107769County Executive / Board of Legislators - Enter into an agreement with  
The Lincoln Depot Foundation, Inc., to provide historical presentations,  
tours for school children, scouting groups and senior citizens of The  
Lincoln Depot Museum, as well as cultural and educational community  
programing and events, including exhibits and historical dramatists of  
President Abraham Lincoln and reenactor groups designed to preserve  
the memory and ideals of President Abraham Lincoln, for a term  
commencing retroactive to 1/1/24 - 12/31/24, for an amount  
not-to-exceed $45,000.

107947County Executive / Board of Legislators - Enter into an agreement with  
New Rochelle Young Men’s Christian Association Inc. d/b/a YMCA of  
New Rochelle, Inc., to provide a series of youth and senior citizen  
programing and scholarship opportunities designed to cultivate values,  
skills and relationships that lead to positive behaviors, better health,  
educational achievement, and an overall greater sense of community, for  
a term commencing retroactively on 1/1/24 - 12/31/24, for an amount  
not-to-exceed $338,125, payable in two equal installments, after  
submission by the Contractor of two (2) invoices.

107956Board of Legislators - Enter into an agreement with Pelham Pact  
Coalition, Inc. d/b/a Pelham Together, for the provision of youth  
programming including a youth council, youth summer internships, youth  
run entrepreneurial projects, youth therapy and other events designed to  
support the physical, social and mental well-being of youth residents of  
Pelham, for a term commencing retroactively to 1/1/24 - 12/31/24, for an  
amount not-to-exceed $41,200.

YWCA of White Plains & Central Westchester, Inc., to provide a series of  
educational programs and services promoting racial equity, as well as  
physical, mental and emotional health and wellness, for a term  
commencing retroactively to 1/1/24 - 12/31/24, for an amount  
not-to-exceed $209,035.

108208Information Technology - Pursuant to Section 3(a)(xxi) of the  
Westchester County Procurement Policy and Procedures, to exempt from  
procurement an agreement with Granicus, LLC. (Contract No. IT-1788)

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously approved.  
108207Information Technology - Amend an agreement with Granicus, LLC, to  
provide various software modules as a Software-as-a-Service (SaaS)  
solution to automate and manage business processes, for a three-year  
term commencing on 8/31/23 - 8/30/26, for a total amount not-to-exceed  
$325,199.23, in order to: (i) expand the scope of services to include an  
upgrade to Granicus’s encoder which will allow the County to simulcast to  
YouTube and Facebook; and (ii) increase the amount by an additional  
$29,197.05, to a new total amount not-to-exceed of $354,396.28, to  
compensate Granicus for providing the additional services. (Contract No.  
IT-1788)

108218County Attorney - Enter into a retainer agreement with the law firm of  
Sheppard, Mullin, Richter & Hampton LLP, for the provision of outside  
counsel legal services in connection with a dispute the County is having  
with Nuco Painting Corporation and its subcontractor, Unique Scaffolding  
Systems, under Department of Public Works & Transportation Contract  
No. 17-534, for a term commencing retroactive to 3/6/24 and continuing  
until the matter has been resolved, for an amount not to exceed  
$100,000.

107879Planning - Amend the agreement with the Town of Ossining, for which  
the Town will install hardware and software for broadband access in the  
Henry Gourdine and Louis Engel Parks, in the amount of $57,644 in the  
Community Development Block Grant - Coronavirus (“CDBG-CV”)  
program, to change the expiration date from 7/31/23 to 9/30/24.

unanimously approved.

107675Social Services - Exercise the first of its five (5) renewal options under  
its agreement with the Westchester Institute for Human Development  
(“WIHD”) for the provision of pediatric medical services to children placed  
in DSS foster care, by extending the contract term of the agreement from  
4/1/24 - 3/31/25 and by increasing the amount by an additional $514,795  
(DSS6044-A-23), to compensate WIHD for services rendered during the  
renewal term.

10. 107898Social Services - Pursuant to Section 3(a)(xxi) of the Westchester  
County Procurement Policy and Procedures, to exempt from procurement  
an agreement with Gregory A. Tipping.

unanimously approved.  
11. 107899Social Services - Enter into an agreement (DSS7011-24) with the  
Gregory A. Tipping d/b/a The TipCo Group to provide consulting services  
relating to the analysis of the business processes and technology used in  
the Department’s Supplemental Nutrition Analysis Program, for the term  
6/1/24 - 10/31/24, in an amount not to exceed $50,000.

unanimously approved.  
12. 108217Social Services - Enter into an agreement with Nicole Hidalgo for foster  
care boarding services, according to the foster care rates established by  
the Department effective at the time of placement and as the same may  
be from time to time adjusted pursuant to the law, for a term commencing  
on 11/8/23 and continuing for an indefinite duration with either party  
having the right to terminate the agreement on thirty (30) days written  
notice.

unanimously approved.  
13. 108370Social Services - Retroactively enter into thirteen (13) agreements with  
the thirteen (13) agencies listed for each to operate a summer youth  
employment program funded through the New York State’s Temporary  
Assistance to Needy Families 2023 Summer Youth Employment  
Program, with each of the agreements to be for a retroactive term  
commencing on 5/1/23 - 9/30/23, for a total aggregate not-to-exceed  
amount of $845,800.

unanimously approved.  
14. 108408College - Enter into an agreement with Blue Icon Advisors, LLC, for the  
provision of assistance with the changes in the Free Application for  
Federal Student Aid (“FAFSA”) as part of the FAFSA College Support  
Program, at no cost to the College, for a term commencing on or about  
4/22/24 and terminating on 6/30/24, unless extended by the U.S.  
Department of Education.

