Mr. Jenkins presided.  
Mr. Jenkins said, "The County Board of Acquisition and Contract is meeting pursuant to  
Chapter 1 of the New York State Laws of 2022, and Executive Order 11 as extended,  
which authorizes any public body “to meet and take such action authorized by law  
without permitting in public-in-person access to meetings and authorize such meetings  
to be held remotely by conference call or similar service, provided that the public has  
the ability to view or listen to such proceeding and that such meetings are recorded  
and later transcribed.”  
Mr. Jenkins continued, "I understand the Budget Director wishes to make a motion."  
Mr. Jenkins said, "I move to add item 20, Onbase ID 95783 Resolution authorizing an  
agreement between the County of Westchester and HR&A Advisors, Inc. to provide  
professional services in developing and delivering a comprehensive, long term plan to  
address housing challenges and how to strategically invest federal funds to increase  
the supply of affordable housing within the county in an amount not to exceed  
$350,000, for the term 8/1/22 - 12/31/23.”  
Ms. Borgia seconded the motion and it was unanimously approved.

which were duly seconded and approved.

95599 County Executive/Office of Tourism - Pursuant to Section 3(a)(xxi) of  
the Westchester County Procurement Policy and Procedures, to exempt  
from procurement an agreement with Threshold 360, Inc., Tampa, FL, for  
the licensing of Threshold 360, Inc.’s virtual tour platform to promote  
hotels and other tourism venues in the County.

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously .

95377 County Executive/Office for Women - Enter into an agreement to hold  
harmless and indemnify Manhattanville College and utilize its premises to  
conduct its Twentieth Police Interactive Training Conference at  
Manhattanville College on October 13, 2022 between the hours of  
approximately 7:30 a.m. and 4:00 p.m. The training involves multiple  
speakers educating on domestic violence issues.

unanimously approved.

95761 Information Technology - Enter into a grant agreement with New York  
State, acting by and through its Division of Homeland Security and  
Emergency Services, in order to accept a grant awarded to the County by  
DHSES under New York State’s 2021-22 Public Safety Answering Points  
Operations Grant Program, in the amount of $156,789, from 1/1/22 -  
12/31/22 , for eligible public safety call-taking and dispatching expenses.

Mr. Jenkins moved the Resolution, which was duly seconded and  
unanimously approved.

95793 Social Services - 1) Enter into a grant agreement with the New York  
State Office of Temporary and Disability Assistance (“OTDA”) to accept  
grant funds in the amount of $3,029,553, pursuant to its Rental  
Supplement Program for the period commencing on 9/1/22 - 3/31/23, and  
2) enter into an agreement with Community Housing Innovations, Inc., for  
the provision of the Rental Supplement Program, from 9/1/22 - 3/31/23, in  
an amount not to exceed $3,029,553, with the County having the sole  
option to extend the term for up to four (4) additional contract periods in  
the event OTDA continues the funding for this program and in the  
amounts and terms approved by OTDA.

unanimously approved.

95796 Social Services - Amend an agreement with All County Bus, LLC, to  
provide transportation services for homeless pre-school and school-aged  
children for the regular school year, summer school, and school-related  
extracurricular activities year-round, in the amount of $6,292,388.16 for  
the initial term of two (2) years, commencing on 9/1/21, with the County  
having four (4) additional one (1) year options thereafter, with such  
options, if exercised, to be paid on the cost terms specified in the bid  
solicitation, by increasing by $216,201, its not-to-exceed amount for the  
first year of the initial term, from 9/1/21 - 8/31/22.

95473 Senior Programs and Services -Amend an agreement with Family  
Service Society of Yonkers (“FSSY”) to provide Family Caregiver Support  
Services for Westchester County grandparents/relative caregivers, 55  
and older of children under 18 years old, in accordance with the  
applicable provisions of Title III-E of the Older Americans Act, as  
amended, in order to exercise the fourth Option Term to extend the term  
of the agreement for a four-month period beginning on 1/1/22 - 4/30/22,  
for an amount not-to-exceed $13,930 in federal funds, payable based on  
the agreed-upon unit-cost for actual services provided and data entered  
in the New York State Office for the Aging’s PeerPlace System, with  
FSSY contributing $4,644 in matching funds.

95779 Senior Programs and Services - Enter into an agreement with Family  
Services of Westchester, Inc. (“FSW”) to provide Counseling services.  
The Program shall be conducted in accordance with the American  
Rescue Plan Act of 2021 (“ARPA”) SSC6, which corresponds with Title  
III-B of the Older Americans Act, as amended and its implementing  
regulations, 45 CFR Part 1321 et seq., and the New York State Office for  
the Aging (“NYSOFA”) Program Instruction No. 14-PI-02, to commence  
retroactive to 4/1/22 - 9/20/24. In consideration for services to be  
rendered, the County will pay FSW an amount not-to-exceed $90,000 in  
ARPA SSC6 federal grant funds awarded to the County by the NYSOFA  
for actual Services provided and line-items budgeted. The County, in its  
sole and complete discretion, may decrease the not-to-exceed amount of  
the agreement as a result of reduced availability of funds, pursuant to the  
terms of the agreement, FSW shall be required to: 1) contribute $10,000  
in matching funds to the Program; and 2) provide three (3) separate  
budgets for each of the three years of the agreement.

