County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Westchester County Association, Inc.

Ms. McDonald moved the Resolution, which was duly seconded and  
unanimously approved.  
113863County Executive/Office for Women - (i) Amend a grant agreement  
with the New York State Office of Indigent Legal Services for the Upstate  
Model Family Representation Office to extend the termination date from  
3/31/2027 to 12/31/2027 and increase the not to exceed amount by  
$1,139,583 for an aggregate total not to exceed amount of $3,750,000;  
and (ii) amend an agreement with Legal Services of the Hudson Valley  
for legal representation to parents in child protective proceedings under  
New York Family Court Act, Article 10, and termination of parental rights  
proceedings to improve the quality of services provided under Article 18-B  
to the termination date from 3/31/2027 to 12/31/2027 and increase the  
not to exceed amount by $1,139,583 for an aggregate total not to exceed  
amount of $3,750,000.

New York Municipal Insurance Reciprocal through its exclusive brokerage  
firm of Brown & Brown of New York, Inc., for bus liability insurance for the  
portion of the Bee-Line Bus System currently operated by Liberty Lines  
Transit, Inc., for the period from 7/1/2026 - 7/1/2027.

113814County Attorney - Agreement with the law firm of Bleakley Platt &  
Schmidt, LLP, to provide legal services to Captain Frank Donovan in  
connection with the lawsuit entitled Shannon Hicks v. Westchester  
County Department of Public Safety, County of Westchester, and Frank  
Donovan, Index No. 58858/2026, for a term commencing retroactively on  
4/13/2026 and continuing until the matter is resolved, in an amount  
not-to-exceed $100,000.

113827County Attorney - Authority to enter into 2 agreements (i) for an  
insurance policy from Starr Surplus Lines Insurance Company for cyber  
liability coverage, and (ii) an excess insurance policy for cyber liability  
coverage from Crum & Forster Specialty Insurance Company, purchased  
through the brokerage firm of Marsh USA, LLC for the period from  
7/11/2026- 7/11/2027 in an amount not to exceed $358,741.56.

113876County Attorney -Third Amendment to Agreement with The Legal Aid  
Society of Westchester County to increase the not to exceed amount by  
$663,055 for an aggregate total not to exceed amount of $6,349,629.80  
for additional services in connection with Distribution No. 11 from the New  
York State Office of Indigent Legal Services.

113786Social Services - Amend agreement DSS6056-25 with The Children’s  
Village, Inc. for the ‘Life’s Bridges’ program by: (i) including additional  
services; (ii) increasing the not to exceed amount by $300,000, for the  
additional services to an aggregate total not to exceed amount of  
$499,180; and (iii) modifying its budget in order to allocate the additional  
funds.

Program, for the term commencing retroactively on 4/1/2025 - 3/31/2026.

unanimously approved.  
10. 113825Planning - Agreement with the New York State Department of  
Transportation for sub-regional transportation planning services in which  
the County will receive from the State up to $1,899,544 in Federal funds  
and be required to provide matching funds up to $411,956, for a total  
program amount of $2,311,500 for the period commencing retroactively  
on 4/1/2026 - 3/31/2027.

Health - Amend the 3/13/2025 resolution authorizing the County to enter  
into agreements with New York State Education Department approved  
Providers of Special Education Preschool Services for children with  
disabilities from ages three to five to add Putnam County dba Putnam  
County Early Learning Center to the list of approved providers, effective  
8/1/2026, and further authorize the County to enter into an agreement  
with Putnam County ELC, subject to the same listed terms and  
conditions.

unanimously approved.  
12. 113852Health - Amend the 3/31/2025 resolution authorizing the County to enter  
into agreements with approved Related Services providers, pursuant to  
Section 4410, Part 200 of the New York State Education Law, is hereby  
amended to include SpeakEasy Speech and Swallow, LLC to the list of  
Approved Related Services Providers, effective 8/1/2026, and further  
authorize the County to enter into an agreement with SpeakEasy, subject  
to the same listed terms and conditions.

13. 113853Health - Agreement with Health Research Inc. to receive and administer  
a Grant for the Public Health Emergency Preparedness Program, for the  
period from 7/1/2026- 6/30/2027 in an amount not to exceed $1,520,424  
and to indemnify and defend Health Research, Inc. and the New York  
State Department of Health as listed.

unanimously approved.  
14. 113854Health - (i) Enter into a three-party Lead Remediation Agreement with  
James Said and Exclusive Testing Labs, Inc., the Contractor, to perform  
lead remediation services on Participant’s property located at 70 Waring  
Place, Apt. 3, Yonkers, NY in accordance the New York State Leading in  
Lead Prevention Pilot Program for the period commencing upon  
execution of the agreement between all parties through 3/31/2027 in an  
amount not to exceed $40,000; and (ii) enter into a Local Program  
Administrator Agreement with the Participant, pursuant to which the  
County will provide an amount not to exceed $40,000 to assist the  
Participant with the direct costs of lead remediation to be performed on  
Participant’s property, as well as any eligible related costs, in exchange  
for which the Participant will execute a Declaration of Interest which will  
be secured as a recorded lien on the property.

