Chairperson Leandra Eustache called the meeting to order at 10:13 a.m. and noted
board member attendance as follows:
Present: Leandra Eustache, Millie Becker, Morton David, Sean Meade, Jorge Rodrigues,
Edward Stoppelmann and Terence Toal.
Absent: John Khader
Chairperson Eustache moved to excuse the absence of John Khader from the current
meeting because he informed the board that he would be attending his daughter's
graduation this morning. Jorge Rodrigues seconded the motion which passed
unanimously.
Approval of Minutes for March 24, 2022 Meeting Minutes
Motion to approve by Jorge Rodrigues, seconded by Morton David. Motion passed
unanimously.
Public Speaking
Two members of the public were present to offer remarks: D. Etienne and T. Cicchiello.
Soon after the speakers introduced themselves, technical difficulties caused
Chairperson Eustache and the other in-person attendees to lose connection to the
virtual meeting. During this time, the public speakers shared that they believe the fare
prices posted at Westchester County Airport were unreasonably low and that they have
been charging higher prices which they opined they were entitled to collect because of
the size and class of vehicles they operate. Chairperson Eustache disagreed stating
that the speakers should not take it upon themselves to charge different pricing and
that if they disagree with the pricing, the correct course of action is to reach out to TLC
and express their concerns about the pricing.
The speakers went on to say that they had been contacted by staff members of the
Commission and accused of overcharging for rates they quoted for certain
destinations, even some that are not posted on the fare chart at the airport. They also
expressed that they believe that there is a lack of enforcement at the airport against
unlicensed operators especially against one illegal operator in particular who works at
the airport handling baggage.
Chairperson Eustache noted that fares to any destination not posted at the airport
should be a negotiated rate between the driver and the passenger. She also shared that
she was not happy to hear about the lack of enforcement and would take action
through the appropriate channels. She also agreed to have Commission staff
reevaluate the fare prices posted at the airport.

Booting & Scofflaw Update
Chairperson Eustache noted that no enforcement officers were present for the
meeting so she delivered the Booting & Scofflaw Update, noting that $10,875 had
been collected in overdue fines in April 2022, bringing the year-to-date total to
$75,565.
