and humanitarian aid, for a term commencing on 1/1/25 and continuing  
through 12/31/25, to retroactively extend the term of the agreement

County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Yonkers South Broadway District Management  
Association, Inc. D/B/A South Broadway BID.

an agreement with Youth Service Opportunities Project, Inc.

Opportunities Project, Inc., pursuant to which the contractor shall provide  
its “Connex” program, an intergenerational program that creates  
meaningful, virtual and in person group conversations between young  
people and senior citizens living in their homes or in senior living  
communities, for a term commencing retroactively on 1/1/26 - 12/31/26 in  
an amount not to exceed $59,400.

112970 Planning - Enter into an agreement with Transpo Group USA, Inc.,  
pursuant to which the contractor will conduct an ‘Improving Mobility for  
the Aging Population’ study, consisting on the performance of a series of  
identified tasks related to developing recommendations for the  
Westchester County Bee-Line Bus, for a period commencing upon  
execution and continuing for fifteen (15) months for an amount  
not-to-exceed $150,000.  
113029 Planning - Further amend 12/5/24 agreement with the White Plains  
Housing Authority and Trinity Financial, Inc., its successors and/or  
assigns, to authorize the County to close on a portion of the HFF Loan in  
advance of the Construction Closing with the advanced funds to be  
utilized for site preparations along with abatement and demolition of the  
existing vacant and obsolete 90-unit nine-story former public housing  
structure. A total of up to $4,000,000 of the HFF Loan may be advanced  
via vouchers for work completed.

113031 Planning - Amend an agreement with the Village of Sleepy Hollow,  
pursuant to which the Village will perform a drainage improvement project  
on Valley Street to benefit low-and moderate-income residents of the  
area, for a term commencing on 2/14/25 through 2/13/26, for an amount  
not to exceed $200,000 in Community Development Block Grant funding  
in order to extend the expiration date of the Agreement from 2/13/26 to  
2/13/27.

112898 Social Services - Enter into a lease agreement (DSS3031-24) with the  
Village of Scarsdale for a one-family home located at 2 Drake Road,  
Scarsdale, New York, terminable at the option of the County, with an  
annual rent of $5,112, plus $400 toward the annual cost of hazard  
insurance for the Property, for the term 5/1/24 to 4/30/29.  
113019 Health - 1) Enter into a three-party Lead Remediation Agreement with 99  
Ash LLC, the Participant and Lead Professionals, Inc., the Contractor,  
pursuant to which the Contractor will perform lead remediation services  
on Participant’s property located at 99 Ash Street, Apt. 2R, Yonkers, New  
York 10701 in accordance the New York State Leading in Lead  
Prevention Pilot Program for the period from upon execution of the  
agreement between all parties through 3/31/27 in an amount  
not-to-exceed $40,000.00; and 2) enter into a Local Program  
Administrator Agreement with the Participant, pursuant to which the  
County will provide an amount not-to-exceed $40,000.00 to assist the  
Participant with the direct costs of lead remediation to be performed on  
Participant’s property, as well as any eligible related costs, including  
tenant relocation costs, in exchange for which the Participant will execute  
a Declaration of Interest which will be secured as a recorded lien on the  
property.  
Health - 1) Enter into a three-party Lead Remediation Agreement with  
280 Dobbs Ferry Road, Gem, LLC, the Participant and Exclusive Testing  
Labs, Inc., the Contractor, pursuant to which the Contractor will perform  
lead remediation services on Participant’s property located at 461  
Riverdale Avenue, Apt. 76, Yonkers, New York 10705 in accordance the  
New York State Leading in Lead Prevention Pilot Program for the period  
upon execution of the agreement between all parties through 3/31/27 in  
an amount not-to-exceed $40,000; and 2) Enter into a Local Program  
Administrator Agreement with the Participant, pursuant to which the  
County will provide an amount not-to-exceed $40,000 to assist with the  
direct costs of lead remediation to be performed on property, as well as  
any eligible related costs, including tenant relocation costs, in exchange  
for which the Participant will execute a Declaration of Interest which will  
be secured as a recorded lien on the property.  
11. 112969 College - Amend Agreement No. WCC-25-960 with Di Paterio  
Contracting, Inc. for the provision of construction services for the Roof  
Replacements, Phase VII, Westchester Community College, Valhalla,  
New York in order to: (i) expand the Agreement’s scope of work to  
provide for additional construction services associated with the Project;  
and (ii) increase the not-to-exceed amount authorized thereunder by an  
additional $22,760.00 to pay for the additional services rendered, for a  
total aggregate amount not-to-exceed $86,610.00.  
12. 112976 College - Amend the affiliation agreement with Hudson Valley Hospital  
Center d/b/a New York-Presbyterian/Hudson Valley Hospital to include  
supervised laboratory/clinical education and instruction for students  
enrolled in College’s Paramedic Program.  
13. 113037 District Attorney - Enter into an assignment agreement with Bradford J.  
Gonzalez-Sussman, as Assignor, and BJGS Government Affairs LLC, as  
Assignee, pursuant to which the County will consent to the assignment of  
its agreement with Mr. Gonzalez-Sussman to BJGS Government Affairs  
LLC for the provision of intergovernmental consulting services to assist  
and guide the DA’s Office on government, administrative, and regulatory  
matters with additional work in community affairs, for the period from  
5/29/25 - 5/28/26, effective upon execution of the Assignment Agreement  
by all parties and approval by the Office of the Westchester County  
Attorney.  
Public Safety - Further amend its agreement with Westchester Coalition  
for Legal Abortion - Choice Matters, Inc., pursuant to which Choice  
Matters, through its Center for Analysis and Tracking of Clinic Harassers,  
agreed to provide a training program entitled “Understanding & Enforcing  
Clinic Access Laws”, to educate County and other local law enforcement  
agencies about existing federal, state and County laws designed to  
ensure safety in and around reproductive health facilities, in order to: i)  
reduce the not-to-exceed amount specified for the Second Renewal  
Option by $12,500, from an amount not-to-exceed $32,500, to an amount  
not-to-exceed $20,000; and ii) exercise the County’s Second Renewal  
Option, as amended, and thereby: (a) extend the term of the Agreement  
for an additional one (1) year period, commencing retroactively on 1/1/26  
and continuing through 12/31/26; and (b) increase the not-to-exceed  
amount authorized thereunder by an additional amount not-to-exceed  
$20,000 to pay for Services rendered during the Second Renewal Option,  
for a total aggregate amount under the Agreement not-to-exceed  
$82,500.  
15. 112995 Probation -Pursuant to Section 3(a)(xxi) of the Westchester County  
Procurement Policy and Procedures, to exempt from procurement an  
agreement with CHOICE of New Rochelle Inc.  
16. 112996 Probation - Enter into an agreement with CHOICE of New Rochelle, Inc.,  
pursuant to which CHOICE will provide pre-trial programs to evaluate  
criminal defendants for potential pre-trial release from custody and work  
to ensure the return of defendants for future court appearances through  
their structured follow-up during the pre-trial release period, and to  
conduct outreach to newly incarcerated defendants at the County Jail to  
inform them about the bail set by the court and options for posting bail,  
for the period from 7/1/25 - 6/30/26, for an amount not to exceed  
$2,093,325.  
17. 113025 Probation - Amend a permit agreement with the New York State Unified  
Court System, for use of the Ninth Judicial District court facilities by the  
County to provide Treatment Group sessions to its probationers and  
obtain the services of one (1) Court supervisor and two (2) Court officers,  
outside of regular business hours, for a term commencing on 1/1/25 and  
terminating on 12/31/25 in order to increase the not to exceed amount by  
$10,940.80, from an amount not to exceed $110,000 for an aggregate  
not-to-exceed amount of $120,940.80, to compensate the NYS Court  
System for additional services rendered during the term of the  
Agreement.  
18. 112993 DPW/Transportation - Further amend Agreement No. 20-916 with DTS  
Provident Design Engineering, LLP, White Plains, New York 10601, for  
the provision of engineering services associated with Storm Water  
Management Improvements, Westchester County Airport, Towns of  
Harrison and North Castle and Village of Rye Brook, New York by  
extending the term retroactively from 12/31/25 until 12/31/28.

