Ms. McDonald presided.  
Ms. McDonald said, "The Board of Acquisition and Contract permits in-person access  
to the meeting and virtually through Webex.  
For the record, has the Secretary gone to the reception area to invite any members of  
the public who wish to attend today’s meeting in person to come to this conference  
room?"  
Mr. Sculky replied, "Yes."  
Ms. McDonald stated, "I note that the members of the Board of Acquisition and  
Contract are in receipt of a bid protest filed by KONE, Inc. dated July 9, 2026, protesting  
the award of Contract No. WCA 26008, Elevator and Escalator Service and Maintenance,  
Westchester County Airport, Towns of Harrison and North Castle and Village of Rye  
Brook, New York. The members are also in receipt of a letter from Commissioner  
Greechan addressed to the Secretary to the Board of Acquisition and Contract in  
support of the award of Contract No. WCA 26008 to the lowest responsible bidder LJM  
Construction, LLC dba Keystone Elevator Group."

which were duly seconded and approved.

Information Technology - Grant Agreement IT-1846 with the New York  
State Division of Homeland Security and Emergency Services to accept  
$350,338 in funds under New York State’s 2025 & 2026 Public Safety  
Answering Points Operations Grant Program for the period from 1/1/2026  
- 12/31/2028.

County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Nationwide Court Services, Inc.

unanimously approved.  
114161Planning - Agreement with Cornell Cooperative Extension of  
Westchester County to provide countywide educational programs for a  
term commencing 1/1/2026 - 12/31/2026 in an amount not to exceed  
$905,077.

unanimously approved.

Emergency Services - Exercise the first option under an agreement with  
The Blue Cell LLC for various training and exercise services and amend  
to: (i) extend the term the through 8/27/2027 and (ii) increase the not to  
exceed amount by $150,000 to pay for the additional service during the  
extended term.

114195Social Services - Agreement DSS3019-26 with Carter Lard dba Carter  
Lard Consulting to operate a facility located at 101 North Broadway,  
Yonkers, NY providing single room occupancy residences, double room  
occupancy residences, and an emergency overnight drop-in shelter for  
single individuals deemed eligible by the Department of Social Services  
for the term from 9/1/2026 - 2/29/2028 in an amount not-to-exceed  
$1,683,830.16.

Public/Private Membership Fund for Aging Services, Inc. for Senior  
Center Recreation and Education to Westchester County seniors under  
the Congregate Services Initiative program in an amount not-to-exceed  
$35,529, comprised of $20,335 in state funds and $15,194 in County Tax  
dollars for a term commencing retroactively on 4/1/2026 - 3/31/2027.

Public/Private Membership Fund for Aging Services, Inc. to provide Public  
Information Services for a term commencing retroactively on 4/1/2026 -  
3/31/2027 in an amount not-to-exceed $151,530 of Unmet Need New  
York State grant funds. Approval of Rose Press Inc. as a subcontractor.

provide homemaker and housekeeper services to expand/provide  
homemaker and housekeeper services, with the option under each  
agreement to provide consumer directed in-home services to frail,  
homebound County seniors, commencing retroactively on 4/1/2026 -  
3/31/2027 in an amount not-to-exceed $408,960 New York State Unmet  
Need program funding.

Procurement Policy and Procedures, to exempt from procurement an  
agreement with DCAK-MSA Architecture and Engineering, PC.

Ms. McDonald moved the Resolution, which was duly seconded and  
unanimously approved.  
10. 114093College - Amend Agreement No. WCC-24-951 with DCAK-MSA  
Architecture and Engineering, PC, for engineering services in connection  
with Maintenance Building Infrastructure Upgrades, Phase I Westchester  
Community College, New York, in order to: (i) increase the not-to-exceed  
amount by an additional $11,371, for a total aggregate amount  
not-to-exceed $57,246; and (ii) extend the term of the Agreement  
retroactively from 12/312025 - 12/31/2027.

amount not to exceed $46,505,096 in grant funds to provide pre-college  
and post-secondary education and workforce training for educationally  
and economically disadvantaged eligible applicants of 16 years of age  
and older, for a term commencing retroactively on 7/1/2026- 6/30/2031.

Various County Buildings Westchester County, New York. Award to the  
Lowest Bidder, Veganix Pest Management, Elmsford, NY, in the amount  
of $658,242. (5 Bids)

Ms. McDonald moved the Resolution, which was duly seconded and  
unanimously approved.  
13. 114121DEF - Contract No. EF-2606 for Internal Inspection of Various Trunk and  
Intercepting Sewers Saw Mill, North Yonkers and Hutchinson Sewer  
Districts Various Locations Westchester County, New York. Advertise for  
bids.

unanimously approved.  
14. 114113DEF - Exercise the option under Contract No. EF-2402 for Repair and  
Replacement of Small Air Conditioning Systems (Less than 80 tons) at  
Various Locations of the Department of Environmental Facilities,  
Westchester County, New York with ThermoDynamics Corp., Yorktown,  
NY, amending the agreement to (i) extend the term through 8/15/2028  
and (ii) increase the not to exceed amount by $188,750 to cover services  
rendered during the extended term.

unanimously approved.  
15. 114087DEF - Contract No. EF-2605 for Removal of the Daily Production of Grit  
from the Yonkers Joint, Peekskill, Mamaroneck, New Rochelle, Ossining,  
Blind Brook and Port Chester Water Resource Recovery Facilities and  
from the Hutchinson and North Yonkers Pumping Stations Westchester  
County, New York. Advertise for bids.

Ms. McDonald moved the Resolution, which was duly seconded and  
unanimously approved.  
There being no further business, the Chair declared the meeting adjourned. All  
approved resolutions are on file electronically with the Board of Acquisition and  
Contract.
