Liberty Lines Transit, Inc., pursuant to which it will provide professional  
management, operation, and maintenance services for the Bee-Line  
System, and info center operations, for a five (5) year period,  
commencing on 1/1/25 for an amount of $842,851,285, subject to certain  
variations, with the County having the option to extend the term of the  
agreement by an additional five (5) year period, for an amount of  
$1,007,726,420, subject to certain variations.

the Road New York (“MRNY”), pursuant to which MRNY was to provide  
free legal services for immigrants, for a term commencing on 1/1/24 -  
12/31/24, for an amount not to exceed $256,937, by extending the term  
by six (6) months, for a new term commencing 1/1/24 - 6/30/25, and by  
increasing the not-to-exceed amount by $123,446, for a new total  
not-to-exceed amount of $380,383.

110625County Executive/Office for Women - Enter into an agreement with  
Pace University, acting by and through its Elisabeth Haub School of  
Law’s Pace Women’s Justice Center (“PWJC”), pursuant to which PWJC  
will provide legal consultations for victims of domestic violence, sexual  
assault and elder abuse in Northern Westchester, as well as civil legal  
services for low-income victims of domestic violence who reside in New  
Rochelle or fall within the catchment area served by the New Rochelle  
Family Court, for a term commencing on 1/1/25 - 12/31/25, for an amount  
not to exceed $307,234.

11. 110631County Executive/Office for Women - Enter into an agreement with My  
Sisters’ Place, Inc. (“MSP”), pursuant to which MSP will provide legal  
services as well as crisis intervention and individual counseling for victims  
of domestic violence at the County’s Mount Vernon District Office, which  
is a more convenient location for those living in southern Westchester  
County, for a term commencing on 1/1/25 - 12/31/25, for an amount not  
to exceed $178,246.

with the Community Service Associates, Inc., pursuant to which the

community, for a term commencing retroactively on 1/1/25 - 12/31/25, in  
an amount not-to-exceed $70,000.

New Rochelle Young Men’s Christian Association Inc. d/b/a YMCA of

provide a series of youth and senior citizen programing and scholarship  
opportunities designed to cultivate values, skills and relationships that  
lead to positive behaviors, better health, educational achievement, and an  
overall sense of community, for a term commencing retroactively on  
1/1/25 - 12/31/25, in an amount not to exceed $338,125.

its Build Our Future and Voz y Vida programs, for a term commencing  
1/1/25 - 12/31/25, for an amount not to exceed $161,500.

15. 110623County Executive / Board of Legislators - Enter into an agreement with  
Boys & Girls Club of Mount Vernon, New York, Inc. (“B&G Club Mt.  
Vernon”), pursuant to which B&G Club Mt. Vernon shall provide a series  
of youth programing including (1) Summer Program, (2) After School  
Program; and (3) Teen Program, which said programming will focus on  
academic enrichment, healthy lifestyles and exploration of different  
passions and pathways for after high school, community services and  
entrepreneurship, for a term commencing retroactively on 1/1/25  
-12/31/25, in an amount not to exceed $138,329.

-12/31/25, for an amount not-to-exceed $37,000.

meaningful, virtual and in person group conversations between young  
people and senior citizens living in their homes or in senior living  
communities, for a term commencing retroactively on 1/1/25 - 12/31/25, in  
an amount not to exceed $99,000.

Giveaway”, commencing retroactively on 1/1/25 - 12/31/25, in an amount  
not-to-exceed $130,000.

(“Gullotta”) pursuant to which Gullotta will provide meals and ancillary

the period from 1/1/25 - 12/31/25, for an amount not to exceed $55,105.

25. 110591Board of Legislators - Enter into an agreement with Community Based  
Services, Inc. (“CBS”) pursuant to which CBS will provide transition  
planning services to people with autism and developmental disabilities in  
residential and community-based settings, for the period from 1/1/25 -  
12/31/25, in an amount not to exceed $65,000.

Westchester and Putnam, Inc., pursuant to which Contractor shall provide

retroactively on 1/1/25 - 12/31/25, in an amount not to exceed $50,000.

for a term commencing retroactively on 1/1/25 - 12/31/25, for an amount  
not-to-exceed $40,000.

29. 110482County Executive/Office of Tourism - The County of Westchester to  
agree to defend, indemnify, and hold harmless publishers in approved  
short form agreements for advertising services, as listed, for the period  
commencing retroactively on 1/1/25 - 12/31/25.

unanimously approved.  
30. 110660County Attorney - Renew a comprehensive fine arts insurance policy in  
the amount of $12,103,455 to insure the following: The Declaration of  
Independence, The Reverend Dr. Martin Luther King Memorial statue,  
fine arts located at the Miller House, Westchester Community College  
and Merestead Park, the organ and carousel located at Playland Park  
and the fine arts of others in the County’s care, custody and control with a  
limit of $300,000; a deductible of $2,500 for the Declaration of  
Independence, The Reverend Dr. Martin Luther King Memorial statue,  
fine arts at the Miller House, Westchester Community College and  
Merestead Park locations, and the fine arts of others in the County’s care,  
custody and control; a deductible of $ 25,000 for the Playland Park organ  
and carousel, $25,000 for losses due to earthquakes and floods, and a  
deductible of five percent with a minimum $100,000 for losses due to  
windstorms; at a cost not to exceed $77,764, for the period commencing  
3/27/25 - 3/27/26, from Aspen American Insurance Company, through the  
brokerage firm of Marsh, USA.