20. 113008 DPW/Transportation - Amend Agreement No. 20-908, with, H2M  
Architects, Engineers, Land Surveying and Landscape Architecture,  
D.P.C. d/b/a H2M architects + engineers, Melville, New York for the  
provision of engineering design services, design services during  
construction and construction administration services in connection with  
the Roof Replacement Program, Blind Brook Water Resource Recovery  
Facility, Mamaroneck Water Resource Recovery Facility, and North  
Yonkers Pumping Station, Rye, Mamaroneck, and Yonkers, New York, in  
order: (i) to reflect the Consultants name change from H2M Architects,  
Engineers, Land Surveying and Landscape Architecture, D.P.C. d/b/a  
H2M architects + engineers to H2M Architects, Engineers, Geology, Land  
Surveying and Landscape Architecture, D.P.C. d/b/a H2M architects +  
engineers; and (ii) to extend the term of the Agreement, retroactively from  
12/31/25- 12/31/28.  
21. 113013 DPW/Transportation -Amend Agreement No. 15-919, with Peter Gisolfi  
Associates, Architects and Landscape Architects, LLP, 55 Woodside  
Avenue, Briarcliff Manor, New York 10510, for the provision of  
engineering services in connection with Bronx River Reservation Pathway  
Renovation, from the Oak Street Loop to Midland Avenue, Cities of  
Yonkers and Mount Vernon and Village of Bronxville, New York, in order  
to reflect the Consultant’s name change from Peter Gisolfi Associates,  
Architects and Landscape Architects, LLP to Gisolfi, LLP, effective  
retroactively from 12/23/25.

23. 112966 DEF - Further amend an emergency contract, Agreement No. EF-2317,  
with Hazen and Sawyer, D.P.C for Engineering Services in Connection  
with Emergency Repairs to the Tarrytown Forcemain, Village of  
Tarrytown, Westchester County, New York, to extend the termination  
date of the agreement from 11/1/25 to 11/1/26.  
24. 112967 DEF - Amend Agreement #EF-2501 with WSP USA, Inc. to provide  
stormwater sampling and reporting for the County’s Refuse & Recycling  
Facilities for a term from 1/1/25 - 12/31/27, in order to provide for  
additional services, which will include additional sampling taken during  
qualifying quarterly storm events at a rate of $400 per sample per  
qualifying event.

Procurement Policy and Procedures, to exempt from procurement an  
agreement with Mario Parise.  
26. 112985 DEF - Enter into an agreement with Mario Parise for advisory services to  
the Department of Environmental Facilities related to Solid Waste/  
Refuse and Recycling Operations and equipment, for a term commencing  
on 4/1/26, and continuing through 3/31/27, for a total amount  
not-to-exceed $50,000, payable at the rate of $75 per hour.  
27. 112992 DEF - Contract No. EF-2301 with ELQ Industries, Inc. for Emergency  
Repair of Leaks for Westchester County Sewer and Water Districts  
Various locations throughout Westchester County, New York. Change  
Order No. 3, increasing contract amount by $400,000 to fund higher than  
anticipated emergency work for an aggregate total of $3,550,000.
