism - Amend an agreement with  
Events By Chereese, Inc., d/b/a Events to Remember (“Events”),  
pursuant to which Events provides special event planning and  
management services for two major outdoor events planned by the  
County to commemorate the 250th Anniversary of the Revolutionary War,  
for a term from 3/15/25 - 12/31/26. In order to increase the not-to-exceed  
amount by $5,349.88, from $206,200, to a new total aggregate  
not-to-exceed amount of $211,549.88, to pay for additional services.

unanimously approved.

112392County Executive / Board of Legislators - Enter into an agreement with  
Westchester Community Opportunity Program, Inc. (“WestCOP”), for a  
period from 1/1/25 - 12/31/25, to implement the following programs, in the  
individual not-to-exceed amounts, as follows: Program Name - Contract  
Amount Career Training - $66,197, Foster Grandparents - $6,616, VFW -  
$66,121 and Weatherization - $9,079.

unanimously approved.

112390Board of Legislators - Enter into an agreement with the Westchester  
Children’s Museum, pursuant to which the Westchester Children’s  
Museum will provide STEAM programming to children, families and  
schools located in the Northern Westchester County region as part its  
programming initiative entitled ‘River North’, for a term commencing  
retroactively on 1/1/25 - 12/31/25, for an amount not-to-exceed $50,000.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.

112387Information Technology - Enter into a license agreement with Pace  
University, for the use of space in the Kessel Student Center, and  
associated costs, for the purpose of a conducting a cybersecurity  
awareness/capabilities training workshop for County non-technical staff,  
on 12/4/25, with set up on 12/3/25, for an amount not to exceed $8,000.  
which will include the use of the space, catering, educational media  
equipment and other costs associated with the training workshop.

112349County Attorney - Pursuant to Section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with New York City Bar Association.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
112351County Attorney - Enter into an agreement with the New York City Bar  
Association, pursuant to which City Bar will provide continuing legal  
education programming, for a term commencing 1/14/26 - 1/31/27, in an  
amount not to exceed $13,000.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.

112404Planning - Enter into an agreement with the City of Peekskill, pursuant to  
which the City will replace outdated hydrants and valves in low-and  
moderate-income neighborhoods in Peekskill, for a term commencing on  
8/15/25 - 8/14/26, and in return for performing said services, the County  
shall pay the City an amount not-to-exceed $200,000 in Community  
Development Block Grant (CDBG) Program funding.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
10. 112248Social Services - Enter into a grant agreement with the New York State  
Department of Labor in the amount of $250,000, for the period  
commencing retroactively from 12/1/23 - 3/31/26, under the Renewable  
Energy Training Initiative (“RETI”).

unanimously approved.  
11. 112345Community Mental Health - Pursuant to Section 3(a)(xxi) of the  
Westchester County Procurement Policy and Procedures, to exempt from  
procurement a “short-form” agreement with Research Foundation for  
Mental Hygiene, Inc., for the provision of learning collaborative and  
training services in connection with certain Opioid funded programs, for a  
term from 1/1/26 - 12/31/26, in an amount not-to-exceed $22,623.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
12. 112337Health - Enter into an agreement with Eddy Messenger Service Inc., to  
provide scheduled pickup of laboratory specimens from the County’s  
WCDH Clinics and delivery to the County’s Department of Laboratories  
and Research (“County L&R”) for analysis, scheduled pickup and delivery  
of file records boxes as well as unscheduled messenger services as  
needed, (hereinafter, the “Work”), for the period from 1/1/25 - 12/31/28, in  
the amount not-to-exceed $66,000, to be paid at the reimbursement rates  
as specified in Schedule “A”.

unanimously approved.  
13. 112379Labs and Research - Amend an agreement with HumanEdge, Inc.  
(“HumanEdge”), pursuant to which HumanEdge agreed to provide  
temporary laboratory technicians/professionals to the County, for services  
to be performed for the County’s Department of Laboratories and  
Research, for the period from 1/1/24 - 12/31/24, with the County having  
the option, in its sole discretion, to extend the term of the agreement for  
up to four (4) additional one (1) year periods, on the same terms as the  
Initial Term, in order to extend the term of the agreement for the period,  
from 1/1/26 - 12/31/26 and in consideration for Services rendered during  
the Second Option Term, HumanEdge will be paid a total amount not to  
exceed $273,000, in accordance with the applicable hourly rates set forth  
in Schedule “B”.

