Mount Vernon, New York, Inc., pursuant to which they shall provide a  
series of youth programing including: a Summer Program, After School  
Program, and Teen Program & Youth Development, for a term  
commencing retroactively on 1/1/2026 - 12/31/2026, in an amount not to  
exceed $118,858.

County Executive/Office for the Disabled - Pursuant to Section 3(a)  
(xxi) of the Westchester County Procurement Policy and Procedures, to  
exempt from procurement agreements with Hanson & Co. Interpreting  
and Consulting LLC; Inclusive Communication Services Inc.; and Sign  
Language Resources Inc.  
113285 Information Technology - Enter into license agreement IT-1730 with  
New Cingular Wireless PCS, LLC for the installation, operation and  
maintenance of radio equipment at the County’s radio communication site  
facilities at 3800 Crompond Road, Yorktown, New York, for a term of five  
years commencing retroactively on 12/15/2023- 12/14/2028, for which the  
County will receive a yearly license fee of $48,239.67 with a 5% annual  
increase.

County Attorney - Pursuant to Section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Vincent Toomey.

113345 County Attorney - Enter into an Agreement with Vincent Toomey for the  
provision of consulting services in connection with labor negotiations and  
related on-going contractual matters for a term commencing 3/1/2026 -  
2/29/2028 in an amount not to exceed $326,000 per year, for a total  
aggregate amount not to exceed $652,000.  
113294 Planning / County Executive/Ctywide Admin Svc - Enter into any and  
all agreements necessary to purchase approximately 0.33 acres of real  
property located at 19 Greenridge Avenue in the City of White Plains from  
the current owner(s) of record in an amount not to exceed $1,385,000  
and to convey fee title to the Property to Sheltering the Homeless is our  
Responsibility, Inc., its successors or assigns, or any entity created to  
carry out the purpose of the proposed transaction for $1 and to grant  
and/or accept any and all property rights in connection therewith for the  
purpose of creating 6 rental housing units through the adaptive reuse of  
the existing vacant structure on the Property that will affirmatively further  
fair housing and to use an additional amount not to exceed $40,000 to  
cover the County administrative costs.

agreement with Westchester Residential Opportunities, Inc.  
Planning - Enter into an agreement with Westchester Residential  
Opportunities, Inc., pursuant to which they will provide County-wide asset  
building and affirmative fair housing marketing and educational programs  
for a term commencing retroactively on 1/1/2026 - 12/31/2026 in an  
amount not to exceed $38,469.

113356 Planning - Enter into agreements with 28-30 Holdings, LLC and 2  
contractors, Linear Environmental Corp. and AltaVista Lead  
Improvement, Inc. for rehabilitation of the property located at 30 Locust  
Hill Avenue in Yonkers, NY, for the Contractors to perform repairs in  
common areas on the 2nd, 3rd, 4th, and 5th floors for the benefit of  
low-income residents residing at the Property through the Lead Safe  
Westchester Program, for a term commencing 4/15/2026 - 9/15/2026 in  
an amount not to exceed $217,800.  
Planning - Enter into agreements with Congregation Linked In Urban  
Strategy To Effect Renewal Inc. (“CLUSTER”), Human Development  
Services of Westchester, Inc., CHOICE of New Rochelle, Inc., and Caring  
for the Homeless of Peekskill, Inc. d/b/a Caring for the Hungry &  
Homeless of Peekskill, Inc., pursuant to which these providers will deliver  
services to families and individuals who are at or below 30% of the area  
median income and reside in jurisdictions that do not receive their own  
Emergency Solutions Grant funding, to prevent becoming homelessness,  
and for homeless shelter residents to have a dignified living environment,  
for a term commencing retroactively 3/1/2026- 2/27/2027 for CLUSTER,  
and commencing 5/1/2026 -4/30/2027 for the remaining organizations, in  
an aggregate amount not to exceed $265,800.  
11. 113149 Senior Programs and Services - Enter into agreement DSS4000-26  
with Family Services of Westchester, Inc., pursuant to which they will  
offer the R.E.A.L Parenting Program providing responsible parenting and  
employability preparedness training services to promote the financial and  
personal responsibility of non-custodial fathers, for the period from  
3/1/2026- 2/28/2027 in an amount not to exceed $41,400.  
12. 113257 Social Services - Exercise the third of its five renewal options under its  
agreement with the Westchester Institute for Human Development for the  
provision of pediatric medical services for children placed in DSS foster  
care, by extending the contract term from 4/1/2026 - 3/31/2027 and  
increasing the not to exceed amount thereunder by an additional  
$545,431, for a total aggregate not to exceed amount of $2,090,291.  
Social Services - Pursuant to Section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Child Care Council of Westchester, Inc.  
14. 113309 Social Services - Enter into agreement DSS7005-26 with the Child Care  
Council of Westchester, Inc., to provide the services of a Child Care  
Assistance Specialist who will help to identify and assist eligible families  
with successful navigation through the Child Care Assistance System, for  
the period from 1/1/2026 - 12/31/2026 in an amount not to exceed  
$80,460.  
15. 113330 Social Services -Pursuant to Section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with the Westchester Institute for Human Development.  
Social Services - Further amend an agreement with the Westchester  
Institute for Human Development for the provision of services relating to  
training, education, technical assistance, and applied research related to  
individuals with disabilities and their families and vulnerable children in  
Westchester, in order to: (i) retroactively extend the term from 1/1/2025-  
12/31/2026; and (ii) increase the total not to exceed amount by  
$2,434,026 for an aggregate not to exceed amount of $12,517,848.

