Inc., to provide its Homework Help Center, Youth ESL and GED

Programs, and Outreach Program, for the term 1/1/24 - 12/31/24, for an

amount not to exceed $56,759, payable half upon execution and half on

or about 9/1/24.

107875 Information Technology - Enter into an agreement with Philip M.

Casciano Associates, Inc. (“PMC”) for PMC to furnish and install and in

certain instance deliver only tri-band antennas, and perform necessary

FCC licensing services, on municipal police department headquarters and

County-owned buildings for a not to exceed amount of $353,934.97, for a

term commencing upon execution and expiring one year thereafter with

the County having the option to extend the term up to an additional

thirty-six (36) months upon the same terms, conditions and prices set

forth in the agreement and upon the County sending written notice to

PMC of its intention to extend the term. Approval of Bo-Tel

Communications (Tower and Rooftop Work), Washingtonville, NY, as a

subcontractor.

107796 Planning - Enter into agreements with the seven organizations listed, in

order to provide Community Development Block Grant COVID-19 funds

under the Nourishing Our Neighbors Food Security Program to be used to

combat food insecurity to those adversely impacted by COVID-19 and

residing in the five (5) communities with the highest percentages of

low/moderate income households within the 2020 Urban County

Consortium membership. The total aggregate not-to-exceed amount of

$525,400, in the individual amounts listed, for a term commencing

retroactively on 1/1/24 - 12/31/24.

107877 Planning - Enter into an agreement with AltaVista Lead Improvements,

Inc., and Natalie L. Tucker (the “Property Owner”), for repairs at 33

Lafayette Street in the City of White Plains (the “Property”) through the

Lead Safe Westchester Program, in an total amount not to exceed

$78,540, for the period 3/15/24 - 3/14/25. The work will include, but not

be limited to, repairing deteriorated areas identified in a lead

inspection/risk assessment.

107507 Social Services - Enter into an agreement (DSS3006-24) with the Young

Women’s Christian Association of White Plains and Central Westchester

(“YWCA”), for which the YWCA will operate its Awakenings Transitional

Housing Program to provide justice-involved women, ex-offenders, and/or

survivors of crime with a history of homelessness and/or substance

abuse, a safe and structured supportive housing setting to help them

re-integrate back into the community, for the period 7/1/24 - 6/30/25, for a

total amount not to exceed $220,794.

10. 107665 Social Services - Renew an agreement with Westhab, Inc., to provide

Job Placement, Job Readiness, and Job Development Services to

Temporary Assistance adult applicants and recipients on family cases

(Safety Net Families and Family Assistance), age 18 and over, for an

initial term commencing on 4/1/23 - 3/31/24, in an amount not to exceed

$1,459,879, by extending the term thereof for one (1) additional year from

4/1/24 - 3/31/25, for a total aggregate amount not to exceed $1,459,879,

comprised of an amount not-to-exceed $1,374,379 and an amount

not-to-exceed $85,500 (DSS4002-A-23), payable at approved rates upon

Westhab achieving certain job placement, retention, and average

earnings milestones.

11. 107897 Social Services - Enter into an agreement (DSS7007-24) with

Accessible Vans and Mobility of NY LLC D/B/A Bussani Mobility,

(“Bussani Mobility”), pursuant to which Bussani Mobility will install

specialized equipment in the personal vehicle of a DSS client, for the

period from 3/1/24 - 2/28/25, for an amount not to exceed $43,089, be

hereby amended by increasing the not-to-exceed amount by $189, to a

new total amount not to exceed of $43,278, in order to better cover the

costs of the work.

12. 107492 Senior Programs and Services - Enter into an agreement with

Westchester Jewish Community Services, Inc., to provide Case

Management Services for Home-Delivered Meals Assessments services

under the Community Services for the Elderly Program, for the period

commencing retroactively on 4/1/24 - 3/31/25. State funding under the

agreement will be in an amount not-to-exceed $189,262, payable at the

agreed upon unit cost, under the listed terms and conditions.

Westchester Jewish Community Services, Inc., to provide the Case

Management - Geriatric Program, and Information, and Assistance

Services under the Community Services for the Elderly Program, for a

term commencing on 4/1/24 - 3/31/25. State funding under the

agreement will be in an amount not-to-exceed $45,834 payable at the

agreed-upon unit cost, under the listed terms and conditions.

14. 107494 Senior Programs and Services - Enter into an agreement with Feeding

Westchester, Inc., to provide Counseling and Information Services to

seniors applying for Supplemental Nutrition Assistance Program Services,

including assisting clients in the completion and submission of

applications for benefits under the Community Services for the Elderly

Program, for a term commencing on 4/1/24 - 3/31/25, in an amount

not-to-exceed $58,849 in state funds, payable at the agreed-upon unit

costs. The Contractor is required to contribute $19,617 in Contractor

matching funds toward the services.