14. 112380Public Safety - Enter into an agreement with Student Assistance  
Services Corporation (“SAS”), pursuant to which SAS will provide the  
educational program Reduce Our Adolescents’ Drinking, Drugging and  
Driving, the Westchester Youth Task Force and other related programs  
and services in selected high schools throughout Westchester County, for  
a term commencing on 1/1/26 - 12/31/26, for an amount not to exceed  
$400,000.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
15. 112365DPW/Transportation - Enter into a Non-Disclosure Agreement  
(Agreement No. DOTCAP-5987BPS) with New Flyer of America, Inc.,  
related to the procurement of transit buses and that the agreement shall  
be for a term of five years, commencing upon execution.

unanimously approved.  
DPW/Transportation - Contract No. 23-526 with More Roofing Inc., for  
Roof Replacement, Westchester County Center, 198 Central Avenue,  
White Plains, New York. Approval of Adler Industrial Services, Newark,  
NJ and Twin Forks Insulation, Inc., Wading River, NY, as  
subcontractors.

Mr. Wishnie moved the Resolution, which was duly seconded and  
unanimously approved.  
17. 112359DPW/Transportation - Enter into Agreement No. 24-924 with the firm of  
Macan Deve Engineers, D.P.C., White Plains, NY, for a Domestic Water  
Isolation Valve Installation, Richard J. Daronco Westchester County  
Courthouse, White Plains, New York. The Consultant shall provide design  
services associated with this project, for a total compensation of  
$133,608 and the agreement shall commence upon the Consultant's  
receipt of written notice from the Commissioner of the Department or his  
designee and that the completion date shall be 12/31/30.

unanimously approved.  
18. 112360DPW/Transportation - Enter into Agreement No. 25-928 with the firm of  
WSP USA Inc., Valhalla, NY 10595, for engineering services associated  
with Fuel Farm Improvements, Westchester County Airport, Towns of  
Harrison and North Castle, and Village of Rye Brook, New York. The  
Consultant shall provide design and construction administration services  
associated with this project, for a total compensation of $800,000 and the  
agreement shall commence upon the Consultant's receipt of written  
notice from the Commissioner of the Department or his designee and that  
the completion date shall be 12/31/30. Approval of Argus Consulting Inc.,  
Garden City, NY and Hirani Engineering & Land Surveying, P.C., an MBE  
firm, Hicksville, NY, as subconsultants.

unanimously approved.  
19. 112363DPW/Transportation - Contract No. 19-502 with West-Fair Electric  
Contractors, Inc., for New Switchgear Facility, Playland Park, Rye, New  
York. Approval of Change Order No. 3, by extending the completion date  
from 9/30/25 to 6/30/26.

unanimously approved.  
20. 112364DPW/Transportation - Contract No. 22-523 with Mace Contracting  
Corporation for Infrastructure Rehabilitation - Phase 3, Playland Park,  
Rye, New York, in the amount not to exceed of $8,405,000. Approval of  
Change Order No. 1 by increasing the total contract amount to  
$30,762,000 and extending the completion date from 10/28/26 to  
12/31/26.

unanimously approved.  
21. 112366DPW/Transportation - Contract No. 23-532-Rev., with Joe Lombardo  
Plumbing & Heating of Rockland, Inc., for Terminal Building HVAC-1 and  
HVAC-2 Upgrades, Westchester County Airport, Towns of Harrison and  
North Castle and Village of Rye Brook, New York. Approval of Structural  
Contracting Services, Inc., Masonry Removal,/Replacement, Mount  
Vernon , NY, as a subcontractor.

unanimously approved.