31. 110672County Attorney - Enter into an agreement with Mondaire Jones, Esq.,  
to provide legal counsel and advice to the Westchester County Charter  
Revision Commission, for a term commencing 2/25/25 - 2/24/26, for a  
total amount not-to-exceed $100,000.

unanimously approved.  
32. 110596Finance - Register with NY Muni Trust Cooperative Investment Pool, in  
order to participate in a cooperative investment program to enhance the  
County’s investment returns, and ensure safety and liquidity of invested  
funds commencing on execution and continuing until the County elects to  
withdraw from the NY Muni Trust program upon written notice, with the  
registration form to contain the listed indemnity clause.

33. 110604Planning - Amend an agreement with the Town of North Salem, pursuant  
to which the Town agreed to conduct infrastructure improvements in the  
Croton Falls Community Park and Greenspace for an amount  
not-to-exceed $125,000 in CDBG funding, for a term commencing on  
9/15/22 - 9/14/24, by changing the expiration date of the agreement from  
9/14/24 to 12/31/25.

34. 110605Planning - Enter into an agreement with the Village of Ossining, pursuant  
to which the Village will do Phase I & II Spring Street walkability  
improvement project, for a term commencing on 3/14/25 - 3/13/26, for a  
not to exceed amount of $400,000 to be paid in Community Development  
Block Grant funding.

35. 110613Planning / County Executive/Ctywide Admin Svc - Enter into any and  
all agreements with the following public housing authorities (“PHA”):  
Greenburgh Housing Authority (“GHA”), New Rochelle Municipal Housing  
Authority (“NRMA”), White Plains Housing Authority (“WPHA”), and the  
Municipal Housing Authority for the City of Yonkers (“MHACY”), and if  
any, their Rental Assistance Demonstration program affiliates, successors  
or assigns, whereby the County will finance capital improvements related  
to interior, exterior, and building systems and construction management  
costs to various properties owned or managed by the above-referenced  
public housing authorities as indicated in Appendix “A”, in support of the  
preservation of approximately 1,016 units of units of the available housing  
stock for affordable housing tenancy, for households whose incomes is at  
or below 80% of the Westchester County Area Median Income, for a term  
of ten (10) years commensurate with the period of probable usefulness of  
any County bonds issued, for a total not to exceed amount of $7,000,000,  
commencing upon execution, under the listed terms and conditions.

37. 110599Social Services - Enter into a professional consulting agreement with  
Program Design and Development, LLC, for the preparation of the  
County’s fiscal year 2025 application to the United States, Department of  
Housing and Urban Development for the 2025 HUD’s Continuum of Care  
for the Homeless grant and the provision of additional professional  
consulting services to improve the effectiveness of the County’s system of  
care for the homeless, for the term commencing on 1/1/25 - 12/31/25, in  
the amount not to exceed $42,500.

38. 110601Social Services - Renew an agreement with Westhab, Inc., pursuant to  
which Westhab agreed to provide Job Placement, Job Readiness, and  
Job Development Services to single adult applicants and recipients of  
Temporary Assistance, age 18 and over, for an initial term commencing  
on 4/1/23 - 3/31/24, in an amount not to exceed $1,105,225, by extending  
the term thereof for one (1) additional year from 4/1/25 - 3/31/26, for a  
total aggregate amount not to exceed $1,105,225, comprised of an  
amount not-to-exceed $1,037,700, and an amount not-to-exceed $67,525  
(DSS4001-B-23), payable at approved rates upon Westhab achieving  
certain job placement, retention, and average earnings milestones, at its  
sole option, may renew the agreement for up to one (1) additional one (1)  
year term, on the same terms and conditions, including price proposal, as  
the initial term.

39. 110602Social Services - Renew an agreement with Westhab, Inc., pursuant to  
which Westhab agreed to provide Job Placement, Job Readiness, and  
Job Development Services to Temporary Assistance adult applicants and  
recipients on family cases (Safety Net Families and Family Assistance),  
age 18 and over, for an initial term commencing on 4/1/23 - 3/31/24, in an  
amount not to exceed $1,459,879, by extending the term thereof for one  
(1) additional year from 4/1/25 - 3/31/26, for a total aggregate amount not  
to exceed $1,459,879, comprised of an amount not-to-exceed  
$1,374,379, and an amount not-to-exceed $85,500 (DSS4002-B-23),  
payable at approved rates upon Westhab achieving certain job  
placement, retention, and average earnings milestones and that the  
County, at its sole option, may renew the agreement for up to one (1)  
additional one (1) year term, on the same terms and conditions.