95785 Senior Programs and Services - Pursuant to Section 3(a)(xxi) of the  
Westchester County Procurement Policy and Procedures, to exempt from  
procurement an agreement with Leslie Alpert for the provision of program  
management consulting services in connection with the County’s Livable  
Communities Caregiver Coach Program, for a term, commencing on  
10/1/22 - 12/31/22, in an amount not-to-exceed $6,000 in County Tax  
Dollars.

95372 Health -Enter into an agreement with the Westchester County Health  
Care Corporation, for a term from 1/1/22 - 12/31/26, whereby the WCDH  
will refer its late stage syphilis patients for diagnosis by lumbar puncture  
that the WCDH is unable to provide, for a total amount not to exceed  
$6,000.

unanimously approved.  
10. 95375 Health - Enter into an agreement with the Westchester County Health  
Care Corporation, for the WCDH to refer its patients in need of medical  
services and treatment, including emergency room services, to the  
WCHCC that the WCDH is unable to provide, from 1/1/22 - 12/31/26.

unanimously approved.  
11. 95799 College - Enter into an agreement with JenSpark, Inc. d/b/a Spark451 for  
the provision of Graphic Design services in furtherance of building the  
institutional brand and identity of the College and increasing enrollment at  
the College.

12. 95450 Public Safety - Enter into an agreement with the New York State  
Governor’s Traffic Safety Committee to accept a grant (No. T006910) in  
the amount of $40,548, for the Department to participate in the Statewide  
Police Traffic Safety Program , from 10/1/22 - 9/30/23.

unanimously approved.  
13. 95305 Parks - Enter into a license agreement with Gabrielle Dwyer,  
Maintenance Mechanic I (Grounds) at the Alfred B. Del Bello Muscoot  
Farm Park for the County-owned residence at 57 Route 100, Katonah,  
New York 10536, in accordance with the formula for the licensing of  
County residences, from 9/15/22 - 5/31/26.

unanimously approved.  
14. 95405 Parks - Enter into a license agreement with Ronald Anderson, Park  
Superintendent III at Croton Point Park for the County-owned residence  
at 179 Jackson Avenue, Hastings-on-Hudson, New York 10706, in  
accordance with the formula for the licensing of County residences from  
10/1/22 - 5/31/26.

unanimously approved.  
15. 95784 Parks - Resolution determining that there will be no significant impact on  
the environment in connection with the Management Agreement with  
Benjamin Restaurant Group, LLC, for the rehabilitation, management and  
operation of an existing restaurant building located at Woodlands Lake,  
formerly known as “The Cantina Restaurant,” in V.E. Macy Park,  
Irvington, as a modern American grill restaurant, including the installation  
of gravel for a new parking area adjacent to Woodland Lake, north of the  
Great Hunger Memorial, and in accordance with SEQRA and its  
implementing regulations, a Short Environmental Assessment Form  
(“EAF”) has been prepared to assist this Board in its environmental  
assessment of this proposed action.

16. 93518 Parks - Enter into a management agreement with Benjamin Restaurant  
Group, LLC, for the rehabilitation, management and operation of the  
existing restaurant building, formerly known as “The Cantina Restaurant,”  
located at Woodlands Lake, in V.E. Macy Park, Irvington, adjacent to the  
Saw Mill River Parkway, as a modern American grill restaurant for the  
benefit of park users and the general public, for an amount of $558,438  
and for a ten-year term, which term may be extended for an additional  
ten-year term, upon mutual agreement.

unanimously approved.  
17. 95653 DPW/Transportation - Contract No. 15-556 with Mace Contracting  
Corporation, for Main House Rehabilitation, Merestead, Bedford and New  
Castle, New York, and extend the completion date from 6/30/22 to  
6/30/23. Approval of Change Order No. 1 in the amount of $309,142.66.

unanimously approved.  
18. 95655 DPW/Transportation - Contract No. 19-519 with R. Pugni and Sons, Inc.,  
for Water and Electric Service Upgrades, George’s Island Park, Town of  
Cortlandt, New York. Approval of Naber Electric Corp., Yonkers, as a  
subcontractor.

unanimously approved.  
19. 95756 DPW/Transportation / Planning - Rescinding Resolution ID #94689 and  
authorizing a new resolution to enter into Agreement No. DOTCAP02-22  
with Nanov Display Inc., for the design, fabrication, installation, and  
integration of a real-time sign system at select bus stops of the Bee-Line  
Bus System in Westchester County, from 9/1/22 - 12/31/23, for an  
amount not-to-exceed $498,000, with 80% of the funds to be paid from a  
Federal Transit Administration Grant.
