not to exceed $331,895, consisting of federal Family Violence Prevention  
and Services Act funds.

Fensterman, LLP, pursuant to which the Firm agreed to defend the  
County against claims commenced against it and to prosecute  
appropriate cross-claims in the action entitled 105 Mount Kisco  
Associates LLC, et al. v. Carozza et al., 15 Civ. 05346 (S.D.N.Y.), for a  
term commencing on 3/2/20 - 3/1/25, in an amount not-to-exceed  
$400,000, payable at approved hourly rates, in order to retroactively  
extend the term of the agreement for one (1) additional year, from 3/2/25  
- 3/1/26.

accept a grant in a total aggregate amount not to exceed $875,000,

Emergency Medical Services Program Agency, for the program period  
7/1/24 - 6/30/29; and 2) enter into a Memorandum of Understanding with  
the Westchester Regional EMS Council, Inc. pursuant to which the  
County of Westchester, through its Department of Emergency Services,  
will serve as the EMS Program Agency to assist the Westchester  
Regional EMS Council, Inc. in facilitating the development and operation  
of an emergency medical services system in Westchester County, for a  
term commencing on 7/1/24 - 6/30/29.

d/b/a Meals on Main Street to provide Community Development Block  
Grant - COVID-19 (CDBG-CV) program funding to be used to combat  
food insecurity and to prevent, prepare for, and respond to the impacts of  
the Coronavirus pandemic on low-and moderate-income households  
within the 2020 Urban County Consortium. The total aggregate amount of  
funding shall not exceed $200,000, for a term commencing on 7/1/25 -  
6/30/26.

111447 Planning - Amend a 11/27/24 Resolution to enter into a loan agreement  
with Wartburg Home of the Evangelical Lutheran Church, its successors  
and/or assigns, or any entity created to carry out and fund the purposes  
of the proposed transaction in an amount not to exceed $8,240,000 in  
loan funds from the County Housing Flex Fund (“HFF”) Program, is  
hereby amended in order to amend the length of the permanent loan term  
to meet the requirements of the subsidy lender from a thirty (30) year  
term to a forty (40) year term with a construction period of three (3) years  
so that the HFF loan term will be forty-three (43) years.

111448 Planning - Enter into an agreement with the United States Department of  
the Army whereby the County will contribute $1,400,00 to the United  
States Army Corps of Engineers for the design of the Garth  
Woods/Harney Road Ecosystem Restoration Project on the Bronx River.  
Under the Agreement, the estimated design cost of the project is  
$4,000,000, of which $2,600,000 will be federally funded. The remaining  
cost of $1,400,000 will be contributed by the County. The term of the  
agreement will be from 9/1/25 -12/31/30.

10. 111428 Social Services - Amend an agreement with The Guidance Center of  
Westchester, Inc., for the provision of rental assistance and supportive  
services for the homeless, in order to exercise the County’s second sole  
option to renew the agreement for the one-year option period  
commencing on 8/1/25 - 7/31/26, in a total amount not to exceed  
$1,876,290 for this second option period (“Second Amendment”;  
DSS3037-B-23).

11. 111382 Social Services - Pursuant to Section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Westchester Institute for Human Development.

12. 111383 Social Services - Amend 2/11/16 Resolution to enter into an agreement  
with the Westchester Institute for Human Development for the provision  
of services relating to training, education, technical assistance and  
applied research to individuals with disabilities and their families and  
vulnerable children, for an initial term commencing on 1/1/15 - 3/31/18,  
for an amount not to exceed $4,395,116, with automatic two (2) and five  
(5) year renewals through 12/31/24, subject to the parties’ renewing their  
related sublease for the same periods, in order to (i) retroactively extend  
the termination date of the agreement to 3/31/25; and (ii) authorize  
$347,718 in additional funding to cover the renewal periods through  
3/31/25 and amend the agreement with the Westchester Institute for  
Human Development, in order to increase the total amount not-to-exceed  
by $10,083,822 to cover the costs for the renewal periods through  
3/31/25.

13. 111440 Community Mental Health - Amend a 1/16/25 Resolution to amend  
(individually, the “First Amendment,” and collectively, the “First  
Amendments”) nine (9) agreements with the entities listed, for the  
provision of addiction and opioid use disorder services, in order for the  
County to exercise the first (1st) of its two (2) options to extend the term  
of each agreement by one year, commencing on 1/1/25 -12/31/25, is  
hereby amended to authorize the County to increase the not-to-exceed  
amount under the Westchester Jewish Community Services, Inc.  
(“WJCS”) First Amendment by $78,086, from $50,983 to a new revised  
not-to-exceed amount of $129,069.

acting by and through its Board of Education whereby the College shall  
provide School District’s students with first aid and CPR certification, so

paid an amount not to exceed $8,778.15.
