which were duly seconded and approved.

109597County Attorney - Amend an agreement with WSP USA Inc., White  
Plains, NY, to provide environmental consulting services in support of the  
County’s litigation regarding the use of aqueous film-forming foams  
containing per- and polyfluoroalkyl substances at Westchester County  
Airport, in order to exercise the County’s renewal option, for a term from  
7/1/24 - 6/30/29, with no increase in the not to exceed amount of  
$100,000.

unanimously approved.

109589Planning - Enter into an agreement with the Village of Dobbs Ferry,  
pursuant to which the Village will remove and replace the Spray Pad at  
Memorial Park, for a term commencing on 8/1/24 - 7/31/25, and the  
County to pay the Village of Dobbs Ferry a not to exceed amount of  
$154,000 in Community Development Block Grant Program funding.

109598Planning - Amend an Intermunicipal Developer Agreement (“IMDA”) with  
the City of Yonkers, La Mora, LLC, its successors or assigns, and the  
Municipal Housing Authority for the City of Yonkers, to finance the  
construction of certain infrastructure improvements in an amount not to  
exceed $3,500,000 to support an Affordable AFFH Development located  
at 23 Mulberry Street (Section 2 Block 2062 Lot 25) in the City of  
Yonkers, in order to amend the description in the easement, the plans  
and the budget.

unanimously approved.

109605Planning - Amend an Intermunicipal Developer Agreement (“IMDA”) with  
the City of Yonkers, 178 Warburton Limited Partnership, CPG Phase VI  
Limited Partnership, its successors and/or assigns, and the Municipal  
Housing Authority for the City of Yonkers (“MHACY”), in order to change  
the affordability requirements for 92 affordable rental units that  
affirmatively further fair housing so that these units are available to  
seniors aged 62 and older with incomes at or below 30% and up to 60%  
of the Westchester County Area Median Income (“AMI”) instead of  
households with incomes between 30% and 90% of AMI and that the  
IMDA is ratified to include MHACY as a signatory.

109537Emergency Services - Enter into an agreement with Contingency  
Management Consulting Group, LLC (“CMCG”), pursuant to which CMCG  
will provide the County with emergency management and homeland  
security planning and preparedness services, in order to assist the  
County with specific initiatives, as fixed-fee deliverables, and hourly  
supplemental services, on an as-needed basis, for an amount not to  
exceed $347,836 for an initial term of two (2) years, commencing upon  
execution, with the County having the option, at its sole discretion, to  
extend the agreement for up to three (3) additional one (1) year terms  
thereafter.

109535Social Services - Amend an agreement with Dr. Robert D. Holland, to  
perform Medical Director services for the County’s Department of Social  
Services for the term commencing 6/1/23 - 5/31/24, in an amount  
not-to-exceed $50,000, in order to extend the term of the agreement for  
an additional one-year term commencing retroactively on 6/1/24 -  
5/31/25, at the rates set forth in the original agreement (DSS7012-A-23).

109546Social Services - Amend an agreement (DSS3037-A-23) with The  
Guidance Center of Westchester, Inc. for the provision of rental  
assistance and supportive services for the homeless in order to exercise  
the County’s first sole option to renew the agreement, for the one-year  
option period commencing on 8/1/24 - 7/31/25, in a total amount not to  
exceed $1,827,213, for this first option period.

unanimously approved.  
109599Social Services - Renew an agreement (DSS6056-A-23) with  
Westchester Institute for Human Development for the provision of  
Aftercare Services for Foster and Therapeutic Care for the Department,  
by entering into a first amendment, by 1) extending the term thereof for  
the period from 7/1/24 - 6/30/25, and 2) increase the not-to-exceed  
amount by $1,443,110, for services to be rendered during the extended  
term, bringing the total not to exceed amount to $2,889,725.

109628Social Services - Amend an emergency contract with Century Protective  
Services Inc., pursuant to which Century was to provide the County with  
security escort services for Department of Social Services (“DSS”)  
personnel, for a period of one (1) year, commencing upon execution, for a  
total amount not-to-exceed $209,040, payable at a rate of $33.50 per  
hour per escort, (the “Agreement”; DSS3027-24) by, (1.) modifying its  
scope of work by, (a.) increasing, by seven (7), the number of escorts to  
be provided, (b.) adding additional DSS locations, including, without  
limitation, four (4) DSS district offices, to the list of site locations where an  
escort will be available, and (c.) providing for different shift hours for  
these additional escorts; and (2.) increasing its not-to-exceed amount by  
$487,760, to a new total amount not-to-exceed $696,800, in order to pay  
for the additional services to be provided under the modified scope of  
work (the “Amendment”; DSS3027-A-24).

