Polytechnic Institute.  
112878 County Executive/Office of Economic Development - Enter into an  
agreement with Rensselaer Polytechnic Institute to outline the  
expectations, engagement periods, deliverables, and costs for the  
collaboration with the County to enhance technical ability and workforce  
development in the Westchester County market, for a term from  
1/1/2026- through 12/31/2026 for an amount not-to-exceed $500,000.

112929 County Executive/Office of Tourism - Enter into a film permit  
agreement with Carrier Productions LLC to utilize locations at the  
Westchester County Airport to film scenes for the television program  
entitled “The Diplomat”, from 2/9/2026-2/11/2026, for an estimated permit  
fee of $65,125.  
112990 County Executive/Youth Bureau - Enter into 40 agreements with the  
contractors listed on the attachment, pursuant to which the Contractors  
will operate a portion of the County’s “Invest-in-Kids” Program from  
1/1/2026 - 12/31/2028 for a three-year total aggregate amount of  
$8,880,066, comprised of $7,992,000 payable by the County plus a  
$888,066 match to be contributed by the Contractors over the-three year  
term.

112900 Social Services - Amend agreement with Westhab, Inc. pursuant to  
which Westhab was to provide services to operate a facility at 101 North  
Broadway, Yonkers, New York in order to, (1) extend the term by six (6)  
months, to a new termination date of August 8/31/2026; (2) increase the  
not-to-exceed amount by $469,605.50, from $5,391,666 to  
$5,861,271.50, in order to pay for the Services during the extended term;  
and (3) modify the budget to specify the allocation for the extended term  
(“The Seventh Amendment”, DSS312-G-19).

113017 Health -1) Enter into a three-party Lead Remediation Agreement with  
Shahnaz Kausar and AltaVista Lead Improvement, Inc., pursuant to  
which the Contractor will perform lead remediation services on  
Participant’s property located at 147 Park Avenue, Basement and 2nd  
Floor, Yonkers, New York 10703 in accordance with New York State’s  
Leading in Lead Prevention Pilot Program for the period commencing  
upon execution of the agreement between all parties through March 31st,  
2027 the County will pay the Contractor an amount not-to-exceed  
$100,000.00; and 2) enter into a Local Program Administrator Agreement  
with the Participant, pursuant to which the County will provide an amount  
not-to-exceed $100,000.00 to assist the Participant with the direct costs  
of the Services, as well as any eligible related costs, including tenant  
relocation costs, in accordance with the Program and allow a Declaration  
of Interest to be recorded on the Property as security for the loan.

112947 College - Enter into a Hold Harmless Agreement with Sleepy Hollow  
Cemetery at Tarrytown and Sleepy Hollow Cemetery Fund, Inc., in the  
following form: Westchester Community College and the County of  
Westchester shall save harmless, indemnify, and in the event of suit, will  
defend the corporations, firms and individuals hereinafter named from  
and against all loss, costs, damage, expense, claims or demands arising  
out of or caused, or alleged to have been caused in any manner by the  
doing of the work herein provided, including all suits or action of every  
kind or description brought against one or more of the said parties either  
individually or jointly with the County for or on account of any damage or  
injury to any person or persons or property, including the contractors  
employees or their property, caused or occasioned, or alleged to have  
been caused or occasioned by the County, its employees or agents, by or  
on account of the performance of any work pursuant to or in connection  
with contract, verbal or written, or through any negligence or alleged  
negligence in guarding the work or through any act or omission or alleged  
act or omission of the County, its employees or agents with respect to  
work performed by the County at the following locations for the respective  
owners set fourth next to each of said locations: Sleepy Hollow Cemetery  
at Tarrytown, 540 North Broadway, Sleepy Hollow, NY 10591 and Sleepy  
Hollow Cemetery Historic Fund, Inc., 540 North Broadway, Sleepy  
Hollow, NY 10591”.