unanimously approved.  
15. 108279Health - Enter into an agreement with the Housing Trust Fund  
Corporation, a subsidiary of the New York State Housing Finance  
Agency, to accept a grant in the amount of $3,466,767 in New York State  
funds under the Leading in Lead Prevention Pilot Program, which funds  
will be used by the Department to identify and remediate lead paint  
hazards in high risk housing in the County, as well as provide  
training/education to property owners in safe abatement and remediation  
practices, for a two-year term commencing retroactive to 4/1/24 - 3/31/26.

unanimously approved.  
16. 107797Public Safety - Enter into an agreement with the Westchester Coalition  
for Legal Abortion - Choice Matters, Inc., pursuant to which Choice  
Matters, through its Center for Analysis and Tracking of Clinic Harassers,  
would provide a training program entitled “Understanding & Enforcing  
Clinic Access Laws”, to educate County and other local law enforcement  
agencies about existing federal, state and County laws designed to  
ensure safety in and around reproductive health facilities, for a term  
commencing retroactive to 1/1/24 - 12/31/24, for an amount  
not-to-exceed $30,000, with the County reserving an option to renew the  
agreement for up to two additional terms of one year each, as follows:  
from 1/1/25 - 12/31/25 - $32,500 / from 1/1/26 - 12/31/26 - $32,500.

17. 108199Probation - Enter into a license agreement with Lexington Center for  
Recovery, Inc., to use space at the Westchester Family Courts in White  
Plains, Yonkers and New Rochelle, for the provision of substance abuse  
assessment and treatment services for juveniles attending the Family  
Court offices, and their families who are referred to Lexington Center by  
the Department, for one-year period commencing upon execution of the  
agreement by both parties, with the County having the sole option to  
renew the initial term of the Agreement for four (4) additional one-year  
terms.

unanimously approved.  
18. 108204Probation - 1) Enter into a grant agreement with the State of New York,  
acting by and through its Division of Criminal Justice Services (“DCJS”),  
for which DCJS will grant to the County an amount of $50,000, for the  
Department to implement components of their Delinquency Prevention  
Program, the Department’s developed action plan to address racial and  
ethnical disparities in the youth justice system, with an emphasis on the  
adjustment decision making process, for a term commencing 6/1/22 -  
5/31/25, and 2) enter into an agreement with The Children’s Village to  
provide its Braveheart Diversion Advocacy Program, for the term  
commencing 5/1/24 - 5/31/25, in an amount not to exceed $50,000.

unanimously approved.  
19. 107868DPW/Transportation - Amend a 2/1/24 Resolution to amend Agreement  
No. 21-906 with Reed Hilderbrand LLC, in the matter of Planning  
Consulting Services in connection with Master Plan Development, Hilltop  
Hanover Farm and Environmental Center, Yorktown, New York, by  
providing additional planning consulting services, approving the use of  
five subconsultants, and extending the term of the agreement until  
12/31/26, be and is hereby amended to authorize the County to execute  
an agreement consenting to the assignment of Agreement No. 21-906  
from Reed Hilderbrand LLC to Reed Hilderbrand Landscape Architecture  
P.C., effective as of the date of execution of the assignment.

20. 107869DPW/Transportation - Amend Agreement No. 13-919 with GHD  
Consulting Services Inc., Syracuse, NY, in connection with the  
Woodlands Lake Dam Rehabilitation, V.E. Macy Park, Irvington, New  
York. The Consultant shall provide additional design services during  
construction associated with this project and be it further that for the  
additional services rendered in accordance with the Consultant’s  
proposal, GHD Consulting Services Inc., shall be paid a fee of $28,400,  
increasing the total maximum fee to $439,100.

unanimously approved.  
21. 107870DPW/Transportation - 1) Renew Contract No. 21-205 with Westchester  
Hills Landscaping, West Harrison, NY, to provide a Service Contract for  
Resurfacing of Various County Maintained Roads, Westchester County,  
New York and extend the termination date of the agreement from 8/31/24  
to 8/31/26; and 2) increase the amount of the agreement by  
$1,309,810.27, from an amount of $1,964,715.40, to a new amount not to  
exceed $3,274,525.67.

unanimously approved.  
22. 107894DPW/Transportation - Amended to provide for architectural and  
engineering services in connection with a New Storage Building, Kensico  
Dam Plaza, Valhalla, New York. The Consultant shall provide additional  
design services associated with this project and for the additional services  
rendered in accordance with the Consultant’s proposal, KG+D Architects,  
P.C., shall be paid a fee of $327,400, increasing the total maximum fee to  
$473,400 with the completion date of the agreement to be extended to  
12/31/28.

23. 108203DPW/Transportation - Amend Agreement No. 20-911 with AI Engineers,  
Inc., an MBE firm, Elmsford, NY, in connection with engineering services  
for the Rehabilitation of Midland Avenue, CR #72, City of Rye, New York,  
by extending the term retroactively from 12/31/23 - 12/31/26.

unanimously approved.  
24. 108233DPW/Transportation - Contract No. 11-548 with Welkin Mechanical LLC,  
for HVAC Equipment Upgrades and Odor Control Improvements - Phase  
IV, Yonkers Joint Wastewater Treatment Plant, Yonkers, New York.  
Approval of the eight (8) listed subcontractors.

25. 108330DPW/Transportation - Contract No. 23-202 for Repair of Croton Point  
Park Seawall, Croton Point Park, Croton-on-Hudson, New York. Award to  
the Low Bidder, LandVScape Inc. d/b/a Nicky Diggs Excavation, Carmel,  
NY, in the amount of $307,167. (12 bids)

unanimously approved.