and (ii) increase the funding payable to the college during the extension  
by an additional $1,093,067 for an aggregate total not to exceed  
$2,013,255.  
23. 113310 Probation -Pursuant to Section 3(a)(xxi) of the Westchester County  
Procurement Policy and Procedures, to exempt from procurement an  
agreement with Satellite Tracking of People, LLC.  
24. 113308 Probation - Sixth amendment to an agreement with Satellite Tracking of  
People, LLC for the provision of electronic monitoring services used in the  
supervision and tracking of individuals under the supervision of the  
Department, in order to extend the term of the Agreement for an  
additional six months, commencing retroactively on 3/1/2026 - 8/31/2026  
and to increase the not to exceed amount of the Agreement by $35,000  
for services rendered during the extended term.  
Probation - Pursuant to Section 3(a)(xxi) of the Westchester County  
Procurement Policy and Procedures, to exempt from procurement an  
agreement with Whitsons Nutrition, LLC.  
Probation - Enter into an agreement with Whitsons Nutrition, LLC,  
pursuant to which they will provide comprehensive, on-site food service  
operations at Woodfield Cottage, for a period from 4/20/2026 - 4/19/2027  
in an amount not to exceed $358,033.50.  
27. 113333 Parks - Amending the 3/12/2026 resolution which authorized the County  
to enter into one or more agreements with Roller Networks USA Inc. and  
Adyen N.V., and any entities associated or affiliated with those  
companies, to provide payment-processing and related services for  
Playland Park, for the period from 4/1/2026 - 3/31/2029 in order to modify  
the total not to exceed amount by $59,400 for a total aggregate not to  
exceed amount of $1,105,000.  
Parks - Enter into a license agreement with Parks & Coast Hospitality  
Group, LLC d/b/a Tiki Poolside Grab & Go Kitchen, for the operation of a  
food and refreshment concession stand at Playland Beach and Pool,  
located at 1 Playland Parkway, Rye, New York 10580, for the period from  
4/1/2026 - 12/31/2030, for which the County will receive an annual  
licensing fee plus 4% of all sales.  
29. 113303 DPW/Transportation - To exercise the 2 year renewal option for  
Contract No. 22-213 with Environmental Risk Associates LLC (WBE),  
Florida, NY for Environmental Testing and Monitoring Services, Various  
County Facilities, Westchester County, New York, extending the  
termination date of 4/30/2026 to 4/30/2028 and increasing the amount of  
the Agreement by $227,900 for an aggregate total not to exceed amount  
of $569,750.  
30. 113305 DPW/Transportation -Further amend Short Form Agreement No. 24-802  
with QLS Design and Construction, LLC of Mercersburg, Pennsylvania,  
Civil Engineering Services in relation to the Installation of the Fire Tower  
at Ward Pound Ridge Reservation, Pound Ridge, NY, by extending the  
term retroactively from 3/15/2026 to 3/14/2027.

with the Westchester Institute for Human Development, in which they will