112948 College - Amend a resolution approved on 10/30/2025 concerning an  
agreement with New-York Presbyterian Westchester Hospital to correct  
the name of the hospital from New-York Presbyterian Westchester  
Hospital to The New York and Presbyterian Hospital and correct the  
commencement date of the agreement from 12/1/2025 to 10/1/2025  
10. 112949 College - Amend a resolution approved on 10/30/2025, concerning an  
agreement with New-York Presbyterian Hospital Columbia University  
Irving Medical Center to correct the name of the hospital from New-York  
Presbyterian Hospital Columbia University Irving Medical Center to The  
New York and Presbyterian Hospital and correct the commencement date  
of the agreement from 12/1/2025, to 10/1/2025.  
Probation - Enter into an agreement with the YWCA of White Plains and  
Central Westchester, Inc., pursuant to which the YWCA will provide a  
supervised visitation services related to the court-ordered supervised  
visitation of children for the period commencing retroactively on 1/1/2026-  
12/31/2029, with the County having an option to renew and extend the  
agreement for two (2) additional one-year terms, at a cost not to exceed  
$390,234 per year.  
12. 112946 Planning / County Executive/Ctywide Admin Svc - Enter into any and  
all agreements necessary to purchase approximately 16,640 square feet  
of real property located at 632-636 South Broadway, City of Yonkers  
from the current owner(s) of record in the not to exceed amount of  
$5,900,000.00 and to convey the Property to Macquesten Development,  
LLC, its successors or assigns, or any entity created to carry out the  
purposes of the proposed transaction for $1.00 for the purpose of  
constructing 160 affordable rental housing units that will affirmatively  
further fair housing, and to grant and/or accept any and all property rights  
in connection therewith.  
13. 112962 Planning - Amend its agreement with the Village of Ossining, pursuant to  
which the Village agreed to perform the Phase I & II Spring Street  
Walkability Improvement Project, for a term commencing on March 14,  
2025 and continuing through March 13, 2026, for an amount not to  
exceed $400,000.00 in order to extend the expiration date of the  
Agreement from March 13, 2026 to March 13, 2027.  
14. 112963 Planning - Enter into an agreement with the Tuckahoe Housing Authority  
for the provision of kitchen improvements at the Jefferson Gardens  
Development, for a term commencing on March 1, 2026 and continuing  
through February 28, 2027 the County shall pay the Tuckahoe Housing  
Authority an amount not-to-exceed $200,000 in Community Development  
Block Grant program funds.  
15. 112964 Planning - Amend its agreement with the Village of Ossining pursuant to  
which the Village is performing a playground replacement project at  
Nelson Sitting Park, for a term commencing on April 15, 2025 and  
continuing through April 14, 2026, for an amount not to exceed  
$200,000.00 in Community Development Block Grant funding in order to  
extend the expiration date of the Agreement from April 14, 2026 to April  
14, 2027.  
16. 112971 Senior Programs and Services - Amend Resolution No. 112119,  
approved on 10/16/2025, which authorized the County of Westchester to  
enter into agreements with each of the Contractors set forth in the  
attached Schedule “A”, for the purpose of providing homemaker and  
housekeeper services with the Contractors having the option to provide  
consumer-directed in-home services to frail, homebound seniors under  
the Expanded In-Home Services for the Elderly Program, increasing the  
total aggregate not-to-exceed amount of the Agreements by $393,653.17,  
comprised of $250,527 in State funds and $143,126.17 in County  
matching funds, from an amount not to exceed $2,471,470 to a new, total  
aggregate amount not to exceed $2,865,123.17, comprised of  
$2,117,353.00 in State funds and $747,770.17 in County matching funds.  
DPW/Transportation - Enter into Agreement No. 25-915 with the firm  
Insite Engineering, Surveying & Landscape Architecture, P.C., Carmel,  
New York, for Engineering Services in connection with the Septic System  
Rehabilitation and Sewer Connection Program, Westchester County,  
New York, for an amount not to exceed $250,000. The Consultant shall  
provide design and permitting services, including engineering and  
planning services as required, monthly reports as check-ins and typical  
tasks relating to Onsite Wastewater Treatment System (“OWTS”) design  
and procurement of permits, with a completion date of 12/31/2031.
