Service, United States Department of Justice (“USMS”), for the  
Westchester County Department of Probation to enter into an agreement  
with the U.S Marshals Service, U.S. Department of Justice (the “USMS”),  
pursuant to which the County, through its Department of Probation  
(“Probation”), will participate in the Fugitive Task Force, for a period  
commencing upon execution and continuing indefinitely. USMS will pay  
for any overtime costs incurred by County employees while working on  
the task force.

affordable homeownership units that will affirmatively further fair housing  
(“AFFH HOME Units”), to be located at 12 McLain Street (Section 82.12  
Block 1 Lot 4) in the Town of Bedford (the “HOME Agreement”).

Community Opportunity Program, Inc. (“WestCOP”) for the provision of all  
services needed to operate an emergency overnight shelter, and day  
program, for up to eighty (80) single adults, at 19 Washington Avenue in  
the City of New Rochelle, and amend the agreement by; 1) extending the  
term by one (1) year from 1/1/26 - 12/31/26, and 2) increasing its  
not-to-exceed amount by $1,117,589, to pay for the services during the  
Third Amendment (DSS3012-C-23).

victims of severe physical abuse, sexual abuse or neglect in a child  
friendly environment, for the period from 1/1/26 - 12/31/26, for an amount  
not to exceed $1,027,19.

to exceed $237,89.

amount not to exceed $460,000.

housing for 35 single homeless women and (2) Emergency Overnight  
Shelter for up to 50 women at a facility known as the Y.W.C.A. of Yonkers  
located at 87 South Broadway, Yonkers, New York, for the period from  
1/1/26 - 12/31/26, for an amount not to exceed $1,610,040.

Inc., (DSS6024-26) for the provision of translation and interpretation  
services in situations where the Department of Social Services provides  
psychological testing and evaluations, psychiatric evaluations, sibling  
consults, fire setting evaluations, safety assessments, court ordered  
psychotherapy, functional capacity assessments to uninsured or under  
insured parents and children as well as vulnerable adults who are  
non-English speaking or limited English speaking upon referral from the  
Department’s Child Protective Services, Preventive Services, Foster Care  
Services as well as Protective Services for Adults Programs, for the term  
commencing 1/1/26 - 12/31/26, in an amount not to exceed $18,400.

New York, Inc., to operate the Single Homeless Assessment Center at

single adults, and mobile clinician services to provide clients utilizing  
drop-in shelters with assessments and referrals, for the period from  
4/1/26 - 3/31/27, for an amount not-to-exceed $514,805.

Mental Health of New York, Inc., (“Greater Mental Health”), to provide

program in order to assist families and children with multiple risk factors,  
where there has been physical abuse and/or neglect of a child aged 0-17,  
for the period from 1/1/25 - 12/31/26, for an amount not to exceed  
$598,000.

House located at 33 Church Street, White Plains, New York; and 2) to  
operate an emergency shelter as well as an overnight drop-in shelter for  
single homeless men outside the Department’s regular shelter system at  
a facility known as the Open Arms Shelter located at 86 East Post Road,  
White Plains, New York, for the period from 1/1/26 - 12/31/26, for an  
amount not to exceed $3,180,561.

12/31/26, for an amount not to exceed $946,800.

Christian Association of Yonkers (the “YWCA of Yonkers”), pursuant to  
which the YWCA of Yonkers will provide services to provide and operate  
an emergency overnight shelter at 10 Saint Casimir Avenue in the city of  
Yonkers, for up to sixty (60) single adult male individuals, with said facility  
also providing a day program for such individuals, and also provide  
services to transport additional persons, beyond the capacity of 10 Saint  
Casimir Avenue and other County emergency overnight shelters, to  
space at Operations Drive in Valhalla and operate an emergency  
overnight shelter at that location as needed, for up to thirty-five (35) single  
adult male individuals, for the period from 1/1/26 - 12/31/26, for an  
amount not-to-exceed $2,434,099.

the Homeless of Peekskill, Inc. d/b/a Caring for the Hungry and Homeless  
of Peekskill, for the operation of a 24-hour adult shelter program for up to  
nineteen (19) homeless single men and women, an overnight warming  
site/drop-in center and a daytime cooling center during extreme heat days  
for up to seven homeless single males/females at a facility known as Jan  
Peek House located at 200 North Water Street, Peekskill, New York, for  
the period from 2/1/26 - 1/31/27, in an amount not to exceed $1,327,405.