40. 110663Social Services - Retroactively exercise the County’s second and third  
options under each of seven (7) agreements with the seven (7) agencies  
listed for the purpose of operating youth employment programs for  
economically disadvantaged youth, ages 14-24, under the Workforce  
Innovation and Opportunity Act of 2014, PL 113-128, and its  
implementing regulations, by 1) extending the terms thereof from 7/1/23 -  
6/30/25; and 2) increasing the total aggregate not to exceed amounts  
authorized thereunder by an additional $1,884,290, from $1,946,070 to  
$3,830,360, in the individual amounts listed.

41. 110667Social Services - Amend Resolutions approved on 3/28/24 and 1/16/25  
in order to 1.) retroactively amend an agreement with The Mental Health  
Association of Westchester County, Inc., for the term 1/1/24 - 12/31/24,  
for an amount not to exceed $4,415, by increasing the not to exceed  
amount by $313, to a new total not to exceed amount of $4,728 and; 2)  
reduce the amount of the grant funds retained by the County from a not  
to exceed amount of $16,585, to a new not to exceed amount of  
$16,272.

42. 110440Senior Programs and Services - Amend grant agreements with the  
State of New York acting by and through its New York State Office for the  
Aging (“NYSOFA”), for the following programs: the Community Services  
for the Elderly Program (“CSE”), the Expanded In-home Services for the  
Elderly Program (“EISEP”), and the combined Wellness in Nutrition  
Program (“WIN”)/ Nutrition Service Incentive Program (“NSIP”), in order  
to: (i) retroactively increase funding under the CSE Grant Agreement by  
$94,027, the EISEP Grant Agreement by $482,144 and the combined  
WIN/NSIP Grant Agreement by $83,405 as listed, and (ii) retroactively  
extend the term of the EISEP Grant Agreement with NYSOFA from  
4/1/24 - 12/31/24.

44. 110607Community Mental Health - Enter into an agreement with Independent  
Living, Inc., for the provision of community mental health services  
including tailored peer-to-peer recovery support services to help people  
initiate and/or sustain recovery from alcohol and other substance use  
disorders as well as providing support to family members of people  
needing, seeking, or in recovery from alcohol and other substance use  
disorders pursuant to Articles 25 and 41 of the New York State Mental  
Hygiene Law for a term commencing retroactively on 1/1/25 - 12/31/26, in  
an amount not-to-exceed $1,023,750.

45. 110511Health - Enter into an agreement with the New York State Department of  
Health to accept continued funding for the Drinking Water Program Local  
Assistance Funding Enhancement grant, for the period from 4/1/25  
-3/31/30, in the total amount not-to-exceed $909,715, with the County to  
indemnify the New York State Department of Health, as listed.

46. 110656Health - 1) Enter into a three-party Lead Remediation Agreement with  
Minnie C. Florin, the Participant and Lead Professionals Inc., the  
Contractor, pursuant to which the Contractor will perform lead  
remediation services on Participant’s property located at 115 Glenwood  
Avenue, Apt. 2, Yonkers, New York 10701 in accordance the New York  
State Leading in Lead Prevention Pilot Program, for the period from upon  
execution of the agreement between all parties through March 31st, 2026  
in an amount not-to-exceed $40,550; and 2) enter into a Local Program  
Administrator Agreement with the Participant, pursuant to which the  
County will provide an amount not-to-exceed $40,000 to assist the  
Participant with the direct costs of lead remediation to be performed on  
Participant’s property, as well as any eligible related costs, including  
tenant relocation costs, in exchange for which the Participant will execute  
a Declaration of Interest which will be secured as a recorded lien on the  
property and the term of the LPA will commence upon execution of the  
LPA by both parties and will continue for a period of five (5) years  
thereafter, or until the term of the DOI expires, whichever is later.

accepted by the New York State Education Department to ensure that  
Providers are paid at the established rates and that the County is  
reimbursed for state aid, with a total aggregate amount of these  
agreements not to exceed $89,053,290.

by the NYSED, with the total aggregate amount of these agreements not  
to exceed $447,444,373.

53. 110669DPW/Transportation - Amend a 2/27/25 Resolution which authorized the  
County of Westchester to consent to the assignment of Contract No.  
21-202, for installation of data, telephone and branch circuitry at various  
locations in Westchester County, from Atlantic Electric, Inc., to Fran  
Corp. d/b/a All Bright Electric, 100 Snake Hill Road, West Nyack, New  
York 10994 (the “Assignee”), is hereby amended in order to correct the  
name of the Assignee from Fran Corp. d/b/a All Bright Electric to ABE  
Fran LLC d/b/a All Bright Electric.

54. 110609DEF - Contract No. EF-2207 with Alfa Laval Inc., Richmond, VA, for  
annual inspection and repairs of centrifuges (rotating assemblies)  
including gearboxes at the Yonkers Joint Water Resource Recovery  
Facility, Yonkers, New York. Approval of Change Order No. 1 in order to  
provide for additional repairs that will be required for maintaining the  
Centrifuges that cannot be handled with County personnel or equipment,  
for an estimated amount not to exceed $100,000, bringing the total  
agreement amount not to exceed to $643,000.

unanimously approved.
