Ms. McDonald said, "The Board of Acquisition and Contract permits in-person access  
to the meeting and virtually through Webex.  
For the record, has the Secretary gone to the reception area to invite any members of  
the public who wish to attend today’s meeting in person to come to this conference  
room?"

113940Board of Legislators / County Executive -Pursuant to section 3(a) (xxi)  
of the Westchester County Procurement Policy and Procedures, to  
exempt from procurement an agreement with Mount Vernon United  
Tenants, Inc.

unanimously approved.  
113943Board of Legislators / County Executive - Agreement with Mount  
Vernon United Tenants, Inc. to administer a homelessness prevention  
and re-housing program, for a term commencing retroactively on 1/1/2026  
- 12/31/2026 in an amount not to exceed $50,000.

Ms. McDonald moved the Resolution, which was duly seconded and  
unanimously approved.  
113975Board of Legislators - Agreement with Westchester Disabled On The  
Move, Inc. to which provide 2 programs dedicated to supporting and  
providing services to people with disabilities living throughout  
Westchester County, for a term commencing retroactively on 1/1/2026 -  
12/31/2026 in an amount not-to-exceed $38,815.

Ms. McDonald moved the Resolution, which was duly seconded and  
unanimously approved.  
113835County Attorney - Purchase an insurance policy from the New York  
Municipal Insurance Reciprocal, through the brokerage firm of Brown &  
Brown of New York, Inc., for ‘Business Auto’ insurance for the ‘Small Bus’  
and ‘Paratransit’ fleets for the period from 8/22/2026 - 8/22/2027 in the  
amount of $771,009.

113961Planning - Pursuant to section 3(a) (xxi) of the Westchester County  
Procurement Policy and Procedures to exempt from procurement an  
agreement with AKRF, Inc.

113962Planning - Amend its agreement with AKRF, Inc. to provide on-call  
planning consultant services to support Planning Department programs  
by extending the term of the agreement from 7/14/2026 - 12/31/2027.

unanimously approved.  
113976Planning -Agreement with 98 Washington Avenue LLC, a wholly owned  
subsidiary of Lifting Up Westchester, Inc. in order to provide HOME  
Investment Partnership Program funding in an amount not to exceed  
$125,000 to support the rehabilitation of 4 affordable housing rental units  
for a development located at 98 Washington Avenue in the Village of  
Pleasantville containing a total of 14 units of affordable rental housing  
that affirmatively further fair housing.

113979Planning - Amend a Resolution approved on 5/22/2025 that authorizing  
an amendment to an agreement with the New York State Department of  
Environmental Conservation for the design of the Mamaroneck and  
Sheldrake Rivers Flood Risk Reduction Project, in order to revise the  
payment and reimbursement provisions.

unanimously approved.

113974Parks - Enter into an agreement with Davey Resource Group, Inc., Kent,  
OH, pursuant to which Davey will furnish and install plants and adaptively  
manage the planting area at Glen Island Park for a term commencing  
9/15/2026 - 9/14/2029.

Ms. McDonald moved the Resolution, which was duly seconded and  
unanimously approved.  
10. 113968DPW/Transportation - Contract No. 22-522 with Triumph Construction  
Corp., Bronx, NY for Domestic Water System Improvements Westchester  
County Airport Towns of Harrison and North Castle and Village of Rye  
Brook, New York. Acceptance of completed work and approval of Final  
Contract Amount of $8,664,465.

unanimously approved.

DPW/Transportation - Agreement No. 26-923 AI Engineers, Inc. (MBE)  
Valhalla, NY, in connection with Planning, Design, Construction Support  
and Inspection Services for Civil Engineering Projects, Various Locations,  
Westchester County, New York in an amount not to exceed $4,000,000  
for term expiring 6/30/2029.

Ms. McDonald moved the Resolution, which was duly seconded and  
unanimously approved.  
12. 113967DPW/Transportation - Assignment of Contract No. 19-922 dated  
11/22/2019 and amended 11/26/2024 for operations of the County’s  
Central Heating Plant at the Grasslands Campus, Valhalla, NY from  
Ameresco Inc. to Neogenyx Fuels LLC for a term to commence upon  
execution of the agreement through 11/30/2026.

unanimously approved.  
13. 113969DPW/Transportation -Agreement No. 26-924 with the firm of CDM Smith  
NY Inc., Melville, New York, in connection with Planning, Design,  
Construction Support and Inspection Services, for Civil Engineering  
Projects, Various Locations, Westchester County, New York in an amount  
not to exceed $4,000,000, for a term expiring 6/30/2029.

unanimously approved.  
14. 113970DPW/Transportation -Contract No. 23-512 with ELQ Industries Inc., New  
Rochelle, NY for Resurfacing and Additional Improvements of Central  
Park Avenue, C.R. #47-I/II/IIA/IV From Bronx/Westchester County Line  
to New York State Thruway Bridge and Rehabilitation of Access Ramps  
to and from Palmer Road A Total Distance of 5.95 Miles City of Yonkers,  
New York. Approval of J.P. Hogan Coring & Sawing, Corp. (WBE), Staten  
Island, NY as a subcontractor.

15. 113921DEF - Agreement #EF-2309 with Municipal Media Corp. for municipal  
recycling information in an existing mobile application for use by County  
residents and visitors for a term from 7/1/2026 - 6/30/2027 in an amount  
not to exceed. $31,300.

Ms. McDonald moved the Resolution, which was duly seconded and  
unanimously approved.  
The Board agreed to wish the United States of America a happy 250th Birthday and  
cheer on its World Cup Soccer Team.  
There being no further business, the Chair declared the meeting adjourned. All  
approved resolutions are on file electronically with the Board of Acquisition and  
Contract.