County Procurement Policy and Procedures, to exempt from procurement

11. 109632Social Services - Enter into an agreement (DSS5024-24) with  
Westchester Community Opportunity Program, Inc. (“WestCOP”),  
pursuant to which WestCOP will promote, coordinate, and operate the  
County’s eight tax sites (Mt. Vernon, Yonkers, Peekskill, Valhalla, White  
Plains, Dobbs Ferry, and Ossining) for the Volunteer Income Tax  
Assistance program, for a total aggregate amount not to exceed  
$162,797.01, for a term commencing retroactive to 1/1/21 - 12/31/23.

12. 109558College - Contract No. WCC-24-945-Rev., for the Construction Phase  
Site Improvements, Area III, Westchester Community College, Valhalla,  
New York. Award to the Low Bidder, Mengler Mechanical, Inc., Brewster,  
NY, in the amount of $1,890,000. Approval of Naber Electric Corp.,  
Yonkers, NY, as a subcontractor. (3 bids)

13. 109562College - Enter into an affiliation agreement with Wallkill Volunteer  
Ambulance Corps, Inc. dba Town of Wallkill Emergency Medical Services  
for supervised laboratory/clinical education and instruction for  
matriculated College Students in the Emergency Medical  
Service/Paramedic program, for a term commencing 9/1/24 continuing in  
full force and effect unless terminated by either party upon written notice.

14. 109563College - Enter affiliation agreements with Trained by Jake, LLC dba  
Breakthrough Fit Co and M3 Systems, LLC dba Evolve Athletic Club 2.0  
for the provision of supervised laboratory/clinical education and  
instruction for Westchester Community College students in the Personal  
Training Program, effective 9/1/24 and continuing in full force and effect  
unless terminated by either party upon written notice.

15. 109622College - Enter into an agreement with New York State, acting by and  
through its Office of Addiction Services and Support to provide  
scholarships from the Addiction Professional Community and Technical  
Colleges Scholarship Program in an amount up to $197,141, of which up  
to $32,857 will cover administrative costs and the balance to be used to  
provide scholarships to WCC eligible students who will complete the  
Credentialed Alcoholism and Substance Abuse Counselor requirements  
along with their associate degree courses, for a term commencing on  
8/1/24 - 7/31/26.

16. 109555District Attorney - Amend an agreement with Precise Translations, LLC,  
pursuant to which Precise Translations agreed to provide foreign  
language interpretation and translation services for the Westchester  
County District Attorney’s Office, for the period from 1/1/24 - 12/31/24, for  
an amount not to exceed $52,000, payable at agreed upon rates for  
services rendered, in order to increase amount by an additional $30,000,  
to $82,000.

unanimously approved.  
17. 109560District Attorney - Amend the agreement with Adam Mansky Consulting,  
LLC, for the provision of consulting services to improve public safety in  
Westchester County by reducing reoffending and connecting offenders  
with needed services to help stabilize their behavior and promoting victim  
safety and healing, for a one-year term commencing upon full execution  
of the agreement and a not-to-exceed amount of $116,480, with the  
County having the option to extend the term of the agreement for an  
additional period of one year, in order for the County to exercise its option  
to renew the term of the agreement for one additional year, commencing  
on 7/13/24 - 7/12/25, and increase the not-to-exceed amount by  
$120,640, to a new total not-to-exceed amount of $237,120.

19. 109550DPW/Transportation - Contract No. 21-541 with Mace Contracting  
Corporation, New Rochelle, NY, for Emergency Infrastructure Work,  
Restroom Facilities and South Administration Building, Playland Park,  
Rye, New York. Acceptance of completed work and approval of Final  
Contract Amount of $9,136,999.93.

20. 109552DPW/Transportation - Amend Agreement No. DOTCAP06-02A with  
Conduent Transport Solutions, Inc., for the implementation of a  
computer-aided dispatch and automatic vehicle location system for the  
County’s Bee-Line Bus System, in order to reflect that the fee is being  
increased by $508,757, to a new amount not to exceed $15,324,934.21.

21. 109553DPW/Transportation - Enter into five (5) year License Agreement No.  
24-923 with Stiloski’s Automotive Corp., having its principal place of

and Emergency Repair Services for Zone 2 (northerly portion of the  
County), Westchester County, New York, commencing 8/1/24.

22. 109554DPW/Transportation - Enter into five (5) year License Agreement No.  
24-922 with RJB Service Station Inc., having its principal place of

Emergency Repair Services for Zone 1 (southerly portion of the County),  
Westchester County, New York, commencing 8/1/24.

25. 109601DPW/Transportation - Amend Agreement No. 19-912 with Woodard &  
Curran Engineering and Geological Services, P.A. P.C., Rye Brook, NY,  
be amended retroactively from 12/31/23 to provide for additional periodic  
maintenance and engineering services in connection with Manursing  
Lake Tide Gate Improvements, Playland Park, Rye, New York and for the  
additional services rendered, the Consultant shall be paid a fee of  
$95,000, increasing the total maximum fee to $249,900, and with the  
completion date of the agreement to be extended to 12/31/26.