34. 112507Social Services - Amend an agreement with the University of Denver,  
acting by and through its Butler Institute for Families, Graduate School of  
Social Work, pursuant to which the Consultant agreed to provide  
leadership development and executive coaching consultant services, for a  
term commencing 3/1/25 - 2/28/26 (DSS2000PD-25, for an amount  
not-to-exceed $172,382, with the County having the option, in its sole  
discretion, to extend the term of the agreement for up to two (2) additional  
one (1) years periods on the same terms and conditions as the Initial  
Term (DSS2000PD-A-25), in order to exercise the first of its two (2)  
options and thereby extend the term of the agreement for an additional  
one (1) year period, commencing on 3/1/26 - 2/28/27 and in consideration  
for Services rendered during the First Option Term, the Consultant shall  
be paid a total amount not-to-exceed $172,382.

will provide audit services to audit entities that provide and propose to  
provide personal care services to recipients of Medicaid, for an amount  
not to exceed $464,963 for an initial term from 1/1/26 - 12/31/26 with the  
County having the sole option to extend the term of the agreement for up  
to four (4) one (1) year periods, for the listed not-to-exceed amounts for  
services rendered during each one (1) year period.

Opportunity Program, Inc. (“WestCOP”), pursuant to which WestCOP will  
operate the Grasslands Homeless Shelter (“GHS”), including provision of  
related services and provision of shelter monitoring and transportation  
services for homeless ‘level 2’ and ‘level 3’ sex offenders who have been  
placed at GHS, for the period from 1/1/26 - 12/31/26, for an amount  
not-to-exceed $5,110,956.

Westchester Community Opportunity Program, Inc. (“WestCOP”) to  
operate a warming and cooling center known as the Oasis Annex for up  
to forty (40) women at 22 East First Street in Mount Vernon, New York,  
for the term 2/1/26 - 1/31/27, in an amount not to exceed $710,200.

38. 112516Social Services - Amend an agreement with Experian Information  
Solutions, Inc. (“Experian”), pursuant to which Experian agreed to provide  
the County with full credit reports searches, address updates and social  
security searches to assist the investigative staff of the Department in the  
detection and prevention of fraud, waste, and abuse in an assortment of  
government benefit programs, for an initial term commencing on 1/1/22 -  
12/31/24, in an amount not-to-exceed $45,000, with the County having  
the sole option to renew the agreement for two additional one-year  
periods (each an “Option Term), in an amount not-to-exceed $15,000 per  
Option Term, in order to extend the term of the agreement for the period  
from 1/1/26 - 12/31/26 (the “Second Option Term”; DSS7010-B-22).

Shelter Program of Westchester, Inc. to operate an alternative to  
incarceration program entitled the Mount Vernon Emerging Adult Justice  
Initiative for individuals aged 18 to 25 in the adult criminal court system,  
for the term 1/1/26 - 12/31/26, in an amount not to exceed $104,000.

40. 112541Social Services - Amend under an agreement with Altavista Lead  
Improvement Inc. (“ALI”), pursuant to which ALI was to provide housing  
quality standards inspections and lead-based paint inspections and risk  
assessments for properties that may participate in the County’s  
‘Emergency Housing Assistance Program’ (the “Services”), for the period  
from 11/1/24 - 12/31/25, for an amount not-to-exceed $105,250, with the  
County having the option, in its sole discretion, to extend the term for up  
to three (3) additional one (1) year periods, on the same terms as the  
initial term, except for the unit costs for the Services, and the various  
not-to-exceed amounts for the Option Terms, therefore, amend the  
Agreement by, 1) extending its term by one (1) year, to a new expiration  
date of 12/31/26; 2) increasing its not-to-exceed amount by $62,220, in  
order to pay for the Services during the second Option Term; and 3)  
reflecting the fact that the County will have two (2) remaining one (1) year  
options.

Food Outreach, Inc. (“Hillside”), pursuant to which Hillside will provide the  
County preparation and delivery services of monthly nutritional support to  
eligible low-income, homebound residents of Westchester County who  
cannot access food pantries, and also residents of Westchester County  
who can access food pantries, but are not consistently able to access  
food that is specific to their medical needs, for the period from 1/1/26 -  
12/31/26, for an amount not to exceed $90,000.

1/1/26 - 12/31/26, for an amount not to exceed $142,110.

$96,804 (based on hourly rate of $59.33).