15. 113856Health - Agreement with Sun River Health, Inc. to conduct outreach to  
re-engage its uninsured and underinsured patients as well as engage  
new clients without a current medical home, to provide primary medical /  
dental care and preventive health services with targeted outreach to  
women ages 18-44 for linkage to preventive care, for the period from  
6/1/2026 - 12/31/2026 in an amount not to exceed $100,000.

21. 113859College - Agreement with the New York Office of Addiction Services and  
Supports, whereby WCC will receive 2 grants in an aggregate amount up  
to $100,452 for: (i) the Addiction Professional Community and Technical  
Colleges Internship Program to provide internships to students in the  
Credentialed Alcoholism and Substance Abuse Counselor program, and  
(ii) the Addiction Professional Community and Technical Colleges  
Scholarship Program to provide scholarship funding to students who will  
complete the Credentialed Alcoholism and Substance Abuse Counselor  
requirements, along with their associate degree courses, for the period  
8/1/2026- 7/31/2028.

22. 113817District Attorney - Agreement with the New York State Division of  
Criminal Justice Services to accept $61,547.26 in federal funds, to  
operate the STOP Violence Against Women Formula Grant Program, for  
a term commencing retroactively on 1/1/2026 - 12/31/2026.

23. 113822District Attorney - Agreement with the New York State Division of  
Criminal Justice Services to accept a grant in an amount not to exceed  
$277,963 in state funds to operate The Motor Vehicle Theft and  
Insurance Fraud Prevention Program for the period commencing  
retroactively on 1/1/2026 - 12/31/2026.

County Procurement Policy and Procedures, to exempt from procurement

25. 113845District Attorney - (i) Enter into a grant agreement with the New York  
State Division of Criminal Justice Services to accept $292,333 in State  
funds, to operate the Crimes Against Revenue Program for a term  
commencing retroactively on 1/1/2026- 12/31/2026; and (ii) enter into an  
agreement with HKA Global, LLC to conduct tax fraud investigations as  
part of the program, for a term commencing retroactively on 1/1/2026 -  
12/31/2026 in an amount not to exceed $75,000.

26. 113820Parks - License agreement with New York - New Jersey Trail  
Conference, Inc. to plan, develop, maintain and protect the hiking trails

27. 113821Parks - Amend a license agreement with Beach Front BBQ Inc. of  
Bronxville, NY, for the concessions at Willson’s Woods Park, Mount  
Vernon, to exercise the option to extend the term for an additional  
five-year period, commencing retroactively on 1/1/2026 - 12/31/2030.

28. 113702DPW/Transportation / County Executive/Ctywide Admin Svc -  
Agreement with CVR Associates, Inc. for the lease of approximately  
9,282 square feet of space on the first floor of the County owned building  
located at 112 East Post Road, White Plains, for a term of 5 years, from  
7/1/2026 - 6/30/2031.

29. 113797DPW/Transportation / County Executive/Ctywide Admin Svc - Amend  
Agreement No. 24-900 with the New York State Department of Labor,  
granting the County use and occupancy of space at 120 Bloomingdale  
Road in White Plains, by authorizing additional payments of $8,424.23 for  
operating costs for 2024 and 2025, as well as an amount not to exceed  
$5,000 per year in additional security services on an as-needed basis for  
the period 2025 through 2029, for a new total aggregate amount not to  
exceed $591,630.48.

contract amount by $10,500,000 for an aggregate total not to exceed  
amount of $41,262,000, and (ii) extend the completion date from  
12/31/2026 to 6/30/2027 to allow for the completion of necessary work  
that was discovered while completing work under Change Order No. 1.

LiRo Engineers, Inc., for Engineering Services in connection with

increase the agreement by an amount not to exceed $4,177,268, for an  
aggregate amount not to exceed $41,230,764.41 to cover the cost of  
additional design, construction administration, and program management  
services.

unanimously approved.  
There being no further business, the Chair declared the meeting adjourned. All

Mr. Gashi pointed out that the New York Knicks are up three games to one in the  
NBA Finals.  
All Board members enthusiastically agreed to cheer on the Knicks as they look to  
close out the series.
