disabilities from ages three to five to add Putnam County dba Putnam
County Early Learning Center to the list of approved providers, effective
8/1/2026, and further authorize the County to enter into an agreement
with Putnam County ELC, subject to the same listed terms and
conditions.

12. 113852 Health - Amend the 3/31/2025 resolution authorizing the County to enter
into agreements with approved Related Services providers, pursuant to
Section 4410, Part 200 of the New York State Education Law, is hereby
amended to include SpeakEasy Speech and Swallow, LLC to the list of
Approved Related Services Providers, effective 8/1/2026, and further
authorize the County to enter into an agreement with SpeakEasy, subject
to the same listed terms and conditions.

13. 113853 Health - Agreement with Health Research Inc. to receive and administer
a Grant for the Public Health Emergency Preparedness Program, for the
period from 7/1/2026- 6/30/2027 in an amount not to exceed $1,520,424
and to indemnify and defend Health Research, Inc. and the New York
State Department of Health as listed.

14. 113854 Health - (i) Enter into a three-party Lead Remediation Agreement with
James Said and Exclusive Testing Labs, Inc., the Contractor, to perform
lead remediation services on Participant’s property located at 70 Waring
Place, Apt. 3, Yonkers, NY in accordance the New York State Leading in
Lead Prevention Pilot Program for the period commencing upon
execution of the agreement between all parties through 3/31/2027 in an
amount not to exceed $40,000; and (ii) enter into a Local Program
Administrator Agreement with the Participant, pursuant to which the
County will provide an amount not to exceed $40,000 to assist the
Participant with the direct costs of lead remediation to be performed on
Participant’s property, as well as any eligible related costs, in exchange
for which the Participant will execute a Declaration of Interest which will
be secured as a recorded lien on the property.