15. 107495 Senior Programs and Services - Enter into an agreement with YWCA

White Plains & Central Westchester for its Encore Plus Program to

administer health promotion cancer screenings - evidence based and

health promotion exercise services - non evidence based under the

Community Services for the Elderly Program, for an aggregate amount

not-to-exceed $39,733 in state funds, payable pursuant to the

agreed-upon unit costs, for a term commencing on 4/1/24 - 3/31/25. The

Contractor is required to contribute $13,245 in contractor matching funds

toward the services.

Westchester Public/Private Membership Fund for Aging Services, Inc., to

provide Senior Center Recreation and Education to County seniors under

the Congregate Services Initiative program in an amount not-to-exceed

$36,000, comprised of $20,806 in State Aid and $15,194 in County Tax

dollars, for the term commencing on 4/1/24 - 3/31/25.

Wartburg Home of the Evangelical Lutheran Church for the purpose of

providing social adult day services to Westchester County residents, 60

years or older, who are isolated because of physical and/or cognitive

limitations, in accordance with the Expanded In-Home Services for the

Elderly Program, for a term commencing on 4/1/24 - 3/31/25, in an

aggregate amount not to exceed $120,000, comprised of $90,000 in

State funds and $30,000 in County tax dollars.

Westchester Jewish Community Services, Inc., for the provision of

In-Home Contact & Support-Project Time Out services to County

residents 60 years or older, who are isolated because of physical and/or

cognitive limitations in accordance with the Expanded In-Home Services

for the Elderly Program, for a term commencing on 4/1/24 - 3/31/25, in an

amount not-to-exceed $96,601 in State funding. WJCS is required to

contribute $5,084 in matching funds to the Services.

Lifeline Systems Company for the purpose of providing personal

emergency response system services to frail, homebound seniors under

the Expanded In-Home Services for the Elderly Program, for a term

commencing on 4/1/24 - 3/31/25, in an amount not-to-exceed $40,609;

and 2) permission for Lifeline to subcontract with Progressive Healthcare

Solutions, Inc., 300 Mulberry Street Suite 602, Macon, GA 02180, to

perform a portion of the services under the agreement.

Brigade of Northern Westchester, Inc., to provide home-cleaning services

for the elderly under the Unmet Need program. State funding for the

Services will be in an amount not-to-exceed $86,596, payable pursuant to

the agreed upon unit cost, for a term commencing on 4/1/24 - 3/31/25.

Public/Private Membership Fund for Aging Services, Inc., to provide

Senior Center Recreation and Education Services to Westchester County

residents 60 years or older in accordance with the Unmet Need program,

for a term commencing on 4/1/24 - 3/31/25. State funding for the Services

will be in an amount not-to-exceed $170,000 for actual Services provided.

Services of Westchester, Inc., to provide Information: Mobility

Management services for the elderly under the Community Services for

the Elderly Program, for a term commencing on 4/1/24 - 3/31/25. State

funding for the agreement will be in an amount not-to-exceed $85,142.

Health in order to accept funding for the Tuberculosis (TB) Prevention

$324,447.

Downtown to provide catering and event host services for the Department

Procurement Policy and Procedures, to exempt from procurement an

agreement with Jail Solutions, LLC, for which Jail Solutions, LLC, through

its principal Leandro Diaz, will serve as a consultant to the Westchester

County Department of Probation in connection with the new 80 bed

juvenile secure/specialized secure detention build, as well as provide

consultation, training, and support services to the Department of

Correction to ensure best practice and compliance with the Prison Rape

Elimination Act, for a term commencing on 1/1/24 - 12/31/24, for an

amount not-to-exceed $140,000, payable at the rate of $200 per hour.

Edison Company of New York, Inc., authorizing Con Edison to maintain

and operate portions of its distribution system for natural gas and

electricity over and under various County-owned lands, for a period to

commence retroactively on 10/1/23 - 9/30/28, for a total license fee of

$527,840.

Westchester Parks Foundation, Inc., for the operation and management

of “Camp Morty and Merriwood Teen Empowerment”, at Sal J. Prezioso

$160,000, from $683,930, to a new total amount not to exceed of

$843,930 for staff recruitment and to provide competitive salaries.

& Environmental Services, D.P.C., a WBE firm, Syracuse, NY, be

amended to provide for engineering services in connection with Ward

Pound Ridge Reservation Dam Rehabilitation, Towns of Pound Ridge

and Lewisboro, New York. The Consultant shall provide design services

during construction consisting of shop drawing and submittal review,

attendance at project meetings, periodic site visits and preparation of

as-built drawings, for a fee of $153,900, increasing the total maximum fee

to $331,800 with the completion date of the agreement to be extended to

12/31/27.
